Despite the proliferation of research on public service motivation (PSM), fundamental questions about its origins continue to evade scholars: Is PSM driven by genetics, socialized through experiences, or both? If PSM is socialized, when does socialization occur? Answering these questions is critical for reconciling the state versus trait debate, and for assessing the validity of practical implications prescribed by PSM studies. Utilizing “nature's own experiment,” we adopt a classical twin design with 1035 twin pairs to identify how genetic heritability, a common environment, or unique environment and experiences can explain variation in PSM. Results show that PSM is heavily influenced by individuals' unique environments and experiences; not by genetics. This lends strong evidence to PSM's uniqueness as a motivational construct as related “other-regarding” concepts show sizeable genetic components. Finally, our results corroborate that PSM is a human resource with dynamic properties organizations can cultivate to enhance productivity in public service workforces.  相似文献

Whereas policy change is often characterized as a gradual and incremental process, effective crisis response necessitates that organizations adapt to evolving problems in near real time. Nowhere is this dynamic more evident than in the case of COVID-19, which forced subnational governments to constantly adjust and recalibrate public health and disease mitigation measures in the face of changing patterns of viral transmission and the emergence of new information. This study assesses (a) the extent to which subnational policies changed over the course of the pandemic; (b) whether these changes are emblematic of policy learning; and (c) the drivers of these changes, namely changing political and public health conditions. Using a novel dataset analyzing each policy's content, including its timing of enactment, substantive focus, stringency, and similar variables, results indicate the pandemic response varied significantly across states. The states examined were responsive to both changing public health and political conditions. This study identifies patterns of preemptive policy learning, which denotes learning in anticipation of an emerging hazard. In doing so, the study provides important insights into the dynamics of policy learning and change during disaster.  相似文献

Through a field experiment and audit study, we test how the electoral calendar affects the use of local economic development policies. We explore how electoral timing along with local political institutions and party composition affect local governments’ offers of investment incentives to outside firms. We legally incorporated a consultancy and, on behalf of a real investor in manufacturing, approached roughly 3,000 U.S. municipalities with inquiries. The main experimental results show no greater tendency to offer incentives for investment anticipated prior to than after elections—a null result that is estimated with high precision. Limiting the sample to municipalities that specialize in manufacturing, the relevant subgroup, suggests that election timing matters in this most likely set of locales. Some observational findings include additional evidence on how direct elections of executives and partisanship correlate with incentive offers.  相似文献

There is growing consensus among Israelis and Palestinians that the paradigm of pursuing a two-state solution through bilateral talks has reached a dead end. Yet the widely discussed alternatives to this supposedly expired model have not posed a credible challenge to it. Instead they have been confined largely to academic discussions among activists who enjoy little support in their societies; the proposals are more a reflection of widespread desperation than a serious movement to bring change. In the absence of a negotiated settlement to the conflict, one possibility, though currently remote, is that Israel and a future Palestinian state will establish a long-term truce that settles some disputes, such as over territory, while leaving other issues unresolved.  相似文献

Chinese analysts view the US military not only as a model for emulation but also as a serious threat given its strengths in high tech weapons and equipment, power projection, and unparalleled ability to conduct information-intensive joint combat operations. Yet they also see many of the capabilities the US military relies upon to execute these operations – most notably forward bases, space capabilities, and computer networks and information technology systems – as potentially vulnerable to disruption. Accordingly, China has developed capabilities designed to deter or counter US military intervention in areas close to China. This poses two interrelated challenges for the United States: maintaining its military advantage in an era of rapid technological change and preserving deterrence against growing Chinese ambitions in Asia.  相似文献

Because of the absence of evidence to show for its utility, the notion of ‘development’ has been fraught with many debates over the years. This paper is concerned with re-examining the future of development studies, based on its past and present trajectories. The argument here is that development may be useful if its norms and practices become context-specific and are made to benefit its purported beneficiaries. The chronology spans the period after World War II to the present day, and thus covers theories that envision alternatives. While this chronology is overlapping, we hope to show that development studies has been marked by both continuities and discontinuities.  相似文献

During the early Cold War, Britain and the US fashioned a set of arrangements described collectively in this article as the ‘postwar petroleum order’, which appropriated Persian Gulf oil to fuel European reconstruction and defence. When Saudi Arabia organized a state oil‐tanker company with Aristotle Onassis in 1954, it challenged the terms of those arrangements. The affair provides a case study in contrasting British and American approaches towards oil diplomacy and Arab nationalism. Whereas London crusaded for an Anglo‐American campaign to abolish the Saudi‐Onassis company, Washington wanted the Arabian‐American Oil Company to accomplish the same objective by providing financial incentives to King Sa'ud's government.  相似文献
