This is an empirical and theoretical examination of high reliability organizations. The empirical referents are the U.S. Navy's nuclear aircraft carriers and the air traffic control system of the U.S. Federal Aviation Administration. Three modes of organizational behavior are observed ranging from routine or bureaucratic to high-tempo to emergency. Each mode has distinctive authority patterns, communications pathways and leadership perspectives.

Since 1984, an interdisciplinary group of scholars at Berkeley has been involved in making observations of and theorizing about “high reliability organizations” (HROs), which operate technical systems that are very beneficial, costly, and hazardous. Major operational errors in these organizations are likely to produce catastrophic consequences; therefore, HROs take on the dual goals of sustaining delivery at maximum capacity and operating in nearly error-free fashion. They are so effective that the probability of serious error is very low.

Other kinds of organizations systematically use trial-and-error learning. HROs, however, have less confidence in this process for conducting hazardous operations, because their next error may be their last trial.

This paper draws on experience with two of the Navy's nuclear aircraft carriers and the Federal Aviation Administration's air-traffic control system. Current theories derive primarily from studies of “failure-tolerant,” trial-and-error operating bureaucracies. Is this literature a sure guide to HROs? Do the phenomena challenge contemporary thinking about complex organizations? “High-reliability” operations reveal a range of theoretical (and operational) surprises. Traditional methods for teaching negotiation have required both instructor and student to be physically present in the same location. With the advent of the Internet and associated technological advances, however, instructors may now transcend geographical barriers and effectively deliver the same content virtually. In this article, we present an exploratory study comparing two masters‐level negotiation courses: one taught using a traditional in‐person method and the other taught online. Results showed no significant difference in knowledge acquisition as quantified by objective measures, including mean grades. In addition, self‐report data indicate that, although students' skill and mastery of negotiation improved in both courses, online students reported that they experienced less interaction and social engagement with their classmates and instructor. Several course development strategies and best practices are discussed.  相似文献

Research Summary Over the past two decades, researchers have been increasingly interested in measuring the risk of offender recidivism as a means of advancing public safety and of directing treatment interventions. In this context, one instrument widely used in assessing offenders is the Level of Service Inventory‐Revised (LSI‐R). Recently, however, the LSI‐R has been criticized for being a male‐specific assessment instrument that is a weak predictor of criminal behavior in females. Through the use of meta‐analytic techniques, we assessed this assertion. A total of 27 effect sizes yielded an average r value of .35 ([confidence interval] CI = .34 to .36) for the relationship of the LSI‐R with recidivism for female offenders (N= 14,737). When available, we also made within‐sample comparisons based on gender. These comparisons produced effect sizes for males and females that were statistically similar. Policy Implications These results are consistent with those generated in previous research on the LSI‐R. They call into question prevailing critiques that the LSI‐R has predictive validity for male but not for female offenders. At this stage, it seems that corrections officials should be advised that the LSI‐R remains an important instrument for assessing all offenders as a prelude to the delivery of treatment services, especially those based on the principles of effective intervention. Critics should be encouraged, however, to construct and validate through research additional gender‐specific instruments that revise, if not rival, the LSI‐R.  相似文献

Based on insights garnered from rational choice theory, Loftin and McDowall hypothesize that there is likely to be a reciprocal relationship, over time, within jurisdictions between police force strength and crime. Contrary to expectations, their ARIMA analyses of the association between total police force employment and the total crime rate for Detriot during the period of 1926 to 1977 produce null findings. As a result, they conclude that rational choice models are too simplistic to explain the relationship between the agency size and crime. It is our contention that this conclusion might be premature. We suggest that a failure to disaggregate total police force employment into its component sectors may be masking substantial reciprocal effects. The present investigation employs ARIMA techniques to model the reciprocal relationship between total, patrol, and detective police employment and total, property, and personal, robbery crimes in Milwaukee for the years 1930 to 1987. Consistent with previous research we report null findings between total police employment and total crime rates. However, the findings also reveal significant reciprocal relationships between the disaggregated measures of police size and crime. The implications of these results for rational choice theory are discussed.  相似文献

A comprehensive validity assessment study was performed on eight commercial urine assays for detection of cocaine use. Sensitivity, specificity, and accuracy of each assay were evaluated by analyzing, in random order and under blind conditions, specimens spiked with known drug concentrations and clinical specimens obtained from human subjects after intravenous cocaine use. Commercial assay results were compared with gas chromatography/mass spectrometry (GC/MS) assay of the same specimens for benzoylecgonine. All of the assays examined were determined to have utility in screening for cocaine use, with the exception of the KDI Quik Test, which was not a reliable test for detection of cocaine use. Major differences in sensitivity, specificity, and confirmation rate by GC/MS were noted among the assays, differences which should be taken into consideration when implementing a urine screening test for cocaine use or interpreting test results involving use of these assays.  相似文献
