Policy analysis for the Congress is a timely subject. Several policy initiatives have emerged recently from the “first branch.” Others have demonstrated an independent capacity for analysis that is impressive by historical standards. This article introduces a practitioner symposium of three related works on policy analysis for Congress, with appropriate commentary by a distinguished veteran. It argues that because timing is crucial in the congressional policy process, anticipation and advance preparation are central to the effective use of analysis. The other articles illustrate the stages of advance preparation—of the policy analyst, the congressional environment, and the Member for voting—in the form of case studies. 相似文献

Landeskultur ist somit alles Planen und Handeln mit dem Ziel, die Umwelt als gegebenes Naturraumpotential, insbesondere Wasser, Boden, Luft und die dazugehörigen Natur-, Kultur- und Sachgüter optimal zu erhalten, gestalten und rationell zu nutzen sowie dieses Potential mit bestmöglicher Qualität als natürliche und kulturelle Lebensgrundlage für die Allgemeinheit nachhaltig zu sichern. Landeskultur dient somit auch der Belebung und Werterhöhung der gebauten und gepflanzten Umwelt. Dies schließt auch und gerade die kulturelle Seite einschließlich Kulturlandschaften mit ein. The role of the state is changing under the impact of, for example, globalization. The changes have been variously understood as the new public management (NPM), the hollowing–out of the state and the new governance. This special issue of Public Administration explores the changing role of the state in advanced industrial democracies. It focuses on the puzzle of why states respond differently to common trends.
This introductory article has three aims. First, we provide a brief review of the existing literature on public sector reform to show that our approach is distinctive. We argue that the existing literature does not explore the ways in which governmental traditions shape reform. Second, we outline an interpretive approach to the analysis of public sector reform built on the notions of beliefs, traditions, dilemmas and narratives. We provide brief illustrations of these ideas drawn from the individual country articles. This article examines the question of trust in Bosnia and Herzegovina with a special focus on the role of ethnicity. We find generalised trust to be low and declining in Bosnia and Herzegovina. Moreover, generalised trust is negatively affected by the degree of ethnic heterogeneity in the region. However, a further examination of trust reveals a more complex relationship between ethnicity and trust: people tend to show low levels of trust in all other people irrespective of their ethnic belongings. The pure sociology perspective invented by Donald Black, a general theoretical framework for the prediction and explanation
of social reality, has considerable potential for the scientific understanding of criminal behavior. Several scholars have
profitably drawn upon Black’s proposal that a significant amount of crime is a form of disputing or social control, especially
to explain violent conflict. However, pure sociology has not yet been extended and applied to criminal behavior more broadly.
A pure sociology of predatory behavior, for instance, would address the location and direction in social space of predators,
prey, and third parties. In expanding criminological thought, however, pure sociology also challenges it. Pure sociology explanations
are not restricted by time or place, a feature not easily realized with a concept so closely tied to a relatively recent social
invention: the state. Additionally, the supra-psychological, -anthropocentric, and -teleological nature of pure sociology
generates explanations of behavior that are at odds with many of the assumptions of traditional criminology. Ultimately, then,
pure sociology yields a new paradigm for the explanation of behavior the state defines as criminal.
