The effect on reconviction of an intervention for drink-driving offenders in the community

This study reports an evaluation of the Drink-Impaired Drivers program in the English and Welsh probation service. Participants were adult male offenders who had been convicted of a drink-driving offence and were serving community sentences. The 1-year drink-drive reconviction rates were compared for offenders who completed the program, offenders who started but did not complete the program, and a comparison group who were not allocated to the program. At 1-year follow-up, there was no reconviction among offenders who had completed the program. Multivariate analysis showed that the noncompleters had a significantly higher rate of reconviction than the completers and comparison group.

Creating a Literature for the King's Courts in the Later Thirteenth Century: Hengham Magna,Fet Asaver,and Bracton

The early common law produced a rich literature. This article examines two of the most popular legal treatises of the second half of the thirteenth century, Hengham Magna and Fet Asaver. It has long been recognized that these two treatises bear some relationship to each other. This article will attempt to establish that relationship, arguing that Hengham Magna and Fet Asaver were written by different people; that Fet Asaver borrows from Hengham Magna; and that the authors of both texts had independent access to the Bracton treatise. The article concludes by suggesting a new way to think about the legal literature of the later thirteenth century. It suggests that Hengham Magna and Fet Asaver do not represent a dramatic break with the earlier literature of the common law, as some scholars have suggested. They may instead represent an evolution of that literature to serve the needs of the practising bar.

The Tribes that Bind: Yemen and the Paradox of Political Violence

Beset by multiple security challenges, not least the emergence of a powerful Al Qaeda franchise, Yemen appears the antithesis of the “Weberian” state model. But while these challenges are acute, they should be seen as part of a wider “political field,” dominated by powerful tribes and conditioned by patrimonial networks that have long framed the modes of political exchange between the center and periphery. This remains crucial to understanding the wider eddies of tribal politics in Yemen, and in turn, the limits of a purely military response by Washington as it seeks to confront Al Qaeda in the Arabian Peninsula.     

The Chilean big business lobby: a long-standing and major influence on public policy

Elements of the business lobby, particular sectors of big business and its peak associations, have been a continual influence, sometimes a dominant force, in Chilean politics since the second half of the 19th century. This prominence and sustained influence is particularly noteworthy since the 1930s, given the various forms of democracy experienced in Chile, the harsh military dictatorship of the 1970s and 1980s, and because the return to democracy in 1990 has meant increasing competition among interest groups. This article offers an explanation of the political significance of the big business community by reference to both common factors that shape the influence of business across political systems and especially the developments in Chile's political economy.
