培育产业集群 壮大龙头企业——胶州市农业产业化龙头企业发展的实践及启示

农业产业化是发展现代农业的根本途径．是推进新农村建设的重要内容。农业产业化在较大程度上要求依靠农业龙头企业的示范和带动。山东省胶州市在农业产业化龙头企业发展上,大胆尝试,积极探索,其做法和经验为我们提供了有益的启示。     

高等职业院校教师科研评价体系研究——以辽宁省为例

文章主要通过访谈法、观察法、文献阅读法等研究方法,分析了高等职业院校科研评价体系的内涵,并且通过对辽宁省部分高等职业院校的科研评价体系进行调研与比较研究,得出辽宁省高职院校教师科研评价体系存在的问题,并提出了进一步完善高职院校教师科研评价体系的建议。     

National Association of Medical Examiners position paper on the medical examiner release of organs and tissues for transplantation

The medical examiner community plays a key role in the organ and tissue procurement process for transplantation. Since many, if not most, potential organ or tissue donors fall under medicolegal jurisdiction, the medical examiner bears responsibility to authorize or deny the procurement of organs or tissues on a case-by-case basis. This responsibility engenders a basic dichotomy for the medical examiner's decision-making process. In cases falling under his/her jurisdiction, the medical examiner must balance the medicolegal responsibility centered on the decedent with the societal responsibility to respect the wishes of the decedent and/or next of kin to help living patients. Much has been written on this complex issue in both the forensic pathology and the transplantation literature. Several studies and surveys of medical examiner practices, as well as suggested protocols for handling certain types of cases, are available for reference when concerns arise that procurement may potentially hinder medicolegal death investigation. It is the position of the National Association of Medical Examiners (NAME) that the procurement of organs and/or tissues for transplantation can be accomplished in virtually all cases, without detriment to evidence collection, postmortem examination, determination of cause and manner of death, or the conducting of criminal or civil legal proceedings. The purpose of this position paper is to review the available data, the arguments for and against medical examiner release, and to encourage the release of organs and tissues in all but the rarest of circumstances.

联合国安理会改革面面观

2004年12月2日,“威胁、挑战和改革问题高级别小组”向安南提交了一份题为《一个更安全的世界:我们的共同责任》的联合国改革建议报告(简称“名人小组报告”),其中就安理会改革推出A、B两套方案。“名人小组报告”的出台标志着联合国新一轮改革正式启动。2005年3月21日,在基本认可该报告的基础上,安南向联大提交了《大自由:实现人人共享的发展、安全和人权》报告(简称“安南报告”)。报告最引人注意的是安南为安理会改革设置了时间表,强烈敦促各国在2005年9月联合国首脑会议之前就这一关键问题做出决定。日本、德国、印度、巴西“四国集团…

新体制下高职院校投入制度改革研究

建立科学而完备的教育投入制度是我国当前十分重要的改革任务,应该提高到中华民族兴衰和发展的高度来认识。我国教育体制改革提出“按照新的管理体制和运行机制办学”的基本原则,国家对高等职业教育给予了积极的支持和高度的关注,但要切实解决好高职教育投入的制度、路径与方式等问题,建立可行、稳定而有效的经费投入体系仍然是一个既重大又迫切,并且是短时间内难以解决的问题。     

政法类高职院校办学自主权现实化研究

我国法学教育的现状,难以培养出符合社会需求的法律职业共同体.政法类高职院校应充分落实办学自主权,积极争取,把握机遇,以自身为主体整合法学教育资源成立省级政法学院,使法学教育、法律职业培训和终身化的法律继续教育相互衔接、统一的教育培训制度得以落实.     

Preventing suicide in prisons, part I. Recommendations from the International Association for Suicide Prevention Task Force on Suicide in Prisons

In 2000 the Department of Mental Health of the World Health Organization (WHO) published a guide named Preventing Suicide. A Resource for Prison Officers as part of the WHO worldwide initiative for the prevention of suicide. In 2007 there are new epidemiological data on prison suicide, a more detailed discussion of risk factors accounting for the generally higher rate of suicide in correctional settings in comparison to the general population, and several strategies for developing screening instruments. As a first step, this paper presents an update of the WHO guide by the Task Force on Suicide in Prisons, created by the International Association for Suicide Prevention. A second paper, by the same Task Force, will present some international comparisons of suicide prevention services in correctional facilities.
