Treatments of Aristotle's moral‐political science have largely disregarded the methodological statements that he delivers as he embarks on his “philosophy of human affairs” in book I of the Nicomachean Ethics. A consideration of these statements, however, lends critical support to the view that Aristotle sought to give the sharpest possible expression to ordinary moral‐political opinion. Moreover, apart from revealing the by‐no‐means ordinary reasons that induced Aristotle to do so (and to do so in contrast to Plato), such a consideration sheds light on the source of the vagueness or ambiguity that defines moral‐political opinion as such. Indeed, the methodological statements are perhaps the first entries in the old quarrel of “relevance versus rigor.” And, through them, Aristotle suggests how political scientists today might walk a fine line between “politics,” on one hand, and “science,” on the other, without losing sight of the ultimate tension between them.  相似文献

Preferential Trade Agreements (PTAs) have become the most prevalent form of international trade liberalization in recent decades, even though it remains far from clear what their effects on economies and their key units, firms, are. This paper evaluates the distributional consequences of trade liberalization within industries differentiating two distinct aspects in which trade liberalization could result in higher trade flows: the intensive vs. the extensive margin of trade. In particular, we analyze whether trade liberalization leads to increased trade flows because either firms trade more volume in products they have already traded before (intensive margin) or because they start to trade products they have not traded previously (extensive margin), or both. We test these arguments for the Dominican Republic–Central America–United States Free Trade Agreement (CAFTA-DR) and exporting firms based in Costa Rica for the time-period 2008–2014. The results of our study suggest that the effects of CAFTA-DR depend not only on whether we analyze the extensive versus the intensive margin of trade but also whether the product in question is homogenous or differentiated and whether the exporting firm under analysis is small or large. In particular, we find support for the theoretical expectation that firms exporting heterogeneous products, such as textiles, gain from trade agreements, such as CAFTA-DR, in that they can export more varieties of their products. Yet at the same time, they tend to lose at the intensive margin by a reduction in their trade volume while the opposite pattern occurs for firms exporting homogenous products.  相似文献

From January 1979 to December 2009, the Maoist insurgent Shining Path committed a total of 9,034 violent acts in a concerted attempt to topple the Peruvian government. These acts of violence included bombings, armed assaults, and assassinations. The Shining Path's leader Abimael Guzmán was captured by the Peruvian government on 12 September 1992. Using quarterly data and an interrupted times-series AutoRegressive Integrative Moving Average (ARIMA) study design, we investigated the effect of Abimael Guzmán's capture on the ability of the Shining Path to wage its war against the Peruvian government. Maximum-likelihood results revealed that the frequency of terrorist acts committed by the Shining Path dropped by 143 incidents per quarter a short time after Guzmán was captured. The analysis also evinced a positive relationship between the lethality of attacks and the frequency of the Shining Path's terrorist activity. We conclude that targeted capture shows some promise as an effective counterterrorism strategy, at least for terrorist groups such as the Shining Path that have a top-down type of organizational structure.  相似文献

Collective action has been identified, by governments and nongovernmental organizations, as a mechanism to improve smallholder farmers' bargaining power and access to input and output markets. In many developing countries, supporting collective action has and continues to be an important policy instrument. However, in the collection and marketing of forest products, recognition of and support for producer organizations, is limited. Data, from focus group discussions, key informant interviews, and an analysis of formal producer organizations' functioning and organizational aspects, were used to examine the motives, benefits, challenges, and enabling conditions of collective action in promoting the sustainable production and marketing of shea, frankincense, and honey from dry forests in Burkina Faso, Ethiopia, and Zambia, respectively. Lessons and key recommendations, including those related to policy, are presented on how collective action through formal producer organizations could be assisted to promote responsible forest products collection and marketing practices that benefit small‐scale producers in Africa's dry forests.  相似文献

A recent publication in Psychological Bulletin by McGrath et al. (Psychological Bulletin 136:450–470, 2010) challenged the necessity of response bias indicators in applied psychological assessment on the grounds that there is insufficient empirical support that shows that they are able to moderate the prediction of substantive measures. The current study challenges their conclusions by examining the effects of response bias in a sample of 2,275 disability litigants. We utilized the validity scales of the Minnesota Multiphasic Personality Inventory-2 Restructured Form (MMPI-2-RF; Ben-Porath and Tellegen, 2008) in order to establish a group of litigants who did not exhibit evidence of overreporting and compared them to a group of overreporting litigants. The overreporting group scored significantly higher on every Restructured Clinical Scale. Moreover, we compared the criterion validity between various substantive scales on the MMPI-2-RF and extratest measures [e.g., Beck Depression Inventory-II (Beck, Steer, & Brown, 1996)] and found evidence of significantly attenuated criterion validity in the overreporting group. Implications of the study in light of the review by McGrath and colleagues are discussed.  相似文献

Accurate quantification of DNA samples is an important step in obtaining accurate and reproducible short tandem repeat (STR) profiles. Quantitative real-time-PCR has improved the speed and accuracy of DNA quantification over earlier methods, albeit at significantly greater cost per reaction. Here, the performance of reduced volume (10 microL) DNA quantification assays using the Quantifiler Human DNA Quantification Kit was evaluated using commercial standards and single source biological stains (e.g., venous blood, saliva, and semen). In addition, casework-type samples including those subjected to environmental contaminants containing PCR inhibitors and samples having undergone extensive DNA degradation were also quantified. The concentration of DNA in various forensic samples ranged from 0 to 2.9 ng/microL depending on sample source and/or environmental insult. Compared to full-scale reactions, reduced volume assays displayed equivalent to improved amplification efficiency and sample-to-sample reproducibility (+/-0.01-0.17 C(T FAM)). Furthermore, the use of data from reduced-scale Quantifiler reactions facilitated the accurate determination of the amount of sample DNA extract needed to generate quality STR profiles. The use of 10 microL-scale Quantifiler reaction volumes has the practical benefit of increasing the effective number of reactions per kit by 250%; thereby reducing the cost per assay by 60% while consuming less sample. This is particularly advantageous in cases of consumptive testing.  相似文献

Debates have grown in recent years concerning the realistic utility and application of international human rights law to a local context. Since 2000, the United Nations Security Council has issued eight Women, Peace, and Security resolutions geared toward promoting gender equality measures in conflict prevention during conflict and post-conflict settings. The first of these resolutions, United Nations Security Council Resolution (UNSCR) 1325, has been adopted by a number of UN Member States through National Action Plans (NAPs), which provide a framework and roadmap for integrating gender equality measures at the domestic level. Although NAPs were once considered promising, they have largely been unsuccessful.

By examining the implementation challenges facing other gender equality measures and localization programs that seek more effective implementation of the Women, Peace, and Security Resolutions, the following argues that a bottom-up approach rather than a top-down approach must be considered more seriously by international actors supporting implementation and integration of international human rights law, not only for the obvious reason that it emboldens local agency in the adoption process, but also because it is likely to produce outcomes that are meaningful and sustainable for the communities most affected by these provisions.

As such, continued emphasis on change that emanates from the top down in a given country often ignores the reality that gender equality measures in international human rights law are often perceived by governments and civil society actors as a serious disruption to domestic gender norms. Sole reliance on state institutions to deliver these commitments is flawed because it fails to recognize the necessary dialog and contestation among various stakeholders concerning the role of external norms in a local context.  相似文献
