For decades scholars have engaged in a lively debate about the distinctiveness of Canadian and American value systems. Lipset (1990) argues that divergent responses to the American Revolution led Canada to embrace Tory values of ‘peace, order, and good government’ while Americans pursued classical liberal values of ‘life, liberty, and the pursuit of happiness’. Other scholars question the extent, or even the existence, of the differences Lipset describes. Using surveys of students from Canadian and American universities close to the Canada–US border, we identify compelling support for Lipset’s hypothesised differences on the role of government in the least likely setting imaginable. 相似文献

This study is a reappraisal of press censorship during the Spanish‐American War of 1898. The accounts of censors and correspondents written during or shortly after the war are compared to answer three questions: How did the censorship system work? What factors caused its effectiveness to vary? How did the press respond? The study argues that the war's most effective censors were the correspondents, who mostly competed for stories that did not pose risks to military security. The conflicting priorities of military and political leaders often blocked the censors, who reviewed newspaper dispatches as much to gain information as to protect secrets. 相似文献

Policy makers get information about the likely outcomes of policy options from experts before they make their decisions. In the executive branch, policy experts tend to reflect the views of the chief executive, whereas in the legislative branch members seek policy advisors whose views reflect their own. The result is a more diverse group of policy advisors in the legislative branch than in the executive branch, which under plausible conditions generates more accurate policy projections. It is widely accepted in the management literature that Information Technology can greatly contribute to the administrative modernization and especially to the improvement of organizational productivity. This is of great interest for the Greek Public Administration, which faces long term problems of low productivity. The main objective of this work is to analyse the impact of Information Technology on the organizational structure of Greek Public Administration, that is one of the main determinants of its productivity. Initially the theoretical background is presented on which the present work is based. Using data compiled from the whole Central Government, firstly the study is focused on the hardware and software technologies which are employed.
