This article aims to reconstruct the social imaginaries of Coronavirus disease 2019 (COVID-19) in Chile. We seek to understand how families interpret their experience confronting the pandemic by identifying four main aspects: (a) the COVID-19 pandemic, (b) working and learning, (c) health and (d) family life. Following Habermas' distinction between lifeworld and social systems, we consider these issues as constituting the social imaginary of lifeworld, different but related to the imaginaries of social systems. The qualitative empirical data was gathered through a sample of 38 families interviewed online between September 2020 and January 2021 in four Chilean cities: Iquique, Valparaíso, Santiago and Concepción. In 2015, a center‐left government introduced an electoral reform that replaced the binomial electoral system governing parliamentary elections since 1989 with a more proportional system. This article provides an account of the reform process, describes the new electoral law, and discusses the factors explaining the reform. We argue, first, that it was possible, due to the incentives the government provided, to secure the support of an ample majority of parliamentarians; also, a new and favorable political scenario had emerged, in which the support of the main right‐wing parties was not necessary for the reform to pass. Second, we maintain that the reform sought mainly to resolve problems affecting the parties of the governing coalition related to negotiations of coalition lists for elections. As a complementary objective, the reform promoted a general interest by establishing rules that allowed a “fairer” system of representation and improved competitive conditions. 相似文献

While the AMBER Alert system is intended to facilitate the rescue of abducted children, it has practical and psychological limitations. Participants indicated their emotions and perceptions about Alerts before and after reading a vignette that manipulated details about a child abduction. Results indicate that the Alert system fits some criteria of Crime Control Theater (CCT). CCT polices are emotion-based legal actions that appear to address crime but fail to do so and have unintended consequences. Participants experienced panic about child abduction and believed the system is an effective tool which should be used no matter the unintended consequences. Emotions and panic positively related to perceptions of the system. Still, perceptions were not particularly positive, indicating that some participants recognize the system's limitations. Female and community participants generally had more positive perceptions than males and students, especially when experiencing high emotions or panic. Reading about an abduction reduced emotions overall and led to more positive perceptions (but only in the ‘AMBER Alert success’ condition). Reading about an ‘Alert failure’ did not affect perceptions. Results highlight the role of emotion in shaping perceptions of the system. As with other CCT policies, lawmakers should rely less on community sentiment and more on science when adopting legislation. 相似文献

‘New Public Management’ (NPM) ideas gained widespread acceptance all over the world in the 1980s and 1990s. In developing countries, notable examples of its influence include the Brazilian ‘Master Plan for Reforming Public Administration’, launched in 1995 by president Cardoso, and the Mexican ‘Federal Public Administration Modernisation Programme’ created in the same year by president Zedillo. Both reflected NPM doctrine and advanced changes for the organisation of the Executive. This article explores the evolution of these two countries' managerial reforms and the extent to which they eventually continued converging (or not) around similar principles, such as those often referred to as ‘Post-New Public Management’ (Post-NPM). By applying quantitative textual analysis of official documents and an analysis of self-reported institutional changes, the article concludes that despite their governing parties' strong political differences Mexico and Brazil did converge during the 2000s, improving controls from the centre, and prioritising the adoption of transparency and participation tools. The comparison of the trajectories of the administrative reforms of these countries between 1995 and 2016 contributes to international debates on policy convergence and Post-NPM reforms. 相似文献

In this paper I analyze the reception of constructivist social theory in these sociolegal studies. The hypothesis that I want to demonstrate is that despite the importance of their contributions to understanding of law, there is a theoretical ambiguity in these studies. This follows from the fact that they adhere to social theories which are premised on different presuppositions about social relations and thus irreconcilable. To illustrate this ambiguity I will contrast the way that the concept of symbolic efficacy is employed in the work of Pierre Bourdieu, who is frequently cited in the legal consciousness studies as an authorized theoretical reference. I will analyze the basic concepts that underpin the sociolegal studies considered here, discuss the idea of the symbolic in law, and provide a theoretical comparison between Bourdieu and legal consciousness studies. 相似文献

How does a change from a compulsory voting system to a voluntary one affect election turnout? It is often argued that an electoral regime under which voting is voluntary reproduces class bias or, in other words, that the rich vote more than the poor. This bias is corrected either by the introduction of compulsory voting or the existence of strong left-wing parties and trade unions able to mobilize poorer segments of the population. In this article, we put forward an alternative argument. We assert that when voting is voluntary, class bias can disappear if an election is very competitive since this affects both turnout and its socio-economic composition. To evaluate this argument, we examine the case of Chile's 2012 municipal election when voting was voluntary for the first time, instead of compulsory. 相似文献

The illegal wildlife trade is one of the most profitable illegal industries in the world, only behind the trafficking of drugs, guns, and humans. Because of the relative ease in poaching wildlife combined with the possibility of high profit margins, many assume that organized crime is heavily linked to the trade. One group of species that is poached, trafficked and sold in illicit markets throughout the world are parrots. While some have claimed organized crime groups are involved in the trade, parrot experts contend there is no evidence of organized crime being involved. The purpose of this paper is to examine the structural organization of the illegal parrot trade in the neotropics to determine if the trade is driven by organized crime or if it is a simply a crime that is organized. The following study is based on 38 interviews with parrot poachers, middlemen, wildlife market sellers, and others knowledgeable on the trade in multiple cities within Bolivia and Peru to better understand the organization of the trade. The results garnered from these interviews do not support the notion that organized crime is involved in the illegal parrot trade in either country. The vast majority of participants are freelance operators where there appears to be no formal organization between or amongst those operating in the parrot trade. This study assessed the extent to which participatory methods had been used by CIMMYT, and how the scientists perceived them. Results suggest that participatory approaches at the Center were largely ‘functional’ – that is, aimed at improving the efficiency and relevance of research – and had in fact added value to the research efforts. The majority of projects surveyed also placed emphasis on building farmers' awareness. This is understandable if we think that the limiting factor in scientist–farmer exchange is the farmers' limited knowledge base. Thus, in situations such as marginal areas and in smallholder farming, exposure to new genotypes and best-bet management options would be a first requirement for effective interactions and implementation of participatory approaches. 相似文献
