A new political moment is underway. Although there are significant differences in how this is constituted in different places, one manifestation of the new moment is the rise of distinct forms of authoritarian populism. In this opening paper of the JPS Forum series on ‘Authoritarian Populism and the Rural World’, we explore the relationship between these new forms of politics and rural areas around the world. We ask how rural transformations have contributed to deepening regressive national politics, and how rural areas shape and are shaped by these politics. We propose a global agenda for research, debate and action, which we call the Emancipatory Rural Politics Initiative (ERPI, www.iss.nl/erpi). This centres on understanding the contemporary conjuncture, working to confront authoritarian populism through the analysis of and support for alternatives. 相似文献
Dual-credit courses expose high school students to college-level content and provide the opportunity to earn college credits, in part to smooth the transition to college. With the Tennessee Department of Education, we conduct the first randomized controlled trial of the effects of dual-credit math coursework on a range of high school and college outcomes. We find that the dual-credit advanced algebra course alters students’ subsequent high school math course-taking, reducing enrollment in remedial math and boosting enrollment in precalculus and Advanced Placement math courses. We fail to detect an effect of the dual-credit math course on overall rates of college enrollment. However, the course induces some students to choose four-year universities instead of two-year colleges, particularly for those in the middle of the math achievement distribution and those first exposed to the opportunity to take the course in eleventh rather than twelfth grade. We see limited evidence of improvements in early math performance during college. 相似文献
We conduct the first long-term experimental evaluation of a need-based financial aid program, the privately funded Wisconsin Scholars Grant. Over multiple cohorts, the program failed to increase degree completion and graduate school enrollment up to 10 years after matriculation. The program did reduce time-to-degree for some students and modestly increased the number of STEM degrees earned. The lack of robust effects raises important questions about the conditions necessary for financial aid to benefit students. 相似文献
The Olsonian distinction between roving and stationary bandits outlines the rationale behind the transition from anarchy to the emergence of the predatory state. This two-bandit model may, however, be expanded to include more bandit types. In the case of Viking Age England, local English kings were unable to monopolize violence and defend their realms against competing Viking raiders. As the Vikings’ time horizon grew, so did the accumulated value of more formal taxation, and bandit types evolved in four steps. The first step is the Olsonian roving bandit, who executed Viking hit-and-run attacks and plunders during the second half of the tenth century. The second step is the gafol bandit; gafol is payment for leaving, paid to, among others, Swein Forkbeard. The third step is the heregeld bandit; heregeld is a tax to support an army for hire; most notably Thorkell the Tall’s. The fourth step is the Olsonian stationary bandit, i.e. the strongest military leader among the Vikings, Cnut the Great, settled down as the new king. Overall, the Olsonian two-bandit model can be expanded to a four-bandit staircase model, in which the new gafol and heregeld bandit types explain the steps from anarchy and short-run raiding to long-run formal taxation in a predatory state.

AbstractThis article analyses party strategies during the campaign for the Dutch general election of March 2017, making use of issue-yield theory. It investigates whether parties strategically emphasise high-yield issues, by juxtaposing the issue opportunities provided by voters with parties’ issue emphasis during the campaign. More specifically, it asks whether parties strategically emphasised issues that were expected to reward them electorally. Analysing voter preferences and party campaign data, it is found that parties and most of their constituencies show high ideological consistency, that parties emphasise mostly positional issues and thus choose a conflict-mobilising strategy, and that most parties emphasise high-yield issues rather than following the general political agenda. Four small parties that won significantly behaved strategically while the social democrats – who severely lost – hardly did. The findings imply that the issue-yield framework can help to explain the election result in the fragmented Dutch multi-party context. 相似文献
As the emergence of nongovernmental conservation efforts generates conflict among various stakeholders, the causal story that each party articulates regarding conservation and the causes of land degradation reflects their unique interests. This study uses existing literature to evaluate causal stories surrounding a contemporary conservation effort: Montana's American Prairie Reserve. Through qualitative review of web‐based documents and newspaper articles, it generates a preliminary account of key stakeholders' causal stories. The case study suggests that parties who might be disadvantaged by ascribing responsibility for environmental harms in an adversarial fashion may instead elect to articulate causal stories that are more neutral than existing approaches might forecast. The study concludes by suggesting that further development of causal story literature may enable it to better address contemporary conservation efforts. 相似文献
