Abstract: Throughout the 1993 federal election campaign Canadians were subjected to reminders that this was an age of disillusioned populists. One response to this new mood was contained in the now popular Red Book entitled “Creating Opportunity: The Liberal Plan for Canada,” in which the right of Canadians to regular and serious consultations on foreign policy issues was to be affirmed and acted upon. This essay explores how an earlier consultation in 1985–86 was accomplished in the most extensive foreign policy review process ever established by the federal government. It examines the bureaucratic attitudes towards such public input and the critical leadership needed by the minister to ensure that a positive response to the parliamentarians' 121 recommendations was obtained from the bureaucracy. If parliamentary committees are to play the middleman role in brokering diverse and competing ideas emanating from public representations on policy, then ministerial interest, involvement, and clout will be deemed necessities before acceptance and policy implementation become a reality among mandarins. Obtaining public input is much easier than moving the bureaucracy in response to that input. The modes of public administration must be adjusted if democratization of policy making is to become a reality. Parmi les réactions à ce nouvel état d'esprit figurait le “ Livre rouge ”, entre-temps devenu populaire et intitulé“ Créer des possibilités: le Plan libéral pour le Canada ”, qui affirmait les droits des Canadiens àêtre consultés de manière régulière et sérieuse sur les questions de politique étrangère afin qu'on y donne suite. Le présent article examine la manière dont une consultation antérieure (Hockin-Simard, 1985–1986) a été réalisée dans le cadre du processus de réexamen de la politique étrangère le plus approfondi et jamais entrepris par le gouvernement fédéral. Il examine les attitudes des fonctionnaires face à cette participation du public ainsi que le leadership essentiel dont le ministre avait besoin pour s'assurer d'obtenir une réponse positive du fonctionnariat aux 121 recommandations des députés. Si l'on veut que les comités parlementaires jouent le rôle d'intermédiaires pour faire accepter des idées à la fois diverses et contradictoires provenant des soumissions du public sur les questions de politique, il est absolument nécessaire qu'il y ait intérêt, participation, et forte intervention de la part du ministre avant que l'acceptation et la Inise en oeuvre des politiques ne deviennent éalité parmi les bureaucrates. Il est beaucoup plus facile d'obtenir l'avis du public que de faire bouger la bureaucratie à réagir à cet avis. Does terrorism help perpetrators to achieve their demands? Few research questions about terrorism generate as much controversy. This study contributes to the debate in two main ways. First, we identify major limitations within the burgeoning literature on the effectiveness of terrorism. Specifically, we highlight the main methodological problems vexing empirical assessments of whether terrorism promotes government concessions. Second, we present a research design that circumvents those recurrent methodological shortcomings. In short, we find no empirical evidence to suggest that terrorism pays. In fact, multiple variants of the tactic in hostage standoffs impede the perpetrators from coercing government compliance. The negative effect of terrorism on the odds of compliance is significant and substantial across logistic and multilevel logistic model specifications, particularly when civilians are killed or wounded in the coercive incident. These findings have important implications for both scholars and practitioners of counterterrorism.  相似文献

Fibromyalgia (FM) is a confusing and controversial diagnosis, characterized by widespread pain and tenderness at specific anatomical sites. The cause of this syndrome is unknown, and the course of the condition is difficult to predict. Without a known cause, predictable course, or effective treatment, it is not surprising that FM is a contentious diagnosis from a medical perspective, as well as a civil litigation and disability insurance industry perspective. The purpose of this study was to investigate judges' perceptions of credibility in litigated cases involving FM claims in the Canadian courts, and the relation between perceived credibility and awards granted. A systematic review was conducted of every trial-by-judge litigated FM claim in Canada (N=194 cases) up to 2003. The cases were examined in relation to credibility factors. The role and responsibility of the plaintiff was central in claims involving issues of misrepresentation, fraud, non-disclosure, failure to mitigate, and contributory negligence. The presence of these issues suggested a possible decrease or loss in the claim as a result of the plaintiff's conduct. In regards to the actions of defendants, the presence of investigative and surveillance information alone did not affect the awards granted. However, the credibility of that information had a large effect on the amount of award granted. Plaintiff credibility played a similar role, indicating that plaintiffs perceived as more credible were typically granted greater awards. An examination of medical expert credibility revealed that judges appear to perceive experts as more credible overall than plaintiffs, regardless of the expert's role in the case.  相似文献

This article discusses the possibility for vulnerable writing within feminist methodological approaches to research. Drawing upon a project that involved difficulties and tensions in conducting transnational research, including the documenting and telling of a partial narrative of an individual who set herself on fire, the article discusses what it might mean to focus more explicitly on explicating and recognising vulnerability in writing. In providing examples from working with a situated, localised analysis that engages feminist, postcolonial and queer theoretical approaches to attend to the particular and everyday, I address some of the hesitations and uncertainties in undertaking research and producing knowledge, and concerns with forms of reflexive practice. At the heart of the discussion is the question of a vulnerable ethics, of how it is possible for feminist methods to represent the lives of others, especially when stories fail in the telling, both in providing adequate explanations and in the ways that trauma and suffering can remain incommunicable. Included in this are concerns as to how we as researchers are affected within the production of research. As a form of receptivity and wounding, the article argues for vulnerable writing that challenges feminist methods to remain open and receptive to what will always resist sense-making, while continuing to respond to the demand that we do justice to the lives of others.  相似文献

ABSTRACT

This article discusses ambivalence in the meaning and attribution of agency, and the role it plays in understanding vulnerability as a concept and condition that is specific to individual bodies. This involves examining agency as an embodied resource that vulnerability might draw upon when bodies endure conditions of uncertainty, detention and exile. The documenting of a partial narrative of an individual who set his body on fire provides an analytic lens through which to investigate the complexity and contextual specificities of vulnerability. The article argues that working with a single modality of agency resulting from a certain slippage between meanings of agency, political agency and resistance, might result in foreclosing alternative forms of living and sustaining lives. Agency is considered more expansively as a capacity for action that is necessarily mediated through situated capabilities, struggles and desires. The article argues for the need to analyse concepts held within a ‘grammar of vulnerability’ in order to discuss modalities of agency that capture both activities of resistance, but also other, often unseen, investments in sensory, affective and physical labours required for everyday activities in which individuals sustain their lives.  相似文献

The most recent land reform in Uzbekistan, in which Large Farm Enterprises (LFEs) were split into medium-sized fermer enterprises, left, alongside the country's overwhelming majority of small dekhan peasants, continued strong state intervention in agrarian production. Three ‘forms’ (rather than ‘modes’) of production emerged: (1) state-ordered production of cotton and wheat; (2) commercial production, in particular of rice; and (3) household production of other food staples, including wheat and rice. These production ‘forms’ or processes are characterised by distinct input and output relations, terms of trade and technical requirements. They interrelate through competition for limited resources, such as land, water and other inputs, rather than competition amongst the actors themselves (the state, the new medium-sized fermers and the small dekhan peasants). A contest over resources is particularly evident between the (state-ordered) cotton crop and the (commercial) rice crop in the case study on which our argument is based, namely the province of Khorezm, a downstream part of the Amu Darya river basin, in the western part of the country.  相似文献
