Abstract Following the abortive “Saffron Revolution” of autumn 2007, Burma's ASEAN partners were subject to the timeworn criticism that the grouping persistently fails to act against its pariah member due to its near-religious adherence to the norm of non-interference. Conversely, this paper argues that ASEAN's policy towards Burma has never been one of strict non-interference, but has always been premised on the claim that ASEAN can encourage political change there. Moreover, the non-interference principle has come under increasing pressure since the Asian financial crisis. The article tracks the evolution of ASEAN's policy, from the adoption of constructive engagement in 1988, through the gradual frustration of ASEAN's designs, to its present position of critical disengagement, arguing ASEAN's failure to take a stronger line has less to do with any binding “norms” than with the interests of the region's predominantly illiberal elites and the grouping's increasing difficulties in achieving meaningful consensus.

ABSTRACTThis article analyzes the relationship between the growth of large Australian Aboriginal art fairs and shifts in the fine art market and state policies; audience and art insiders' experiences; and the implications of art fair participation for artists and art centers. In contrast to the traditional gallery model, the art fairs draw buyers and artists together in regional centers, along with families, managers, curators, commentators, administrators, and politicians. Using the assemblages concept, we analyze the emergence of a new engagement that prioritizes social, cultural, and interpersonal aspects of art making and where buyers consume “relational goods” linked to their purchasing context. 相似文献

This paper is concerned with illuminating the experiences and perspectives of sexual offenders who had categorically denied their offences and, through their narratives, gain an insight into the processes behind and underlying both maintaining and coming out of, denial. The study is made up of interviews with 11 convicted sexual offenders who had each denied their offences but who are now admitting their guilt. The interviews were analysed qualitatively using interpretative phenomenological analysis. The analysis revealed three superordinate themes: ‘maintaining viable identities’; ‘being’ in denial’; and ‘wanting to change’. These themes are unpacked and their relevance to maintaining and leaving denial are discussed. Implications for treatment, including barriers to treatment for convicted sexual offenders who deny their offences are discussed. 相似文献

British military intelligence as derived from the interrogation of prisoners‐of‐war (POWs) during the Second World War has been under‐valued by historians, whose attention has focused primarily on signals intelligence. While Sigint, in particular Ultra, was of undoubted value, Britain's armed services nevertheless attached much credence to POW‐derived intelligence, and by the war's end an abundance of information had been gleaned from the half a million plus Axis prisoners by then held in Britain. This article will examine the work of the Air Ministry Intelligence section known as AI1(K), which was responsible for POW interrogation, during the Battle of Britain, and attempt to illustrate both the wealth and value of such intelligence at a time when Ultra was still in its infancy. 相似文献

AbstractChina's new five-year plan recognised the looming insecurity in its agricultural sector. On the one hand, the country faces a diminishing arable land supply; on the other, a large population with rapidly increasing diets. Although large-scale trade and investment in this sector has been developing since the mid 1990s between China and a variety of African states, it is a relatively new addition to the more established China-Southeast Asian economic relationship. This article seeks to explore the impact that China's agricultural investments are having on two Southeast Asian countries – Indonesia and the Philippines – where there has been a marked increase in activities by Chinese firms in agricultural produce. The findings from these two case studies – and a series of smaller studies of the situation in other regional states – are used as a benchmark to clarify some of the consequences of China's agricultural investment from Southeast Asia for regional food security. 相似文献
