The controversy over the case of the Iraqui Supergun project, and over the possible role of British firms in supplying parts for its construction, was major news in 1990, and again in the year and a half following the Gulf War. It led to considerable new coverage, and to an investigation by a Department of Trade and Industry committee into the conduct of industrial firms, and of the officials who monitor arms-related exports. While many have concluded that the supergun affair primarily reflected administrative overload or incompetence, and while the official investigation took a narrow view of the major issues involved, closer scrutiny shows complex dealings among governments, businesses, and well-connected individuals. West Texas is the setting for an unintended experiment in commonsresource management. Dispersed, autonomous, local groundwaterdistricts use nonregulatory strategies to promote conservationand groundwater quality. The central force driving this organizationalform appears to be ideological. West Texans seek alternativesto state management of groundwater pumping. This study useskey-informant interviews to evaluate the strength of ideologyin explaining West Texas groundwater policy and to provide atheoretical framework for discussing the importance of the "localsolution. Radical change in the representative dimension of Italy's political system was expected to bring a transition to a 'Second Republic' in Italy. That has not happened. Nevertheless, after three consultations using the new parliamentary electoral system, studies focusing on the 'input' side of Italian politics are beginning to agree that substantial change has occurred. It is, however, too early to identify the extent of change in public administration and centre–local government relations, whilst even in parliament it is argued that consensual decision-making continued at least into the late 1990s. The impact of party system change on policy-making has thus been shown to be less direct than many expected, providing rich material for research into the relationship between institutional and policy change. Nevertheless, institutional change continues, particularly with regard to the decentralisation of government, and some studies suggest that this is the key to Italy's political transformation, rather than electoral reform or even change in the form of government. Still, the election of Italy's first right-wing majority government in 2001 may yet bring change in parliamentary practice and policy-making more generally. 相似文献

'Unfinished Business' examines American and British postwar policy toward the regime of Francisco Franco in Spain. Although the emergence of the cold war eventually altered that policy from one of strenuous opposition to one of grudging acceptance, the continuing desire of the Western allies to alter or remove the Franco regime illustrates the persistent influence of anti-fascism after World War II. In retrospect, the eventual alignment of Franco with the West seems a foregone conclusion, but in the fluid context of the years immediately after World War II policy makers on both sides of the Atlantic struggled to determine their interests in a world no longer defined by the war and not yet in the grip of the cold war. 相似文献

Borders are a unique political space, in which both sovereignty and citizenship are performed by individuals and sovereigns. Using the work of Agamben and Foucault, this article examines how decisions made at the border alienate each and every traveler crossing the frontier, not simply the ‘sans papiers’ or refugees. The governmentality at play in the border examination relies on an embedded confessionary complex and the ‘neurotic citizen’, as well as structures of identity, documentation, and data management. Since the end of World War II, and particularly since the end of the Cold War, there has been an expansion in the number of third-party peacekeeping missions established throughout the world. Most of the expansion in peacekeeping missions in the past decade or so has occurred in states experiencing intrastate or civil conflicts. The questions addressed in this study are under what conditions do third-party actors either decide to establish or decide not to establish peacekeeping missions in intrastate disputes, and specifically, what effect do international-level factors have on the likelihood that third-party peacekeeping personnel will be deployed in an intrastate dispute? The previous literature on third-party peacekeeping and interventions is used to derive a set of theoretical arguments and hypotheses regarding the establishment of peacekeeping missions by third-party actors (the United Nations, regional organizations, and ad hoc groups of states) during the post-World War II period. Specifically, I argue that several factors originating at the level of the international system influence the occurrence of third-party peacekeeping missions. The results of statistical analyses of the hypotheses largely support the notion that a set of international-level factors significantly influences the decisions of third-party actors to establish or not establish third-party peacekeeping missions, that international-level factors are more important than state-level factors, that these factors often have different effects on the likelihood of different types of third-party peacekeeping. 相似文献

Abstract This article presents the findings of an analysis of victim offender mediation programs working with the juvenile courts in Albuquerque (NM), Minneapolis (MN) and Oakland (CA). The study is based upon 868 interviews with crime victims and offenders, including pre- and post-mediation interviews and two different comparison groups. The data that emerged from this study indicates that the vast majority of both victims and young offenders experience the mediation process and outcome (restitution agreement) as fair and are satisfied with the program. The mediation process used by the programs in Albuquerque, Minneapolis and Oakland results in greater satisfaction, greater perception of fairness and higher restitution completion rates than found in a matched sample of victims and offenders who were not referred to mediation. 相似文献

Forensic archaeologists and criminal investigators employ many different techniques for the location, recovery, and analysis of clandestine graves. Many of these techniques are based upon the premise that a grave is an anomaly and therefore differs physically, biologically, or chemically from its surroundings. The work reviewed in this communication demonstrates how and why field mycology might provide a further tool towards the investigation of scenes of crime concealed in forest ecosystems. The fruiting structures of certain fungi, the ammonia and the postputrefaction fungi, have been recorded repeatedly in association with decomposed mammalian cadavers in disparate regions of the world. The ecology and physiology of these fungi are reviewed briefly with a view to their potential as a forensic tool. This application of mycology is at an interface with forensic archaeology and forensic taphonomy and may provide a means to detect graves and has the potential to estimate postburial interval. 相似文献
