The Fight Against Government Corruption in Romania: Irreversible Results or Sisyphean Challenge?

The fight against political, especially government, corruption has dominated Romanian political discourse for many years. However, the vast majority of the political elite have continuously opposed the prosecution and conviction of defendants of corruption crimes. After a long constitutional conflict that seriously inhibited the fight against government corruption between 2006 and 2009, law enforcement agencies finally began to experience some success. Nevertheless, the extent of government corruption has remained consistently high. This article analyses the struggles that have occurred between 2004 and 2013 in the fight against government corruption in Romania and particularly examines the interplay between formal and informal factors in this field.

This essay situates Tiqqun's Preliminary Materials for a Theory of the Young-Girl within a long history of leftist art and theory that uses the figure of the girl to respond to, reflect on, and even to attempt to subvert the various subjective crises of late capitalism. At the same time, and reading Tiqqun against the grain, it asks whether the Young-Girl might be of any use for thinking through the new questions about subjectivity and representation that neoliberalism has presented for feminism.     

Municipal Mergers in New Zealand: An Empirical Analysis of the Proposed Amalgamation of Hawke’s Bay Councils

Local government policymakers across the developed world have frequently employed municipal amalgamation to improve the operation of local councils, and New Zealand is no exception. This paper empirically examines claims made in Potential Costs and Savings of Local Government Reform in Hawke’s Bay that the merger of the five local authorities in the Hawke’s Bay Region of New Zealand would generate significant cost-savings. We empirically test for the existence of scale economies in a single merged Hawke’s Bay council and find that no cost-savings can be expected. This removes a key argument for a forced Hawke’s Bay amalgamation.
