ABSTRACT Sybil Campbell was appointed a Metropolitan stipendiary magistrate in 1945, the first woman to become a full-time judge in the courts of England and Wales. She sat for 16 years, at Tower Bridge Magistrates’ Court, where she met with a great deal of opprobrium from the national and local press, trade unionists and individuals, much of it directed to the fact that she was a woman dispensing justice, with some severity, in a working-class community. She weathered the criticism with indifference and continued until her retirement, in 1961. Her pioneering example, however, did not encourage the appointment of other women to a judicial role until the appointment of Elizabeth Lane as a county court judge in 1962. This article examines her judicial career and her work for the British Federation of University Women, of which she was Honorary Secretary and its honorary vice-president. 相似文献

A fundamental challenge facing applied time-series analysts is how to draw inferences about long-run relationships (LRR) when we are uncertain whether the data contain unit roots. Unit root tests are notoriously unreliable and often leave analysts uncertain, but popular extant methods hinge on correct classification. Webb, Linn, and Lebo (WLL; 2019) develop a framework for inference based on critical value bounds for hypothesis tests on the long-run multiplier (LRM) that eschews unit root tests and incorporates the uncertainty inherent in identifying the dynamic properties of the data into inferences about LRRs. We show how the WLL bounds procedure can be applied to any fully specified regression model to solve this fundamental challenge, extend the results of WLL by presenting a general set of critical value bounds to be used in applied work, and demonstrate the empirical relevance of the LRM bounds procedure in two applications. 相似文献

Reputation is of growing interest for the study of public bureaucracies, but a measurement that can discern between the subdimensions of reputation and is validated on real-life audiences has remained elusive. The authors deductively build, test, and cross-validate a survey instrument through two surveys of 2,100 key stakeholders of the European Chemicals Agency, the European Union chemicals regulator. This empirical tool measures an agency's reputation and its building blocks. This scale represents an important contribution to reputation literature, as it allows scholars to distinguish and measure which aspects of reputation public organizations are “known for” and build their claim to authority on, as well as how the profiles of public organizations differ. The authors find that direct stakeholder contact with the agency is necessary for stakeholders to be able to evaluate the separate dimensions of reputation independently. Evidence for Practice
- This study equips practitioners with a reputation barometer tailored to the public sector. It allows them to measure the reputation of their organization, in a differentiated fashion, among different stakeholder groups.
- While public organizations increasingly engage in reputation management activities, a potential caveat that emerges from our exercise is that managers might be steering in non-astute directions. While our study shows that, as for private actors, “performance matters,” procedural and moral aspects also weigh heavily in the eyes of stakeholders when it comes to public regulators.
- To secure a positive organizational image and the authority crucial for public agencies to operate, the performance management turn in the public sector may need to be supplemented by an enhanced organizational attention to procedural and moral aspects.

The logic of free-riding expects that individuals will underinvest in public goods, but people often behave in ways that are inconsistent with this prediction. Why do we observe variation in free-riding behavior? This study addresses this question by examining contributions to an important international public good—collective defense in military alliances. It develops a behavioral theory of free-riding in which the beliefs of world leaders are important for explaining investments in public goods. The argument holds that leaders with business experience make smaller contributions to collective defense because they are egoistic and more comfortable relying on a powerful ally for their defense. An analysis of defense expenditures in 17 non-U.S. members of the North Atlantic Treaty Organization from 1952 to 2014 provides evidence consistent with the theory. The findings suggest that leaders with business experience are more likely than other heads of government to act as self-interested utility maximizers. 相似文献

Empirical analysis of civil wars wherein rebels receive support from outside states or actors confirms the expectation that such external support is correlated with conflicts that, on average, are longer than civil wars without external support. When this assistance is lost, the empirical results are at odds with the expectation that these wars should end more rapidly. Instead, wars in which there is a break in external support are more likely to continue into the next calendar year than even those wars with continued external support.
