This article contributes to the emerging literature on transparency by developing and empirically testing a theoretical framework that explains the determinants of local government Web site transparency. It aims to answer the following central question: What institutional factors determine the different dimensions of government transparency? The framework distinguishes three dimensions of transparency—decision making transparency, policy information transparency, and policy outcome transparency—and hypothesizes three explanations for each: organizational capacity, political influence, and group influence on government. Results indicate that each dimension of transparency is associated with different factors. Decision‐making transparency is associated with political influence; when left‐wing parties are strong in the local council, local government tends to be more transparent. Policy information transparency is associated with media attention and external group pressure, and policy outcome transparency is associated with both external group pressure and the organizational capacity. Innovation inducement prizes have been used for centuries. In the United States, a recent federal policy change—the America COMPETES Reauthorization Act of 2010—clarified and simplified a path by which all federal agencies can offer innovation inducement prizes, thus intensifying interest in how government agencies can most effectively design and apply such prizes. This paper aims to review and synthesize the academic literature on innovation inducement prizes, to clarify what has been learned that is relevant to current policy discussions, and to highlight unresolved questions that would be fruitful areas for future academic research and policy experimentation. Relative to the existing literature, this paper aims to bridge two gaps. First, I synthesize the academic literature in this area with an eye toward drawing lessons for the types of innovation inducement prizes under consideration by federal agencies under the America COMPETES Reauthorization Act. Second, I discuss the problem of how to evaluate the success or failure of innovation inducement prizes, arguing that careful empirical evaluations of innovation inducement prizes are needed in order to provide guidance to federal agencies (and others) on how to most effectively apply and design innovation inducement prizes. 相似文献

The Italian party system largely collapsed in the early 1990s, providing us with a natural experimental situation in which voters were confronted with new parties – indeed, with an entirely new party system. How did they react? This paper develops a number of expectations on the basis of existing theory and tests these expectations using a dataset consisting of election studies conducted in Italy between 1985 and 2008. We find that a new party system causes confusion as to where parties stand in left-right terms, making it difficult for voters to make their choices on the basis of ideological cues. The confusion is greatest among older voters – those already set in their habits of voting, but only the very oldest cohorts (containing voters over 60 years old) are significantly debilitated. 相似文献

STAR METRICS is a data platform that is being voluntarily and collaboratively developed by U.S. federal science agencies and research institutions to describe investments in science and their results. It initially emerged as a result of reporting requirements associated with the 2009 American Recovery and Reinvestment Act; it has developed in response to a recognized need to begin to systematically document federal investments in science and their immediate and long‐term results. Carnivore scats recovered from animal attack and/or scavenging contexts frequently contain forensic evidence such as human bone fragments. Forensic cases with carnivore involvement are increasingly prevalent, necessitating a methodology for the recovery and analysis of scat evidence. This study proposes a method for the safe preparation of carnivore scat, recovery of bone inclusions, and quantification and comparison of scat variables. Fourteen scats (lion, jaguar, lynx, wolf, and coyote) were prepared with sodium-acetate-formalin fixative; analytical variables included carnivore individual, species, body size, and taxonomic family. Scat variables, particularly bone fragment inclusions, were found to vary among carnivore individuals, families, species, and sizes. The methods in this study facilitate safe scat processing, the complete recovery of digested evidence, and the preliminary identification of involved animals. This research demonstrates that scat collected from forensic contexts can yield valuable information concerning both the victim and the carnivore involved. 相似文献

The potential application of mRNA for the identification of biological fluids using molecular techniques has been a recent development in forensic serology. Constitutively expressed housekeeping genes can assess the amount of mRNA recovered from a sample, establish its suitability for downstream applications, and provide a reference point to corroborate the identity of the fluid. qPCR was utilized to compare the expression levels of housekeeping genes from forensic-like body fluid stains to establish the most appropriate assessment of human mRNA quantity prior to profiling. Although variability was observed between fluids and individuals, results indicated that beta-2 microglobulin exhibited the highest expression for all body fluids examined and across donors. A one-way analysis of variance was performed for housekeeping gene variability between donors (at the α, 0.05, significance level), and the results indicated significant differences for semen, vaginal secretions, and menstrual blood. 相似文献

This paper analyses the regulation of company political donations in the UK. It argues that UK policy makers have failed to understand the nature of company donors and, consequently, that the UK Companies Act 2006 requirement for shareholder consent for company donations is not an effective solution to concerns about company donors. To this end, the paper presents a comprehensive empirical analysis of company donations to show that the vast majority of donor companies are closely held or owner‐managed entities where shareholder consent rules are ineffective. The paper highlights particular concerns that arise with donation by such companies and argues for a more accurate understanding of company donations in order to formulate effective policy responses to concerns about the role of company donors. 相似文献

In 1979, Miller and Patel showed that a solution containing two diacetylene monomers, 2,4-hexadiyne-1,6-bis(phenylurethane) (HDDPU) and 2,4-hexadiyne-1,6-bis(p-chlorophenylurethane) (HDDCPU) could be used to develop latent fingermarks on a non-porous surface. In the current work, the same mixture (HDDPU:HDDCPU=10:1, in acetone solution) was used to develop fingermarks on a wide variety of surfaces, both non-porous and porous, including paper. An airbrush system was optimized for the application of the reagent solution. Once the solution evaporates on a surface, the monomers co-crystallize in different ways, depending upon a number of factors, including the surface residue. "Active" co-crystallization leads (with heat or radiation) to the formation of purple polymer, while "inactive" crystallization results in a non-polymerizable white deposit. Fingermark contrast was achieved as a result of active co-crystallization (giving purple polymer) in either the ridges or the furrows, depending upon the surface and other factors. A general observation (supported by spot tests with linseed oil, salt and amino acid solutions) was that on paper, oily materials are more likely to lead to the formation of the purple polymer, while the presence of water inhibits polymerization. However, these observations are not consistent across all other substrates. It is hypothesized that water disrupts hydrogen bonding between diacetylene molecules, and thus prevents the topochemical polymerization of the diacetylenes, which occurs in the solid state between favourably aligned monomers. An interesting observation was the development of fingermarks deposited on paper that had already been treated with the diacetylene reagent. 相似文献
