Based on findings from the 1970s, research literature on senior government executives emphasized a growing integration of politics and administration. This integration was reflected in what we called the "Image IV" bureaucrat wherein political role traits combined with those of traditional bureaucratic ones. Although this was by no means a dominant trend, we were led to speculate that traditional divisions between political and bureaucratic roles were eroding. Data gathered from the 1980s and 1990s, however, lead us to infer that divisions between political and bureaucratic roles have reasserted themselves and that integration between them is being diminished rather than strengthened. We conclude that this may be because in an era of governmental austerity the demand for executive policy entrepreneurs has slackened while the political needs have shifted to those of managerial control over an inertial or even contracting state.  相似文献

The study assessed whether the impact of social support on self-esteem is moderated by the adolescent's orientation toward the source of aid. Questionnaires were administered to 84 Israeli adolescents regarding self-esteem, perceived level of support from parents and peers, and preference, or orientation, for support from these sources. Regression analyses indicated that the positive effect of social figures' support on self-esteem increased as a function of interest in receiving aid from the specific source. Correlational analyses also revealed that heightened orientation toward parents was associated with higher levels of perceived parental support, whereas heightened orientation toward peers was associated with higher levels of peer support and lower levels of parental aid. These findings were consistent with self-evaluation maintenance and social provision theories, which suggest that the individual has an active role in selectively seeking out and filtering external social influences.His doctorate in educational psychology is from UCLA. Puberty has been related to the onset of a variety of weight concerns and eating problems among middle school girls, including body dissatisfaction, dieting, and eating disorders. At least two models can be used to explain these relationships. The first emphasizes the timing of puberty, arguing that girls who face early puberty are particularly stressed because of the off-time nature of the event. The second focuses on synchronous events. For girls more than boys, puberty is likely to coincide with the change from elementary to middle school and/or beginning to date. Such synchronous events may create greater stress for girls. Seventy-nine girls were tested during the spring of their sixth- and eighth-grade years. Pubertal and dating status, body dissatisfaction, weight management, and eating disordered attitudes (using the Children's EAT:ChEAT) were assessed. The simple timing model (early vs. on time vs. late) was not supported. The simple synchronous model received some support in that girls with synchronous onset of menstruation and dating had higher ChEAT scores as well as greater body dissatisfaction. However, the data indicated that girls for whom puberty was early and coincidental with dating might be at unusual risk. These girls showed the highest levels of body dissatisfaction and the highest ChEAT scores.Ph.D. from Temple University. The relationship of residential setting (living with parents vs. living away from home while attending college) and gender with late adolescents' perceptions of their relationships with parents was examined. Four hundred four undergraduates students (mean age=20 years, 4 months) from two midwestern universities completed surveys. Two hundred four subjects lived with their parents and commuted to school, and 200 lived away at college. Controlling for student's age, parents' education, and financial and family considerations as factors in the choice of a college, living away was associated with greater independence, support, and mutual respect between parents and adolescents. In contrast, students who lived at home felt parents underestimated their maturity, and reported more conflict and avoidance in their relationships with parents. Regardless of residential setting, women reported more mutuality and support in their relationships with parents than men. Abstract: This paper compares and contrasts the application of competitive tendering policies in the public and private sectors. It is based on information derived from a large-scale survey of public and private sector organisations in New South Wales. Analysis of the survey responses suggests a common approach to the basic elements of the tendering (market-testing) process. However, there are also some important differences, the most striking of which is that public sector organisations advertise more frequently and generally review more tenders. Despite this, there appears to be little difference in the degree of effective competition achieved between the two sectors. More generally, while nearly all organisations surveyed collect information that is relevant to performance evaluation, it does not appear to be systematic or rigorous enough to secure contract compliance.  相似文献

A detailed analysis of English local elections between 1985 and 1991 seems to support the propositions that a proportion of electors hold contradictory local and national voting preferences at one and the same time; and that there is significant variation in party performance both between and within local authorities. The paper concludes that the stimuli to which electors respond in local elections are often those most relevant to the ‘context’ in which their vote is cast. If partisan dealignment has led to a greater willingness on the part of the electorate to regard voting as a matter of ‘horses for courses’, there may not only be a further fragmentation in the results of elections of all kinds but the parties may experience different degrees of success depending on the nature of the contest.  相似文献

Der vorliegende Aufsatz entwickelt eine makrosoziologische Strategie zur Erklärung eliminatiorischer ethnischer Säuberungen. In einem ersten Schritt wird gezeigt, dass Ansätze, die den Staat oder eine schwache Zivilgesellschaft als zentralen Erklärungsfaktor heranziehen, der historischen Vielfalt und Komplexität der zu erklärenden Ereignisse nicht gerecht werden. Vielmehr ist eine präzise Analyse politischer Akteure und Akteurskonstellationen erforderlich. In einem zweiten Schritt wird in der Form einer Typologie das theoretische Möglichkeitsfeld politischer Konstellationen ethnischer Gruppen abgesteckt, wobei Multikulturalismus und Genozid die Extrempole der Typologie markieren. Im dritten und umfangreichsten Teil des Aufsatzes wird schließlich in Form einer fünfstufigen weltgeschichtlichen Periodisierung eine historisch-vergleichende Strategie zur Erklärung ethnischer Säuberungsprozesse skizziert. Dabei wird deutlich, wie die Faktoren Sprache, Religion und Territorialität (Provinz) bei der politischen Formierung konkreter ethnischer Akteurskonstellationen so zusammenwirken, dass das gesamte zuvor entwickelte typisierende Möglichkeitsfeld historisch abgedeckt wird.  相似文献
