The Expected Impact of State Immigration Legislation on Labor Market Outcomes

In response to the dramatic rise in the number of unauthorized immigrants to the United States, every state has passed some form of immigration legislation. These laws appear to be predicated on a belief that unauthorized immigrants impose greater costs than benefits to state and local communities, including the labor market. The purpose of this paper is to examine some evidence on what workers should expect if the immigration legislation is successful in eliminating undocumented workers from states' labor markets. © 2012 by the Association for Public Policy Analysis and Management.     

State borders as defining lines of justice: why the right to exclude cannot be justified

This paper seeks to answer the question of what we, according to justice, owe to immigrants. The answer to this normative question is extracted by providing an analysis of Michael Blake’s jurisdictional theory presented in Immigration, Jurisdiction, and Exclusion and elaborated upon in other articles in which he argues for states’ right to exclude immigrants based on states’ jurisdictional nature. I regard this theory as unjustified since it rests on a weak basis, which is further problematised by weighing the moral claims of residents above those of immigrants. In this way, my criticism serves to provide argumentative support in a negative manner for weighing the moral claims of immigrants on an equal footing with those of residents.     

Applied Grand Strategy: Making Tough Choices in an Era of Limits and Constraint

This article hopes to contribute to the strategic content of U.S. foreign policy by offering a definition of grand strategy and case for reorienting U.S. policy around it. Rather than advocate a specific grand strategy—a matter still open for debate—the analysis concludes with a set of attributes to assess whether a proposed grand strategy constitutes a “good” grand strategy. It concludes by introducing the concept of an applied grand strategy approach, which may help to identify and assess the strategic implications of foreign policy choices.     

Utilizing a magnetic locator to search for buried firearms and miscellaneous weapons at a controlled research site

Forensic personnel generally use basic all-metal detectors for weapon searches because of their ease of use and cost efficiency. For ferromagnetic targets, an alternative easy to use and low-cost geophysical tool is a magnetic locator. The following study was designed to demonstrate the effectiveness of a common, commercially available magnetic locator in forensic weapon searches by determining the maximum depth of detection for 32 metallic forensic targets and testing the effects of metallic composition on detection. Maximum depth of detection was determined for 16 decommissioned street-level firearms, six pieces of assorted scrap metals, and 10 blunt or bladed weapons by burying each target at 5-cm intervals until the weapons were no longer detected. As expected, only ferromagnetic items were detected; weapons containing both ferromagnetic and nonferromagnetic components were generally detected to shallower depths. Overall, the magnetic locator can be a useful addition to weapon searches involving buried ferromagnetic weapons.     

License plate reader (LPR) police patrols in crime hot spots: an experimental evaluation in two adjacent jurisdictions

Objectives  

This randomized controlled experiment tests whether license plate readers (LPR) deter crime generally, and automobile crime more specifically in crime hot spots. The limited intervention tested here reflects one current likely use of LPR at the time of this publication.
