Guidelines for spending federal grants to the states for social services changed repeatedly between 1962 and 1975. The process of preparing guidelines changed, and so did their content. These changes are described and explained. Guidelines at all stages failed to provide intelligible and useful instructions to federal and state administrators. In part this was because the contextual supports that normally help to give effect to grant-in-aid guidelines—explicit antecedents in the law, and implicit understandings among administrators at different levels of the federal system—were lacking or seriously defective. Beyond that, in each of their different phases the guidelines proved untenable because of dysfunctions that may have been peculiar to the respective processes by which they were prepared.The trustees, officers, and other staff members of The Brookings Institution have no responsibility for the contents of this paper.  相似文献

There is building evidence in India that the delivery of health services suffers both from an actual shortfall in trained health professionals and from unsatisfactory results of existing service providers working in the public and private sectors. This study focuses on the public sector and examines de facto institutional and governance arrangements that may give rise to well‐documented provider behaviors such as absenteeism that can adversely affect service delivery processes and outcomes. We analyze four human resource management (HRM) subsystems: postings, transfers, promotions and disciplinary practices from the perspective of front‐line workers—physicians working in rural healthcare facilities operated by two state governments. We sampled physicians in one “post‐reform” state that has instituted HRM reforms and one “pre‐reform” state that has not. The findings are based on both quantitative and qualitative measurements. The results show that formal rules are undermined by a parallel modus operandi in which desirable posts are often determined by political connections and side payments. The evidence suggests an institutional environment in which formal rules of accountability are trumped by a parallel set of accountabilities. To break the chain of exclusionary zoning and produce affordable housing, mandatory state zoning reform policies have been in place for a couple decades in the United States. Their success is often constrained by local resistance and noncompliance. Some scholars argue that the lack of incentives to communities for affordable housing production is one of the main reasons for their resistance to state mandates. At present, no incentive-based state zoning reform policy is at work except in Massachusetts. Inclusionary zoning policies do offer incentives to developers but not to communities. This article examines the strengths and weaknesses of mandatory state policies and Massachusetts's incentive-based policy and offers policy insights for the future.  相似文献

In the process of urbanisation villages are becoming parts of cities or towns, and are becoming almost irreversibly transformed as a result. Erstwhile villages, now parts of cities and towns, are on the margins of an urbanising India. They are lagging behind other parts of the cities in terms of receiving basic urban services and infrastructures. Urban development processes should look at the specific issues and concerns of these villages independently from the need and scope of planning for the city at large. This would make the transition from rural to urban status fair and inclusive for erstwhile villagers.  相似文献

Marriage in Canada had lost much of its legal significance because of the extension of many of the incidents of marriage to unmarried cohabitants of the same or opposite sex. This process has resulted in large part from decisions of the Supreme Court of Canada that discrimination on the basis of sexual orientation or marital status is constitutionally impermissible. In a decision that seemed to many a surprising reversal of this trend, the Supreme Court of Canada in 2002 ruled that legislators could constitutionally exclude unmarried couples from family property laws. The effect of this decision has been to revive the legal significance of marriage. At the same time, courts have resurrected the social significance of marriage by accepting the argument of same-sex marriage advocates that a "separate but equal" civil union institution would not respect the constitutional guarantee of equality and by endorsing the constitutional right of same-sex couples to the symbolic value of marriage as a public and legal celebration of a relationship. Same-sex marriages may now be legally celebrated in three Canadian provinces, and the federal government has made a commitment to open up civil marriage to same-sex couples across the country. While some same-sex couples and unmarried cohabitants have fought for spousal or marital status, others have sought to avoid the burdens associated with spousal status. After the same-sex marriage debate is concluded, Canada will be ready to move on to consider whether all of the legal privileges and burdens now assigned to those in conjugal relationships, whether married, unmarried, same-sex or opposite-sex, can be justified.  相似文献

The article explores knowledge and practices of family planning among the tribal population of south Gujarat, India. The authors examine the reasons for discontinuation and non-use of various modern contraceptive methods by tribals and draw contrasts with practices in the urban population. They consider the roles of women, family members, local leaders, and effective communication, along with NGOs and the private sector, and make recommendations for increasing access to and usage of various family-planning methods by the tribals.  相似文献

International networks for social change are growing in number and influence. While they need to be able to assess the extent to which they achieve their purpose and determine ways in which to be more effective, conventional evaluation methods are not designed for such complex organisational forms, or for the diverse kinds of activity to which they are characteristically dedicated. Building on an earlier version of their paper, the authors present a set of principles and participatory approaches that are more appropriate to the task of evaluating such networks.  相似文献
