Protesting Against Citizenship

In The Transformation of Political Community (Cambridge: Polity Press, 1998) Andrew Linklater suggests that he and Jacques Derrida share a “vision in which the totalising project is brought to an end” (pp. 74–75). However, the concept of citizenship acts as a prism through which Linklater and Derrida diverge radically. Linklater defends a dialogic conception of cosmopolitan citizenship in pursuit of more inclusive political arrangements. For Derrida, on the other hand, the future of the political requires radical openness to the coming of a universal alliance or solidarity beyond or in protest against citizenship. This article explores the divergence: first, to call into question Linklater's self-emplacement; second, to open up new angles of critique of his vision expressed in The Transformation of Political Community; and third, to emphasise the force of the Derridean argument.     

Parliamentary influence in a new democracy: The Spanish congress

This study, based on elite interviews and quantitative data, examines the public policy‐making influence of the Spanish Congress since the formation of its new democracy (1979–96). Three of the factors considered in this study are derived from previous comparative legislative studies: (1) the size of or absence of majority representation of the government party in the legislative body; (2) the degree of party unity and party discipline; and (3) the existence of a specialised committee system. In new democracies, we must also take into account the malleable circumstances of the new regime. In Spain, the following also appear to have an impact on parliamentary influence especially: (1) the special requirements of the process of democratic consolidation; (2) the nature of legislation; (3) the formal rules affecting parliament; (4) the impact of membership in the European Union; and (5) Spain's asymmetric federal structure.     

Congregational Aid: North American Protestant Engagement in International Relief and Development

A review of large North American Protestant congregations (n = 423) engaging in global relief and development, or ‘holistic mission’ (HM), suggests that half engage in HM activities per year, with the majority of those activities focused on human and physical sectors. Most activities are led by religious NGOs or missionaries and about half are short-term. A mix of proximity, poverty, population, and policy variables direct short- and long-term aid. Findings provide a benchmark for enhancing learning and partnerships among churches, NGOs, and development scholars, ultimately enhancing the efficacy of Protestant aid.     

Where Did All of the Fields Go?

The loss of farmland each year due to development in New York State is astounding. Yet, agriculture remains an important part of the local economy and is essential in providing local food to New York residents. Many land-use protective measures that have been put in place such as large minimal lot-size zoning and agricultural districts have failed to slow down the rate of farmland lost each year. Conservation easements are a vital protective tool, but they require lots of private and public funding. This funding is necessary in order to ensure farmland for future generations. Before it is too late, New York needs to follow the lead of states such as Pennsylvania, which has shown an overwhelming commitment to protecting vital farmland.
