Defending the 'postwar petroleum order': The US, Britain and the 1954 Saudi-Onassis Tanker deal

During the early Cold War, Britain and the US fashioned a set of arrangements described collectively in this article as the 'postwar petroleum order', which appropriated Persian Gulf oil to fuel European reconstruction and defence. When Saudi Arabia organized a state oil-tanker company with Aristotle Onassis in 1954, it challenged the terms of those arrangements. The affair provides a case study in contrasting British and American approaches towards oil diplomacy and Arab nationalism. Whereas London crusaded for an Anglo-American campaign to abolish the Saudi-Onassis company, Washington wanted the Arabian-American Oil Company to accomplish the same objective by providing financial incentives to King Sa'ud's government.     

Objectives, Characteristics and Outcomes of University Licensing: A Survey of Major U.S. Universities

This paper describes results of our survey of licensing at 62 research universities. We consider ownership, income splits, stage of development, marketing, license policies and characteristics, goals of licensing and the role of the inventor in licensing. Based on these results we analyze the relationship between licensing outcomes and both the objectives of the TTO and the characteristics of the technologies. Patent applications grow one-to-one with disclosures, while sponsored research grows similarly with licenses executed. Royalties are typically larger the higher the quality of the faculty and the higher the fraction of licenses that are executed at latter stages of development. Sponsored research is more likely to be included in a license if the new technology is at an early stage of development or if the TTO evaluates it as important. We find that additional disclosures generate smaller percentage increases in licenses, and those increases in licenses generate smaller percentage increases in royalties.     

First Amendment potluck

This essay argues that the marketplace‐of‐ideas metaphor for law is inadequate to deal with contemporary problems in free expression because many of the entailments of the metaphor are destructive of communication and community. After a review of how metaphors work in the world and the law, the essay reviews the history of the marketplace metaphor, critiques the metaphor and its entailments, and makes a case for a potluck supper metaphor that would be more helpful in resolving contemporary conflicts over freedom of expression.     

DAGGERS,RIFLES AND DYNAMITE: ANARCHIST TERRORISM IN NINETEENTH CENTURY EUROPE

Initially the anarchists did not call for terrorism, but by the 1880s, it erupted as the result of harsh socio-economic conditions in Europe and America, regional and national traditions of social warfare and justified regicide, government repression of more peaceful and organized forms of protest and labor activity, the spellbinding examples of the Paris Commune and the assassination of Tsar Alexander II, the invention of dynamite and anarchist incitement to ‘propaganda by the deed’. These ignited chain reactions of social protest, repression and revenge. While the number of assassinated heads of state and government, and of monarchs of major countries was unprecedented, the anarchists, outside of Spain, killed relatively few people. Nonetheless, the anarchists’ desire for dramatic signs of vindication, the authorities’ and the public's fears of a vast anarchist conspiracy and the media's hunger for sensational news combined to create the mirage of a powerful terrorist movement sweeping through nations and across the world.
