The human rights literature on child soldiers has long emphasized conflict zones in the Global South, fostering the stereotype of the gun-toting African child while ignoring militarizing practices in the West. Of note, the existing human rights legal framework fails to address the reality of Western youth exposed to military recruiting in their schools. Seeking to address this limitation, we examine some of the primary methods the US military employs to “penetrate” American high schools in search of new recruits. We discuss the apparent targeting by military recruiters of communities with large numbers of low-income students, immigrants, and youth of color. Indeed, in many educational settings, students with limited access to college preparatory programs find themselves ensnared in a “web of militarism” that sharply limits their career options. Drawing on primary source material and military recruiting documents, we demonstrate how US schools are sites for the socialization of youth to a culture of militarism and, ultimately, the production of child soldiers. Thus, we argue that the military presence in US schools be included in the debate over the militarization of youth. We conclude by assessing the discourses and organizing strategies employed by US “counter-recruitment” activists, including some of those who use human rights-based arguments to curb militarism in American schools. 相似文献

While data analysis and the related skills of data management and data visualization are important skills for undergraduates in the field of political science, the process of learning these skills can also be used to develop critical thinking, encourage active and collaborative learning, and to apply knowledge gained in the classroom. Drawing on our experiences using data work in upper-level courses in International Relations and American Politics, we discuss how data work and quantitative analysis can be incorporated into subject-based (i.e., nonmethods specific) courses, and how it can also enhance critical reasoning skills. This article explores how Black African asylum seekers in an eastern German state experienced living conditions and the forms of agency they exhibited to redress the stressful circumstances of everyday life. The article draws on 12 in-depth interviews with rejected Black African asylum seekers and ethnographic research. Participants experienced various socio-environmental stressors and the absence of resources that affected their well-being and were injurious to their human rights. Their responses were embedded in different practices tied to the accumulation of capital that buffered stress and contested repressive asylum laws. I analyze a model of bargaining, war, and endogenous leadership turnover in which (1) leader attributes affect war outcomes and (2) war can insulate settlements from renegotiation. Shifts in bargaining power caused by leadership turnover are endogenous and discontinuous, but sufficiently decisive war outcomes can solve the associated commitment problem. In contrast to other models where the shadow cast by a hawkish successor encourages moderation toward a dovish incumbent, the foreign state attacks instead—despite a dovish incumbent’s known preference for peace—using war to lock in a settlement that would otherwise be lost to future leadership turnover. I discuss the theory’s implications for widening the empirical scope of the commitment problem explanation for war to limited wars over relatively lower stakes and for integrating the politics of leadership turnover with the study of strategic rivalries. 相似文献

This paper focuses on Frances Wright, the first woman to lecture publicly in the U.S. to “promiscuous” audiences, those audiences composed of both sexes united in a public place. Despite her achievement, Wright has been ignored in historical analyses of nineteenth‐century feminist rhetoric, I argue that historians have avoided Wright because she differs radically from those feminists who directly succeed her. As the Other Woman of the women's movement, Wright practiced a rhetoric imbued with the ideals of the Enlightenment and Owenite socialism. She publicly interrogated the cult of domesticity and demanded equal rights for women at a time when gender anxiety was Intense. Wright caused a furor and provided a negative example for later nineteenth‐century feminists, most of whom developed “womanly” strategies of accommodation. I conclude that it is precisely because of her otherness that Wright is important, historically significant because she was marginalized and silenced within the feminist movement. 相似文献

This article examines to what extent transparency is a condition for the creation of public value. Transparency is usually narrowly defined as a tool for external stakeholders to monitor the internal workings of an organization, but public value management positions transparency as a broader instrument for actively engaging stakeholders. We investigate empirically whether transparency is indeed necessary to create public value, distinguishing between transparency about operational capacity, authorizing environment, and value proposition. We find that more transparent public organizations achieved higher public value scores, especially if they disclosed information about the design and dynamics of their authorizing environment. 相似文献

Despite renewed interests in the labeling perspective and the impact of official intervention on individuals’ future outcomes, scant attention has been given to potential conditioning factors for theorized labeling processes. We argue that, when viewed through a symbolic interactionist lens, variations in the nature of primary social groups, through which individuals filter official labels like arrest, may generate patterns for subsequent self-concept and delinquency that are contrary to what labeling theory indicates. To test our rationale, we offer a moderated mediation model in which gang membership is expected to differentially impact the effect of arrest on future delinquency through an intermediary mechanism: self-esteem. We test a gang–nongang dichotomy and then probe further to test whether hypothesized effects are gang specific or occur similarly for nongang youths with highly delinquent peer groups. Analyzed using Rochester Youth Development Study (RYDS) data (N = 961), comparisons between gang members and nonaffiliated youths with similarly highly delinquent peer groups revealed no significant differences in conditional indirect effects of arrest on self-esteem and future delinquency; the two groups were similarly insulated from any negative impact of arrest on self-esteem. For nongang youths with fewer delinquent peers, however, arrest significantly reduced later self-esteem, which in turn increased their future delinquency. 相似文献
