On the Design of Equalizing Grants

This article considers the design of grants to offset fiscaldisparities. We define a fiscal disparity as a condition inwhich towns must levy a different tax rate in order to providethe same level of public services. We consider ways of measuringdisparities, as well as ways of allocating grants to alleviatedisparities. In order to focus the presentation, we concentrateon lump-sum grants for unrestricted use from a state governmentto general purpose local governments within that state. We concludeby presenting an example of a grants formula for the state ofNew Jersey which meets our specifications.     

Extension of the color suite available for chemical enhancement of fingerprints in blood

The use of ortho- and para-phenylenediamine (OPD & PPD respectively) for the enhancement of fingerprints in blood has been investigated. Optimal pH conditions and H2O2 concentrations have been determined using UV/Vis spectroscopy. Both OPD and PPD are effective and less hazardous alternatives to the presently used 3,3'-diaminobenzidine (DAB) for the development of blood fingerprints, especially on porous surfaces. The orange color of OPD and the purple color of PPD offer alternative colors to the brown color of DAB and the light green color of ABTS for standing out against particular backgrounds. Both OPD and PPD can be used after ninhydrin treatment, but the reverse is not the case.     

Detection of ketosis in vitreous at autopsy after embalming

Ketosis occurs in ketoacidosis or malnourishment. When either is suspected in relation to a death, it may be important to analyze for ketosis at autopsy. We encountered a case where starvation was suspected in a deceased nursing home resident, where the body had been embalmed prior to autopsy. Gas chromatography (GC) was unable to separate acetone from formaldehyde, a component of embalming fluid. The Acetest is a simple test that can detect acetone and acetoacetate in body fluids. We validated the Acetest with GC on vitreous. The Acetest and GC were consistent except at very low levels of acetone or acetoacetate. The sensitivity of the Acetest for acetoacetate in vitreous was 10 mg/dL, consistent with early starvation. Significant interference from embalming fluid did not occur. The Acetest was negative in the described case. The Acetest is a simple and useful test for the detection of ketosis in embalmed autopsies.     

The Rise and Fall of Power Line EMFs: The Anatomy of a Magnetic Controversy

The suggestion that power line electromagnetic fields (EMFs) cause diseases like cancer has generated dozens of popular articles and television news segments, hundreds of scientific studies, and numerous consensus reports; it has attracted the attention of epidemiologists, biologists, physicists, policymakers and lawyers. This article will examine the evolution of this controversy through a detailed analysis of the arguments that have been used for and against the hypothesis that power line EMFs have adverse health effects. This article argues that the power line EMF issue provides a classic case study for exploring the challenges citizens, scientists, and policymakers face in sorting out a complex science‐based controversy. This story not only brings together many different perspectives and—from popular notions of cancer clusters to complex epidemiological arguments, from to state‐of‐the‐art animal studies to policy instruments such as the precautionary principle—but also reveals the manner in which a heated controversy can be effectively resolved over time.     

Playing with Fire: The Civil Liberties Implications of September 11th

The aftermath of September 11th has seen a worrisome rise in invasive surveillance measures. Both adopted by statute and initiated by agencies, these provisions provide unprecedented powers for government agents to investigate suspects and search individuals, whether they are directly involved in terrorism or not. The prevailing wisdom has been that the American people will accept these restrictions as the natural cost of heightened security, and initial evidence suggests the public has been willing to tolerate greater limits on civil liberties. However, over time such support will erode, leaving in place permanent restrictions on civil liberties that not only will concern Americans, but also may turn them against government officials and civic participation. Thus, contrary to many interpretations of September 11th, this article argues that the policy response has only sown the seeds for greater detachment from and dissatisfaction with government as the public becomes increasingly separated from the workings and operations of public policy.     

Liberal Republicanism

In this article I defend a broadly Rawlsian interpretation of citizenship which combines both liberal and republican themes to provide an account of citizenship which is more appropriate for modern democracies than alternative interpretations, such as that offered by communitarian critics of political liberalism. Liberal republicanism, I argue, gives a convincing interpretation of the nature and value of citizenship and provides the basis for a radical political agenda.
