A two-year collaboration among researchers, practitioners, and advisers from the major national organizations of mediators produced a job analysis relevant to mediators involved in interpersonal disputes (i.e., divorce, community, formal parent-child mediation, etc.). One byproduct of the job analysis is an extensive list of the knowledge areas and skills important to effective job performance. Networks have assumed a place of prominence in the literature on public and private governing structures. The many positive attributes of networks are often featured—the capacity to solve problems, govern shared resources, create learning opportunities, and address shared goals—and a literature focused on the challenges networks pose for managers seeking to realize these network attributes is developing. The authors share an interest in understanding the potential of networks to govern complex public, or "wicked," problems. A fundamental challenge to effectively managing any public problem in a networked setting is the transfer, receipt and integration of knowledge across participants. When knowledge is viewed pragmatically, the challenge is particularly acute. This perspective, the authors argue, presents a challenge to the network literature to consider the mind-set of the managers—or collaborative capacity-builders—who are working to achieve solutions to wicked problems. This mind-set guides network managers as they apply their skills, strategies, and tools in order to foster the transfer, receipt, and integration of knowledge across the network and, ultimately, to build long-term collaborative problem-solving capacity.  相似文献

Collective consumption and benefit characterize many government services. Moreover, government services are mostly paid for collectively through taxes—there is little or no relationship between the taxes paid by a household and its use of a particular service. Public sector decision makers face complex budget problems with difficult solutions. Involving citizens meaningfully in these decisions has long been a conundrum. The authors teamed up with the town of West Hartford, Connecticut, to develop a Web-based survey to overcome some of these participation problems and help decision makers better understand citizen preferences. The Web survey allowed for real-time interactivity and was tailored to present respondents with trade-offs between service levels and taxes.  相似文献

Conclusion It follows from what has been said above that history, principle, and authority combine to compel the conclusion that § 80's guarantee of trial by jury precludes a verdict of guilty being returned in a trial upon indictment of an offence against a law of the Commonwealth otherwise than by the agreement or consensus of all the jurors. That being so, § 57 of the Juries Act, 1927, cannot, consistently with § 80, operate to authorize the conviction of either of the appellants by a majority verdict. Their convictions were unconstitutional and must be set aside.The appeal should be allowed. What factors account for labor strategies in global industries? While some scholars point to economic factors and others look to political opportunity structures, an examination of union actions in the Central American apparel export industry over a 14-year period suggests that activists' historical experiences and ideological orientations also strongly influence union dynamics. Left-oriented unions tend to form unions through transnational activism whereas conservative unions most often turn to plant-level cross-class collaboration. Moreover, these two union strategies are interconnected. Successful transnational activism facilitates conservative union formation through a "radical flank" mechanism; the threat of left-union organizing motivates employers to accept unionization by conservative unions to block left unions from gaining influence in the plant. To examine these arguments, this article employs pooled time-series statistical analysis, structured interviews with labor organizers, and process tracing that draws on nine months of field research in Honduras and El Salvador.  相似文献

This article analyses the causes of variation in attitudes to immigration policy in the UK. The key theoretical approaches emphasised are: the role of self-interest; group conflict over resources; and group conflict over important symbols of Britishness. The connection between perceptions of immigration and crime is also investigated. Based on the 2003 British Social Attitudes Survey, the findings indicate that self-interest has very little bearing on opposition to immigration and that British citizens instead appear to be most concerned with threats to ingroup resources posed by immigration, threats to the shared customs and traditions of British society (particularly those posed by Muslims) and – to a lesser extent – the potential for increased crime that may result from immigration.  相似文献
