‘You May Kiss the Bride,But You May Not Open Your Mouth When You Do So’: Policies Concerning Sex,Marriage and Relationships in English Forensic Psychiatric Facilities

In 1996, the Royal College of Psychiatrists recommended that all psychiatric facilities in the UK develop policies concerning sexuality and sexual expression for persons contained in those facilities. This paper analyses the prevalence and content of such policies in English forensic psychiatric facilities. While the College recommends an individualised approach to sexual and emotional relationships, most hospitals in fact either prohibit or actively discourage such expression as a matter of policy. The paper considers the advantages and disadvantages of that approach. The paper also considers the legal issues surrounding these policies, and in particular the legal authority for governing the sexual and emotional expression of hospital residents and the relevant human rights implications.

The decolonization period in Mauritius (1947–1968) gave rise to intense debates around the project of a Mauritian nation, named “Mauritianism”. This paper aims to analyse the reasons why Mauritianism remained an ambiguous concept. This “strategic Mauritianism” was framed within the consociational negociations held during that period, between the former dominant minority of the Franco-Mauritians, who championed an assimilationist form of nation, and the emerging dominant majority, the Hindus, who favoured an ethnicized “revivalist” conception of the nation.     

Exporting,Technical Efficiency and Product Quality: An Empirical Analysis of the Agricultural Sector in the Mediterranean Countries

This paper investigates the association between exporting and agricultural performance in terms of production efficiency and product quality. We test for the learning-by-exporting and self selection effects in a panel of advanced and developing Mediterranean countries involved in global market liberalisation. Product quality measures are inferred from trade data using a discrete choice demand model, and technical efficiency scores are appraised using a stochastic production frontier approach. Based on joint estimation of the performance equations and a dynamic export probit decision, the empirical results lend strong support to the self-selection hypothesis. Exporting appears to help quality upgrading that encourages more efficient use of resources.     

The Spatial Distribution of Postblast RDX Residue: Forensic Implications

Locating exactly where trace explosive residue samples should be sought during sample collection at bomb scenes is not specified in the published literature or guidelines; in this area, it is generally acknowledged that forensic practices are based on tradition rather than evidence. This study investigated patterns in the spatial distribution of postblast 1,3,5‐trinitro‐1,3,5‐triazocyclohexane residue from a series of unconfined detonations, over a range of sampling sites, and at two different detonation heights. The amount of residue recovered from the sites decreased as a function of distance from the center of the explosion. [Correction added after online publication 27 December 2012: In the preceding sentence, “increased” was corrected to “decreased” to agree with the conclusion of the article.] As the height of the detonations increased, more residues were found from all sampling sites. The findings of this empirical study have a number of important practical implications including determining where residue samples are best sought at crime scenes.     

MOVING INTO THE NEW AID APPROACH,DILEMMAS FOR NGOs: THE BELGIAN CASE

Under the new aid approach, nongovernmental development organizations (NGOs) are expected to move from “delivery” (service delivery projects) to “leverage” (lobbying and advocacy). In line with this international tendency, the Belgian government has signed a pact with the NGO sector in which a move away from delivery and toward leverage is being proposed. Given that Belgian NGOs are heavily dependent on government funding and strongly oriented toward the “delivery” model, this pact implies that a number of NGOs will have to undergo organizational changes. This article shows that there is a major cleavage in the NGO landscape in Belgium. Some organizations clearly favor the leverage, whereas others prefer the delivery roles. Those that are more dependent on government funding tend to incline toward the leverage orientation. The attitudinal orientation toward the leverage model however does not imply that organizations are effectively willing and able to change. A number of identity and legitimacy concerns are perceived by NGOs to be important sources of organizational inertia. Copyright © 2011 John Wiley & Sons, Ltd.     

Emotional Deviants and the Politics of Love: ‘spiritual friendships’ in late nineteenth-century Christchurch

William Smith, also known as ‘the man with two wives’, and Mary Colborne-Veel's ‘spiritual friendships’ are part of a significant window into the emotional politics of late nineteenth-century New Zealand. This research explores the relationship between the apparently ‘deviant’ emotions expressed by respectable middle-class political reformers like Smith and his second wife Kate Sheppard, and the political nation-state which they sought to reform. It is the contention of this article that emotional ‘deviancy’ was a reflection of the wider contemporary political situation which saw the nation in flux; the early women's movement politicised love and affection, while the fractured nation that that movement unsettled enabled emotional deviance the privilege of social sanctioning.
