Effects of Re‐heating Tissue Samples to Core Body Temperature on High‐Velocity Ballistic Projectile–tissue Interactions

Damage produced by high‐speed projectiles on organic tissue will depend on the physical properties of the tissues. Conditioning organic tissue samples to human core body temperature (37°C) prior to conducting ballistic experiments enables their behavior to closely mimic that of living tissues. To minimize autolytic changes after death, the tissues are refrigerated soon after their removal from the body and re‐heated to 37°C prior to testing. This research investigates whether heating 50‐mm‐cube samples of porcine liver, kidney, and heart to 37°C for varying durations (maximum 7 h) can affect the penetration response of a high‐speed, steel sphere projectile. Longer conditioning times for heart and liver resulted in a slight loss of velocity/energy of the projectile, but the reverse effect occurred for the kidney. Possible reasons for these trends include autolytic changes causing softening (heart and liver) and dehydration causing an increase in density (kidney).     

Enhancing responsiveness and consistency: Comparing the collective use of discretion and discretionary room at inspectorates in England and the Netherlands

Discretion used to be considered a feature of individuals, but growing literature shows that it has collective features as well. To develop an understanding of the individual and cooperative work of inspectors in using discretion and the discretionary room granted to them, we compared two inspectorates: the Care Quality Commission (CQC) in England and the Joint Inspectorate for Youth (JIY) in the Netherlands. Our analysis reveals that inspectors engage with colleagues, managers, and stakeholders to include other perspectives, gain mandate, and broaden their repertoire. At the CQC, inspectors use their discretion collectively; on their own initiative, they involve others in balancing and interpreting rules to reach judgments. At the JIY, teamwork is central and regulatory teams are granted collective discretionary room. We argue that collective work permits both responsiveness and consistency. In studying the judgments of inspectors and other street‐level bureaucrats, it is vital to look at collective work and how it combines consistency and responsiveness.     

He who pays the piper calls the tune: Credit rating agencies and multilateral development banks

Multilateral development banks (MDBs) have proved to be one of the most popular and enduring forms of international organization ever created, in large part because of their unique financial model. MDBs raise most of the resources needed for operations from international capital markets rather than government budgets, which greatly increases their financial capacity and attractiveness to member governments. However, this model has a trade-off: MDBs must pay close attention to the perceptions of bond investors, who have little interest in development goals. This paper explores the influence of credit rating agencies (CRAs) on MDB operations, based on an analysis of the methodologies used by CRAs to evaluate MDBs and interviews with MDB financial staff and CRA analysts. The study demonstrates that the methodology used by Standard and Poor’s seriously undervalues the financial strength of MDBs, limiting their ability to pursue their development mandate. These findings suggest that MDB dependence on capital market financing may weaken the ability of major shareholder governments to fully control MDB activities.     

Human Rights Politics and Injustice: Transitional Justice in Argentina and South Africa

Transitional justice is about the recovery of the rule of lawand justice after mass violence. In the recent history of Argentinaand South Africa, human rights politics have played an importantrole in the transition from repression to democracy as a discourseof resistance to state repression and as a framework and methodologyfor the successor state to manage demands for justice and promotereconciliation. Post-transition, they have provided a standardfor the accountability of state institutions and evaluationof the democratic government's performance. In this article,we explore the roles of victims, survivors and relatives inthe expansion of human rights politics. We argue that victimsrepresent their suffering as embodied injustice and make theirvictim identity the focus of efforts to recover a moral contractbetween state and citizens. The expansion of human rights politicsto include social and economic rights is an expression of thelimits of transitional justice in recovering full citizenshipin the context of the neo-liberal democratic project in Argentinaand South Africa.     

The political is personal: an analysis of crowd-sourced political ideas and images from a Massive Open Online Course

ABSTRACT

The analysis of ideology at the vernacular level requires access to peer-to-peer political discussions amongst non-specialists. It is in these discursive exchanges that political views are articulated, refined, and revised. Such exchanges are, however, difficult for the researcher to capture. Here we take c.25,000 learner comments (along with several hundred image uploads) from a Massive Open Online Course, co-produced by the University of Nottingham and the British Library, as a source of such peer-to-peer political discussions. From five topics we have selected ‘Freedom’, ‘Justice’, and ‘Community’ for close analysis. The idea of ‘freedom’ generated by far the most learner discourse, being both positively appraised and highly personalized. ‘Justice’ was generally seen as something to be delivered by political institutions, although accounts of injustice were frequently personalised. Accounts of ‘community’ often focused on the trappings of nationhood, but some comments, and many images in particular, highlighted moments of ephemeral and more personal, self-chosen communities. Overall, both comments and images show that, in their interpretation of the conceptual vocabulary of politics, people frequently frame their understanding through personal experience in a very direct manner. It is not only true that the ‘personal is political’, but also, for many, that the ‘political is personal’.     

A community of practice: explaining change and continuity in ASEAN's diplomatic environment

Despite change in the aims, institutions and informal diplomacy of ASEAN since 1997, the formal diplomatic code of conduct remains locked in a traditionalist mode first outlined in the 1970s. Existing approaches from mainstream International Relations theorising are unable to adequately explain this continuity and change. The recent ‘practice turn’ in theorising offers distinct explanatory advantage, which this article illustrates by arguing that the formation of an ‘ASEAN rationality’ between 1967 and 1997 fundamentally curtailed the ability of regional diplomats to revise ASEAN post 1997, resulting in the coexistence of new and old norms in ASEAN's organisation design.
