This article discusses the changing influences on migration that destination states of migrant workers are exerting through bilateral labor agreements. As neoliberal trade policies have become more common across the Asia‐Pacific, labor agreements have proliferated as well. Both bilateral and regional free trade agreements are now in place or under negotiation across the region. Likewise, states are engaging in labor relations liberalization through bilateral agreements, particularly those concluded between states with labor surpluses and others with labor shortfalls. Within these bilateral frameworks, new targeted migrant schemes have been introduced to expedite the process of getting workers to where they are needed. Workers' welfare has also been a hallmark of such agreements. This article will analyze several cases of agreements between the Philippines and migrant worker destination states in an attempt to find a model for bilateral labor agreements. The model could then be used to entice destination states hitherto reluctant to forge bilateral labor agreements into engagement with the Philippines on the issue. This research fills a void in the literature in regard to the structure and content of completed bilateral labor agreements between states. Although case studies from the Philippines will be used, it is expected that analysis and conclusions drawn will have wide regional applicability.  相似文献

After Al Qaeda's destruction of the World Trade Center on 11 September 2001, many democracies reacted to the event, and to international terrorism in general, by passing laws restricting civil liberties and political rights, raising questions about the balance between security and liberty. Such laws have produced alarms among civil libertarians, worldwide. Are the alarms justified? In this article we analyze the relationship between the yearly number of international terrorist attacks in 24 countries from 1968–2003 and (a) measures of civil liberties and political rights as provided by Freedom House, and (b) levels of democracy as measured in the Polity IV scales. We take the number of international terrorist events, by country, from data provided by the Memorial Institute of the Prevention of Terrorism (MIPT) http://www.tkb.org/Home.jsp. Our analysis indicates that there is, generally, no relationship between the number of international terrorist events and the levels of civil rights, political rights, or democracy as measured by the Freedom House and Polity IV indicators. When there is a statistically significant relationship, it is negative, opposite to what is predicted by the tradeoff hypothesis.  相似文献

This paper investigates whether five English political parties are differentiating themselves based on the brand personality they are communicating through their websites. The relative brand positions of five English political parties are analyzed using Aaker's brand personality scale. The text from each party website is analyzed using content analysis and a dictionary-based tool. The results are plotted in relation to one another on a correspondence analysis map. We find that the two main dimensions on which parties’ brand personalities differ relate to the trade-offs between communicating competence and communicating sincerity and between communicating sophistication and communicating ruggedness. We find that parties’ brand personalities are distinctive, with the exception of the Green Party, and that the position of one party, the United Kingdom Independence Party, is particularly distinctive. Our research uses Aaker's existing framework for thinking about brand personalities, rather than creating a new framework for politics. By using an existing framework, we are able to use tools developed in other disciplines and show their usefulness for the study of political marketing.  相似文献

During the last few decades, criminologists have identified several adult roles and statuses, including employment, positive family relations, and economic stability, as critical for promoting successful reintegration and desistance. Very few researchers, however, have investigated the conditions that serve to bring about these transitions and successes crucial for behavior change. As a complement to a burgeoning amount of literature on the impact of incarceration on health, we emphasize the reverse: Health has important implications for reentry outcomes and reincarceration. Informed by multiple disciplines, we advance a health‐based model of desistance in which both mental and physical dimensions of health affect life chances in the employment and family realms and ultimately recidivism. Investigating this issue with longitudinal data from the Serious and Violent Offender Reentry Initiative (SVORI) and structural equation models, we find overall support for the health‐based model of desistance. Our results indicate several significant pathways through which both manifestations of health influence employment, family conflict, financial problems, and crime and reincarceration. The findings highlight the need for implementation of correctional and transitional policies to improve health among the incarcerated and avert health‐related reentry failures.  相似文献

I address the functioning of the U.S. governing system by analyzing distributional outcomes from 1947 to 2000. The key question is whether public policy influences distributional outcomes. The macropolitics model and power resource theory suggest that left policies should equalize the distribution of income. I utilize single equation error correction models to assess the impact of policy on income inequality through two mechanisms—market conditioning and redistribution. Since nearly every government action influences markets in some way, I examine policy in the aggregate rather than focusing only on policies explicitly designed to redistribute income. The analysis indicates that policy influences inequality through both mechanisms, with left policy producing more equality. The results are consistent with power resource theory and strongly support the macropolitics model. Furthermore, I find that market conditioning is as important as, and works in tandem with, explicit redistribution.  相似文献
