Australia is well endowed with constitutions. It has seven, one for the commonwealth and each of the six states, and nine if the documents establishing self-government for the Australian Capital Territory and the Northern Territory are included. This gives plenty of scope for constitutional reform: that is, changing the most important rules which specify how a political community is governed. In the event, public debate over constitutional reform in Australia has been sporadic and concentrated on a narrow range of issues. Perhaps this is as it should be. Constitutions should reflect broad public acceptance of the basic rules governing the operation of government, and if the system is running smoothly, there is little reason for change. Only when events occur that demonstrate that there are shortcomings in the structure of government should constitutional reform be considered. 相似文献

Conventional wisdom asserts that Islam and tribalism dispose the countries of the Arab Middle East against democratization.
Yet the local culture in the region resembles those in the ancient world where democracy was first established, and neither
resembles the pattern of political development that occurred in Western Europe, today’s democratic paradigm. Kuwait, a city-state
that has enjoyed a high level of collective wealth throughout the period following World War II, displays many of the attributes
of the “positive liberty” that Isaiah Berlin, Hannah Arendt, and others see as characteristic of ancient democracies. Vigorous
participation in a range of public spaces acts as a check on runaway state power. Kuwait’s record on “negative liberty” is
poor, which is why it diverges from the western European model. Population growth and its effect on political development
is eroding Kuwait’s qualities as a city-state and pushing it toward mass politics. It is not possible at this stage to predict
with any confidence whether these new trends will result in further liberalization or a more authoritarian polity.

In 1990 Washington became the first state to authorize the use of community notification by local law enforcement agencies
as a means of managing released sex offenders in the community. Although community notification is currently being practiced
in all fifty states, surprisingly little research has been done on its effectiveness in preventing further crime or other
effects it may have on sex offenders, their families, and the community This research examined the possible effects of community
notification on community members in terms of increased anxiety and fear based upon their reactions to different versions
of a mock notification flyer. The results indicate that the quality of a notification flyer has little effect on anxiety in
the general population.

Women, Women's Work and ‘Women's Studies’ are in a disadvantaged and marginal position within academic settings. This is a reflection of women's position in society in general, and it should be no surprise to find it to be the case in sociology as elsewhere. Women's studies has achieved some respectability within the social sciences, but rather than this being seen as a straightforward success, the disadvantages of this ‘respectability’ must be understood, as must the subtlety of male incorporation of feminist ideas not at a conscious level but within and through the male defined ethos of academia. The use of a qualitative methodology to get behind the ‘facts’ of qualitative differences in women's and men's positions is important. The lives of women postgraduates and researchers in Great Britain, those women on the bottom rung, can give us insights into the difficulties for women's studies and into the possibilities for the direction that attempts to redress the imbalances between men and women in academia might take. 相似文献

This article reports data on allegations of domestic violence in two samples of high-conflict families in child custody disputes. It delineates five basic types of interparental violence and corresponding patterns in parent-child relationships. The findings should be viewed as preliminary exploratory hypotheses, which, if confirmed in future research, suggest that differential assessment of domestic families is important when helping divorcing parents make custody and visitation plans. 相似文献

This paper reviews US statistics on international transactions in royalties and license fees to provide insights into the
inward international licensing of technology by US-based firms. The data and their limitations are described. Trends in the
data suggest that a change is occurring in the balance between outward and inward licensing of technology by US-based firms.
The statistics are consistent with the idea that such firms have a diminishing technological lead and that technology importing,
in addition to technology exporting, is becoming important to them. The new situation raises issues for corporate strategy
and technology management, as well as for government policy.
Mary Ellen Mogee is president of Mogee Research & Analysis Associates, a consulting firm in Great Falls, VA. She established
the firm in 1985, after 15 years in policy-analysis positions at the National Science Foundation, the Congressional Research
Service, the National Bureau of Standards, and the Patent and Trademark Office. She also teaches in the Management of Science,
Technology, and Innovation program in the School of Business and Public Management at the George Washington University. Mogee
