In 2005 the government of India established Janani Suraksha Yojana (JSY), a conditional cash transfer programme to increase deliveries in health facilities. We re-examine an influential study published in 2010 on the effect of JSY on reproductive health coverage indicators and perinatal and neonatal mortality. We find the original authors’ results to be replicable and robust to various changes in model specifications and analysis. Through the use of multilevel models, we find meaningful heterogeneity across states and districts in the effects of JSY on the probabilities of in-facility delivery and skilled birth attendance, and neonatal mortality rates.  相似文献

Development implies goals and the positing of goals requires values. Economists have generally agreed that the increase of wealth (or perhaps welfare) is the proper object of economic development. Political scientists, probably happily, have no similar agreement in regard to the appropriate goal for political development. Moreover, it is doubtful that the various aspects of political change are located along a single continuum. This is an empirical question but investigation ought to begin at least with provision for an n‐dimensional space. Finally, political scientists should concentrate on political change that has too often been neglected in favour of economic and purely social change.  相似文献

Beyond the evidence provided by randomized controlled trials, there is a need for supplementing and contextualizing efficacy findings through early evidence. This may include evidence of program costs, quality implementation processes, and impact of programs on different groups. This article considers the Quality and Impact of Component Evidence Assessment and other exemplary efforts for translating early evidence for policy making within a common framework. This framework includes processes for strategic review, development of guiding standards on the quality of evidence, and active communication with policy makers.  相似文献

This article discusses the under-researched topic of Austro-Hungarian foreign policy towards Albania during the First World War. It argues firstly that Albania's location was geo-strategically vital to both Austria-Hungary and Italy, and that only co-operation helped keep Albania's neutrality intact and generally protected the country against its hostile neighbours. The analysis then outlines that when the Austro–Italian alliance broke down in 1915, Austria-Hungary attempted to secure Albania's neutrality as a means of exercising indirect control over the country. Finally, once Central Power troops conquered most of Albania, the highest civil-military echelon in Vienna suffered serious strains as the Foreign Ministry attempted to retain Albanian independence and neutrality whilst the army desired its annexation. The Albanian neutrality case study is a prime example of a state unable to ensure or even influence its own neutrality by force, diplomacy, or the trade of vital resources, and whose geo-political position made control of the region vital. Drawing upon Hungarian and German-language sources, this article addresses a striking omission in First World War Balkan historiography, discusses a forgotten neutrality example, and provides insights into Austro-Hungarian policymaking towards this vital Adriatic territory.  相似文献

Teach For America (TFA) selects and places graduates from the most competitive colleges as teachers in the lowest‐performing schools in the country. This paper is the first study that examines TFA effects in high school. We use rich longitudinal data from North Carolina and estimate TFA effects through cross‐subject student and school fixed effects models. We find that TFA teachers tend to have a positive effect on high school student test scores relative to non‐TFA teachers, including those who are certified in field. Such effects offset or exceed the impact of additional years of experience and are particularly strong in science. © 2011 by the Association for Public Policy Analysis and Management.  相似文献

The ability of nations to innovate technologically plays an important causal role in both security studies and international political economy. Explanations for national differences in technological capabilities, however, have had little place in international relations theory. This gap is partly the result of assumptions made by scholars that the rate and direction of technological change are determined by a state's domestic institutions and policies. This article will bring together recent findings about the political economy of technological innovation in order to show that much of this conventional wisdom is incorrect. Instead, it will be shown that, due to the distributive nature of technological change, different combinations of domestic tensions and external security concerns motivate elites to pursue or eschew a technologically competitive economy. Institutions are not causal, they are merely instrumental. Recent findings in the economic development literature therefore have important implications for security studies.  相似文献

Mass retirements from the public service and non‐renewal of roughly half the workforce create challenges both for the intergenerational transfer of knowledge and knowledge management more generally. This article reviews the literature on organizational learning, learning organizations and intelligent organizations, concluding that these concepts are not well linked together. It reports on findings from interviews with 50 executives from the Quebec public service, which create a portrait of knowledge management and transfer practices and how they could be improved. The article then develops a model of organizational maturity in five phases, based on these findings, linking the concepts of organizational learning, learning organizations and intelligent organizations.  相似文献
