Has the Voting Rights Act (VRA) provision requiring local boundarychanges to be precleared by federal officials to ensure minorityvoting strength been excessive national intervention, or haslocal political determination been retained? This question isexamined in Houston, Texas, where the VRA was the catalyst forthe reorganization of Houston's city council in 1979. At firstglance, the Houston case seems to suggest overt federal intervention.On closer examination, however, we found that council changewas born out of compromises among contending local groups. Federalofficials were active participants in the processes of change,but acted as rules interpreters and referees rather than asdirectors of change. Moreover, the application of the VRA inHouston did not result in less local autonomy; instead, it servedto increase the representation of minorities on the council,thus laying the foundation for a more pluralistic local system.  相似文献

In this paper we examine the processes and participants in urban regeneration with a view to identifying the nature of collaborative decision making in a particular policy arena. Recognizing that the environment in which public managers operate is a complex nexus of agency, structure, environment, and feedback processes, we apply a complex adaptive systems (CAS) framework comprised of agents, rules, outcomes, decision factors, and processes within the public policy arena—in this case urban regeneration in Ireland—in order to explore collaborative decision making in the public domain. The CAS framework draws particular attention to self-organizing features of the system under study and to the emergence of agents, order (“rules”), and outcomes. Using this framework, we found that three of the six urban regeneration projects (“systems”) in our study featured the emergence of project specific agents as important facilitators of collaborative decision making and as key contributors to the expansion of system scope.  相似文献

The authors present a methodological review of empirical program evaluation research in the area of intimate partner violence prevention. The authors adapted and utilized criterion-based rating forms to standardize the evaluation of the methodological strengths and weaknesses of each study. The findings indicate that the limited amount of empirical research related to intimate partner violence prevention demonstrates some consistent methodological strengths and limitations. The authors conclude with a presentation of recommendations for further research in the area of intimate partner violence prevention.  相似文献
