Electronic Funds and Benefits Transfers,E‐Government,and the Winter Commission

This article examines how electronic funds transfers and electronic benefit transfers have become integral components of digital government. These technologies have forwarded many of the principles of the Winter Commission, including the development of lean, responsive government. The greater efficiency and cost savings for the federal and most state governments have not been achieved without encountering and dealing with serious matters related to customer service, contracting, collaboration, management, and implementation. These issues arise in the normal daily use of electronic payment technologies, but they are magnified in crisis situations, as demonstrated by disaster relief operations during Hurricane Katrina.     

Aid: A mixed blessing

Despite a growing emphasis by aid agencies on local participation and consultation, the recipients of aid commonly have mixed, if not hostile, responses to relief assistance. Agencies need to acknowledge the inequalities that are inherent in an aid relationship, and be more judicious in determining their proper role. The author calls for aid providers and recipients to accept our innate human equality and our circumstantial inequality in order to establish relationships of mutual respect and contemporaneous enjoyment of each other.

The isolation of spermatozoa from sexual assault swabs using proteinase K

The most common examination in sexual offences is the identification of spermatozoa in aqueous extracts from swabs. Using Proteinase K with sodium dodecyl sulphate, it is possible to digest all the cellular material apart from the spermatozoa, resulting in a quick and effective method of their isolation. Spermatozoa were detected in 18 extracts using this treatment when the normal method had failed to reveal all but one of them.
