EFFICIENCY VERSUS SOCIAL LEARNING: A RECONSIDERATION OF THE IMPLEMENTATION PROCESS

In a complex society committed to democratic norms a social learning perspective on the implementation process is more useful and appropriate than an efficiency, productivity perspective. The norms and assumptions underlying the efficiency emphasis to the implementation process are not applicable; nor do they exist in reality. An alternative set of assumptions based on a social learning approach to implementation is offered.     

Life underWainwright v. Witt: Juror dispositions and death qualification

The current standard for determining juror qualification in cases in which the prosecution is seeking the death penalty was formulated by the U.S. Supreme Court in 1985 inWainwright v. Witt. This standard differs importantly from its predecessor, and requires that prospective jurors be dismissed if their views would prevent or substantially impair their ability to perform their functions as jurors. We assessed respondents according to the criteria imposed byWitt. We also measured independently prospective juror's abilities to perform the various specific tasks of a capital juror and their disposition to impose the death penalty automatically upon defendants convicted of murder punishable by death. Data from 148 respondents, selected randomly from juries on previously tried felony cases, indicated that 28.2% of those includable by theWitt standard would automatically impose the death penalty. Considering all respondents who would be erroneously included or excluded, a total of 36% of the sample showed inconsistencies with theWitt criterion. These findings are discussed in terms of jurors' difficulties in anticipating their roles as capital jurors.     

The deserving sick: Income-maintenance policy towards the ill and disabled

Illness and disability often result in a serious loss of income. Government response to this problem has been piecemeal, so that there is a patchwork of different programs, some state and some federal, covering particular types of medical disabilities and particular categories of people. This article briefly describes existing programs and then evaluates income-maintenance policy towards the ill and disabled using four broad criteria: clarity of objectives, adequacy of coverage, adequacy of benefits, and equity. The general findings are that extreme program fragmentation in this policy area have led to competing (and sometimes inconsistent) objectives, large gaps in population coverage, benefit levels that do not meet even minimal standards, and tremendous inequities across different programs. Recommendations for improvement include the development of a more workable definition of disability and development of a guaranteed minimum income plan in conjuction with supplementary disability insurance plans.The author would like to thank Randall Bovbjerg and James Vaupel for their thoughtful criticisms.     

Attitudinal change among students in a capital punishment class: It may be possible

Students who participated in a class on capital punishment recorded their attitudes toward the topic on a weekly basis and completed a one year follow-up. The results demonstrate that by the end of the semester 65% of the students indicated opposition to capital punishment. Moreover, one year after the class 73% of the students maintained some degree of opposition to capital punishment. The difficulties associated with assessing attitudinal change as a result of participating in a class and reasons for the discrepancy between the findings of this study and previous research are discussed.
