Abstract

Northeast Asia is notable for the relative absence of regional institutions. The Six Party Talks could constitute an embryonic starting point for the development of such institutions. The path toward greater institutionalization is likely to begin in a modest fashion. Functional working groups on topics such as the environment, maritime transport, technical barriers to trade, road and rail links, and energy could provide the locus for integrating North Korea into the broader regional and global economies. Foreign ministries will inevitably take the lead in developing the Northeast Asia Peace and Security Mechanism (NEAPSM), but meaningful economic achievements will require the involvement of other ministries. North Korea has proved problematic in this regard thus far. Moreover, given the importance of private-sector involvement in achieving sustainable economic development in North Korea, modalities will have to be developed to integrate private-sector actors when possible. The governments of the region, and particularly China and South Korea, may continue support on a bilateral basis as a hedge against North Korea's collapse or as inducements in the context of the nuclear talks. But the development of more permanent multilateral structures is unlikely until the nuclear issue is resolved.  相似文献

Thirty-three insanity acquittees who had refused drug treatment were matched to a sample of nonrefusing hospitalized insanity acquittees in an attempt to measure the effect of treatment refusal on length of hospital stay. No measurable effects on the length of hospitalization were found. However, upon comparing the amount of time under court jurisdiction spent in the hospital and on conditional release in the community, it becomes evident that refusers spent significantly greater proportions of time hospitalized than the average hospitalized insanity acquittee, who had less hospitalization and spent more time on conditional release. These differences do not seem to be related to the issue of treatment refusal.  相似文献

As part of our work with the Oregon Task Force on Civil Commitment, we surveyed the judges and commitment investigators involved in the state's involuntary treatment program. In Oregon the investigators recommend whether or not a commitment hearing should be held. These mental health professionals indicated that current confidentiality laws restrict their access to important information. The investigators also expressed concern about the lack of resources with which to divert clients out of the commitment system. Judges too felt that relaxing the rules of evidence would improve the quality of commitment hearings. Regarding changes in the system, investigators and judges indicated that outpatient treatment (including compliance with medications) should be required of committed patients. These professionals noted that involuntary outpatient treatment could only be enforced if the system included a mechanism for hospitalizing patients who were noncompliant. Although the investigators believed commitment criteria should be broadened so that their clients could receive treatment before becoming dangerous, judges did not generally endorse this view. We discuss the implications of these findings for new civil commitment legislation.  相似文献

Although the United States Supreme Court has not offered a definite opinion, some states have established the qualified right of involuntarily committed patients to refuse treatment. Controversy continues between psychiatry and law over what procedural protections should be provided to patients when therapists seek to override nonemergency refusal of treatment. The authors review Oregon's administrative approach and its application to the treatment refusal of 33 state hospital forensic patients. Patient characteristics, refusal patterns, and implications of treatment refusal are also described.  相似文献

A random telephone survey of attitudes toward underage drinking was conducted in the Washington, DC, metropolitan area. The results revealed that alcohol use, especially alcohol-impaired driving, among youth were seen as serious problems by a majority (>80%) of the respondents. Strong support (>80%) was detected for imposing suffer penalties on bars and restaurants that sell alcohol to minors, older peers who purchase alcohol for minors, and driver's license restrictions for minors who possess and use alcohol. Over 50% favored stiffer penalties for parents who provide alcohol to minors. Respondents who were parents of teenage children were more likely to believe their teen's friends drink and drive (37%) than they were to believe their own teen drives drunk (10%). These parents were also unlikely to believe their teen had ever come home intoxicated (19%) despite the fact that almost 60% believed their teen has been to parties where there is drinking. These findings, and others from this survey, indicate that parents (especially whites) are unaware of the nature of teen drinking and are reluctant to accept the fact that their teens are involved with alcohol and high-risk alcohol-related behaviors. We review a three-step civil commitment model and formulas for calculating the probability of release from commitment and the relative importance of the three steps in determining the outcome. New formulas are developed which enable predictions to be made about the effects of changes on the outcome of the three steps on the release probability. With the use of data from Oregon's civil commitment process, we present an example of the application of the methodology and conclude with a discussion of its major administrative and research implications.  相似文献

Different components of the religious experience have differing effects on attitudes towards democracy. Using heteroskedastic maximum likelihood models and data from the fourth wave of the World Values Survey for 45 democratic countries, we show that as a personal belief system, religiosity contrasts with democratic principles, generating opposition to democracy while increasing ambivalence towards democratic principles among religious people. Nevertheless, at the group level, religion also serves as a social institution which increases the homogeneity of one??s social network, leading to lower ambivalence, and makes for an active minority group which benefits from the democratic framework, consequently increasing support overall for a democratic regime. This double-edged sword effect explains the mixed results currently found in the literature on religiosity and democracy, and clearly illustrates the multidimensionality of religiosity.  相似文献
