In the debate on intelligence contracting, intelligence officers are grouped into two personnel categories characterized by opposing sets of motivations and interests. Government employees are assumed to be motivated by a higher goal related to national security, while intelligence contractors are said to be motivated primarily by pecuniary interests and loyal first and foremost to their shareholders. Contemporary research on human motivation, however, suggests that the two personnel categories are not all that different in that both appear to be intrinsically motivated and loyal primarily to the mission at hand, namely national security. Moreover, comparative research on public organizations and private corporations suggests that there are more similarities between the two than there are differences. This must lead us to re-examine the recent criticism fielded against the practice of intelligence contracting.  相似文献

Exposure to the extreme stress of warfare may affect soldiers’ perceptions of others and society. Using panel data from two companies on a tour of duty to Afghanistan in 2011, this article analyzes how different dimensions of soldiers’ public service motivation are influenced by deployment to war. As expected, soldiers’ compassion decreased and commitment to the public interest increased, while self‐sacrifice did not change systematically. Deployment to war was expected to affect inexperienced soldiers more than their experienced colleagues, but this hypothesis was only partially satisfied. The key contribution of the article is the use of panel data and the examination of motivational changes. Moreover, studying soldiers’ public service motivation enables us to connect public administration and military sociology and thereby to establish a better understanding of motivation in extreme settings.  相似文献

Working class studies on China commonly use the lens of proletarianization to understand class formation among peasant workers who move into cities to work in China’s manufacturing sector. However, in the decade since the 2008 global financial crisis, proletarianization is an increasingly fading possibility for the Chinese peasantry, as urban labor markets remain saturated. Instead of peasants being transformed into proletariats, new patterns of class formation have emerged, where the interconnections between agrarian and urban remain central to peasant-workers living without dispossession. The Marxist feminist centering of practices and social arrangements of social reproduction, i.e. workforce maintenance, provides a welcome point of departure for redrawing some of our class maps in the shadow of the 2008 global economic crisis. This contribution draws on multi-sited ethnographic research among migrant workers toiling in the petty-commodity workplaces of Kunming, and in the adjacent countryside of Yunnan Province, to document the fluid class formation among families living on labor’s frontier. Through examining different experiences of workforce reproduction for families and migrant laborers as they move in and out of the workforce and household self-provisioning for subsistence, alternative imaginations for the possibilities of subsistence autonomy emerge.  相似文献

Much research has been undertaken to cast light on to the role of interest groups in the European Union and elsewhere. However, only a few researchers have focused their energy on the practical effects of involvement—effects on the legal output of the political process. Thus, we have a good knowledge of interest groups as input factors, and we have a language to asses their weight in terms of input legitimacy. However, we do not understand their actual impact on the substance of legislation: does involvement make laws more efficient? This question seems especially relevant in the European Union as this organisation is often said to be much dependent on the effective and efficient functioning of its rules—its output legitimacy. Abstract

The quality of economic statistics in Africa has been likened to a statistical tragedy. Currently many statistical systems in Africa are being updated. This report from the statistical offices in Nigeria, Liberia and Zimbabwe documents that base year, data and methods used to generate GDP estimates currently date from 1990, 1992 and 1994. There is a growing need for macroeconomic statistics, but a rebasing of GDP estimates is costly and time consuming. The work to update economic statistics in Nigeria and Zimbabwe is still ongoing, while efforts to generate an authoritative estimate of the Liberian economy have proved unsuccessful.  相似文献

The claim that perceived organizational red tape hampers public services has become a central theme in public administration research. Surprisingly, however, few scholars have empirically examined the impact of perceived red tape on organizational performance. This article empirically analyzes how perceived organizational red tape among managers and frontline staff relates to objectively measured performance. The data consist of survey responses from teachers and principals at Danish upper secondary schools combined with grade‐level administrative performance data. Based on theories of red tape and motivation crowding, the authors hypothesize that perceived organizational red tape reduces performance within such organizations. The empirical result is a small negative relationship between staff perception of red tape and performance and no relationship between manager‐perceived red tape and performance.  相似文献

ABSTRACT

This contribution explores the role of the state in the contemporary food regime in light of critical theories of neoliberalisation. Heeding recent calls for downscaling food regime analysis, I suggest a Gramscian reinterpretation of recent right-to-food legislation in India on the backdrop of longer histories of capital, power and nature. I argue for seeing the recent right-to-food case in India as partaking in a longstanding hegemonic process of neoliberalising the country’s agro-food system, where hegemony is negotiated through unstable equilibria facilitating renewed capital accumulation for dominant classes.  相似文献

How frontline employees cope with perceived work pressure may be of direct influence on policy outcomes. This study contributes to the street‐level bureaucracy literature in several ways. First, we study both passive client‐oriented and active system‐oriented coping. Second, we analyse how these coping behaviours relate to work pressure and work autonomy. Finally, this article analyses whether these relationships are conditioned by the performance regime. Using a unique set‐up of hospital employees (n = 979) working in external and internal performance regimes, we find a higher level of system‐oriented active coping than client‐oriented passive coping. Moreover, we find that autonomy matters for system‐oriented coping and work pressure for client‐oriented coping, and that these relationships are context‐dependent.  相似文献
