Abstract Existing explanations for the emergence of human rights on the political agenda in ASEAN focus either on the role of external pressure on ASEAN member states to ‘do something’, or on the way those states copied the form, but not the function, of other regional organisations such as the EU. Both approaches tacitly acknowledge that given the strong preference for intergovernmental governance displayed by ASEAN, regardless of interpretations, that it was states that drove the institutionalisation of rights forwards. Through examining in detail the causes and consequences of the Vientiane Action Programme this article disagrees with that assertion. At crucial moments before and after 2004 it was the Working Group for the Establishment of an ASEAN Human Rights Mechanism, a track III actor, which both inserted human rights into ASEAN discussions and forged the link between protecting those rights and the continuing success of ASEAN's security goals. Through understanding the role of the Working Group as a norm entrepreneur, assisting in the localisation of human rights standards, this article suggests that existing explanations of ASEAN institutionalisation need to be revised to include a wider range of political dynamics than previously were acknowledged. 相似文献

A model to explain fear of crime in Queensland is developed and fitted to data from the 1991 Queensland Crime Victims Survey. Fear of crime is measured from the answers to the question about respondents' feelings of safety when walking alone in their area after dark. The results suggest that factors such as gender, age, poverty, educational level, labor force status, level of incivility in the area, perceived amount of crime in the area, and neighborhood cohesion all make an impact on fear of crime in a way that is consistent with the theory. The results also show that fear of crimein Queensland is explained by very concrete factors that can be subject to intervention and policy formulation by relevant bodies.The views expressed in this paper are those of the authors and do not necessarily reflect those of the Government Statistician's Office or the Queensland Government. 相似文献

We find strong evidence of monopoly legislative agenda control by government parties in the Bundestag. First, the government parties have near-zero roll rates, while the opposition parties are often rolled over half the time. Second, only opposition parties' (and not government parties') roll rates increase with the distances of each party from the floor median. Third, almost all policy moves are towards the government coalition (the only exceptions occur during periods of divided government). Fourth, roll rates for government parties skyrocket when they fall into the opposition and roll rates for opposition parties plummet when they enter government, while policy movements go from being nearly 100 per cent rightward when there is a rightist government to 100 per cent leftward under a leftist government. 相似文献

While work environment and stress are important factors for mental health, no studies have assessed whether these factors contribute independently to the psychological well-being of probation and parole officers (PPOs). Using statewide survey data from 825 PPOs, we examine the association between depressive symptoms, work stress, and work environment (using the organizational climate measures of role ambiguity, role conflict, role overload and emotional exhaustion/burnout). Findings indicate that organizational climate and work stress are important predictors of emotional exhaustion/burnout, and that these factors have both indirect and independent associations with depressive symptomotology. Together, models including organizational climate and work stress account for two-thirds of the variability in burnout. Moreover, models incorporating exhaustion/burnout, work stress, and organizational climate account for nearly half of the variability in depressive symptoms. Organization climate measures and work stress contribute to depressive symptoms through their effect on emotional exhaustion/burnout. In addition, emotional exhaustion/burnout, role conflict, and work stress are all directly linked to levels of depressive symptoms. This study demonstrates that organizational climate and work stress contribute substantially to the well-being of PPOs and reveals the potential mental health consequences of working in community corrections. 相似文献

This paper seeks to explore some of the public affairs principles involved in the EU mergers and acquisitions regulatory process, which affects most corporate restructuring of a European scope. Following a brief overview of the EU merger review process and the main role of public affairs in such cases, the paper explores some of the more sensitive issues that demand public affairs activities, and issues that are raised by public affairs activities. The paper focuses on the open nature of the EU merger review process, which allows for wide consultation; the imperfections within the EU merger review process, which lead to confusion as to where the exact point of decision lies; and the fact that the process is only quasi‐legal, so that competition policy and industrial policy considerations may filter into the regulator's assessment. The impact of politics is also explored; from high‐profile political interventions to low‐key political negotiations. Finally, there is a review of the perception of lobbying and the question of the legitimacy of the public affairs discipline in the context of EU merger control. Youth in foster care have often been exposed to in-home violence and violence exposure is associated with higher mental health concerns. This study used multiple regression mediation analyses with bootstrapping to identify specific current foster caregiver-adolescent relationship factors and their mediating qualities between in-home violence exposure and adolescent internalizing, externalizing, and trauma symptoms. Using a national dataset of adolescents in foster care (n?=?175), the results of this study suggested that an adolescent’s perception of feeling emotionally secure in their relationship with their caregiver mediated the relationships between exposure to violence and youth internalizing, externalizing, and trauma symptoms. Additionally, current foster caregiver involvement and structure mediated the associations between exposure to violence and adolescent internalizing and externalizing outcomes, but not trauma symptoms. Further discussion of the results is included. Findings have important implications for mental health interventions aimed towards youth in foster care. 相似文献

The realignment of evangelical voters is well‐documented, but religion's impact within Congress is less clear. New data on home churches of members of Congress shows that the realignment of congressional evangelicals, combined with their growth and distinctly conservative legislative behavior, has significantly contributed to party polarization in Congress. Controlling for other factors, evangelicals are significantly more conservative than members of other religious traditions. This conservatism also has second‐order effects on the polarization of the House, where their more partisan proposals comprise a larger share of the roll‐call agenda when Republicans are in the majority. Moreover, evangelical Republicans in Congress differ significantly from evangelical Democrats in terms their geography, denominations, and experiences prior to Congress. 相似文献
