The use of either the nose or outer ear as a means of determining the postmortem period of a human corpse.

Presented in this paper are the initial results involving the use of the nose or outer ear as temperature measurement sites to determine the postmortem period of the human corpse. Simple mathematical models for both sites are developed based on cooling curves of five corpses. Analysis of errors between actual and calculated postmortem intervals suggest that in its present form, the described methods would not be suitable for use in accurately determining the time since death of human corpses.     

Dissecting intramural haematoma of the coronary artery with intimal tears.

A dissecting intramural haematoma of the coronary artery is an infrequent cause of sudden and unexpected death. Most cases are women and in a significant number of these women, the haematoma occurred at term to 80 days postpartum. Because the intimal rupture and communication with the lumen were not found in most of the cases, the site of rupture has been considered to be a vasa vasorum. The authors report on a case of one woman who was at a later postpartum period (106 days). The microscopic finding of the dissected coronary artery revealed two intimal tears in a section. The case showed that the dissecting intramural haematoma of the coronary artery is caused not only by the rupture of the vasa vasorum but also by the rupture of the intima.     

Predicting patrol officer performance from a psychological assessment battery: A predictive validity study

The psychological assessment battery is an integral part of the selection process used to select patrol officer applicants. Unlike all other procedures used in the selection process, the psychological assessment has not been adequately validated. The purpose of this study was an attempt to provide validation data for a psychological assessment battery. The battery consisted of the Nelson-Denny, Shipley-Hartford, MMPI, and the Motivational Analysis Test (MAT). Performance measures included various measures of training academy performance and field training performance. A stepwise regression and MANOVA/Discriminant Analysis indicated that the psychological tests did predict performance, although an exact predictive equation could not be developed due to the high intercorrelations between predictor variables. “I Volunteer to Kidnap Ollie North”, is an exercise in following our government's sometimes criminal, often bizarre and always hypocritical actions in the war on drugs during the Reagan-Bush years to their logical conclusion. The Supreme Court has indicated in its June, 1992 decision in U.S. v Machain, that American law enforcement officers can now enter the sovereign territories of other nations to legally abduct violators of U.S. drug laws. Iran immediately proclaimed that they had the same right for violations of Islamic law. What might happen if kidnapping becomes a recognized “tool” of international law enforcement? What prominent Americans might wake up in South American jails with bags over their heads?     

Federal labor protetons and the privatization of public transit

Federal transportation officials assert that labor protections in the Urban Mass Transportation Act inhibit the propensity of local transit agencies to contract with private firms for services. The authors present results from a survey of a large sample of transit managers and econometric analysis to support their conclusion that labor protections do not appear to reduce the incidence of contracting. The labor protections, however, may be costly to transit management in other ways. The authors recommend actions, aside from repeal of labor protections, to increase contracting by local transit agencies.     

THE MPA CAPSTONE EXPERIENCE: FHE ESSENCE OF ANALYSIS IS SURPRISE

A final course, or project is a standard requirement in Master of Public Administration (MPA) programs. This requirement is intended to permit the student to demonstrate advanced ability in the discipline. This article examines one such course at Florida State University. The course included readings, exercises, oral presentations, and a written report. This author assesses the merits and drawbacks of the course as well as notes the unintended consequences that resulted. In concluding the article, the author makes several recommendations for future courses based on the experiences gained in the Florida state model.     

A Formal Theory of the Rule of Law*

Abstract
The author presents a relatively formal theory of the rule of law which includes three basic components: conceptual, institutional and axiological. He then emphasizes the differences between a formal and a substantive theory of the rule of law and highlights the advantages and limits of the former. Finally, the author indicates the importance of this type of theory, namely the values it implies such as predictability, justified reliance, autonomous choice, minimization of disputes and legitimacy.**
