This article deals with the difficult art of classifying political regimes. Such classifications are important since they lay the ground for a central field of research in political science, namely the causes and consequences of regime changes. The article focuses on Paraguay. which has experienced a process of transition from authoritarian to democratic rule over the past five years. Four criteria of democracy are used to evaluate the state of democracy in this country in early 1994: competitive elections and universal suffrage. broad and autonomous political participation. political freedoms and accountability of elected organs. The investigation of the Paraguayan case highlights the problems involved in using a dichotomous regime variable in empirical research. Paraguay is a democracy when it comes to freedom of speech, but hardly in term of the political situation in the countryside. It also demonstrates that the widely used Schumpeterian definition of democracy is risky in the sense that it may conceal more than it reveals about the regime under study. Finally, the article sheds light on the need for in-depth case studies for the classification of political regimes.  相似文献

Traditional economic theory suggests that competition among officials providing government goods tends to reduce corruption. However, empirical evidence does not yet support this view. In this paper, I show that a corrupt and powerful central authority can use competition among officials to amass resources for itself. While competition reduces corruption at the lower level of government, corruption at the higher level of government is increased. To avoid widespread theft from the central authority, competing officials are monitored more intensively than a monopolist. Hence, even though competition among officials generates more consumer surplus, it may reduce welfare.  相似文献

In this article local governance in the Swedish context is discussed. A case study of a Swedish city is framed in its historical, national and international context. By locating the redevelopment of an old harbour within a historical context, new insights are brought into the understanding of local governance. Cities are indeed nested. Deteriorating public finances, the deregulation of the economy (nationally and globally), the changed status of the welfare state, the restructuring of industry and the neo-liberal wave all taken together form a formidable challenge. A radical questioning of the values, principles and forms of the Swedish welfare state has tangible impacts on local governance. It is concluded that Swedish municipal actors face the dual challenge of acting efficiently (being sensitive to the needs and demands of local elites), while keeping democratic legitimacy (being sensitive to the needs and demands of all citizens).  相似文献

During the last decade, numerous local government reforms influenced by New Public Management (NPM) ideology have taken place throughout Scandinavia. Based on case studies in three Scandinavian municipalities, the article discusses the effects of introducing strategic political management on the role of councillors. We observe a conflict between NPM‐inspired management ideas and a deeply institutionalised, traditional view of councillors as representatives of the citizens, advocating peoples’ interest, defining needs, setting priorities and controlling implementation. Across national and local contexts, councillors find that the reforms challenge their traditional role and have strengthened administrative influence. Historical institutionalism seems to be a fruitful concept to understand resistance towards taking on new role models.  相似文献

According to conventional wisdom in political behavior research, education has a direct causal effect on political participation. However, a number of recent studies have questioned this established view by arguing that education is not a direct cause of political participation but only a proxy for other factors that are not directly related to the educational experience. This paper engages in a current debate regarding the application of matching techniques to assess whether there is a direct causal effect of education on political participation. It uses data from a British cohort study that follows everyone born during 1 week in the UK in 1970. The data includes a rich set of variables measuring factors through childhood and adolescence such as cognitive ability and family socioeconomic status. This data provides the opportunity to match on a number of important variables that are not included in the US datasets used by previous studies in the field. Results show that after matching there are no significant effects of education on political participation.  相似文献

The European Union’s (EU) normative roles in global politics have in recent years been a hotly debated topic. The EU promotes its political values outside of the Union, especially with regard to prospective accession countries and small developing countries. However, a normative foreign policy approach encounters considerable challenges when confronted with major powers, such as China and Russia that do not share the political values promoted by the EU. Attempts at pursuing a normative policy towards these countries often come across as halfhearted. This article discusses EU normative policy towards China. It identifies loss of the moral high ground, conflicting positions of EU members and lack of leverage as the three main factors hampering it. It needs to be recognised that these problems are fundamental and stem from the very nature of the EU itself. The article argues that instead of a halfhearted offensive normative approach towards China or ubiquitous dialogues with partners, the EU may be better off with a more determined policy of defensive normativity. This would entail being more insistent in upholding European values within our own community rather than seeking to export them outside of the Union, and favouring demand-driven cooperation. The choice stands between altering the self-image of the EU to make it better correspond to reality, or making reality live up to the self-image.  相似文献

We showed, in Berggren and Elinder (2012), that tolerance toward homosexuals is negatively and quite robustly related to economic growth. In a comment, Bornhoff and Lee (this issue) question this finding on model-specification grounds. By undertaking three changes, they purport to show that our main result does not hold. In this article, we demonstrate that one of these changes is inconsequential (replacing GDP per capita by its logarithm in controlling for conditional convergence) and argue that two of them are questionable. First, the removal of certain central control variable risks introducing omitted variable bias and inconsistent estimates. Second, regional dummy variables are added on arbitrary grounds. For example, by using regional dummy variables that are just as reasonable as the Baltic dummy used by Bornhoff and Lee, we find that significance for tolerance toward homosexuals reappears in our empirical model. In all, this implies that there are good grounds for considering the negative relationship between tolerance towards homosexuals and growth valid, Bornhoff and Lee??s claims notwithstanding.  相似文献

In several countries it is apparent that individuals with academic gymnasium (upper‐secondary) education show significantly higher levels of political participation than individuals with vocational education. However, previous research on this issue draws exclusively on one‐shot cross‐sectional data. This article utilizes a Swedish panel survey to gauge whether there is a direct causal link between type of education and political participation. Results demonstrate that differences in political participation are already present when students enter different types of education. The analyses show no significant effects of education; instead results support the education‐as‐a‐proxy view: pre‐adult factors predict political participation as well as educational choice.  相似文献

We investigate how tolerance, as measured by attitudes toward different types of neighbors, affects economic growth in a sample of 54 countries. Unlike previous studies, by Richard Florida and others, we find that tolerance toward homosexuals is negatively related to growth. For tolerance toward people of a different race, we do not find robust results, but the sign of the estimated coefficients is positive, suggesting that inclusion of people irrespective of race makes good use of productive capacity. We propose mechanisms to explain these divergent findings, which clarify why different kinds of tolerance may be of different economic importance.  相似文献
