In 2002 Germany adopted an ambitious national sustainability strategy, covering all three sustainability spheres and circling around 21 key indicators. The strategy stands out because of its relative stability over five consecutive government constellations, its high status and increasingly coercive nature. This article analyses the strategy's role in the policy process, focusing on the use and influence of indicators as a central steering tool. Contrasting rationalist and constructivist perspectives on the role of knowledge in policy, two factors, namely the level of consensus about policy goals and the institutional setting of the indicators, are found to explain differences in use and influence both across indicators and over time. Moreover, the study argues that the indicators have been part of a continuous process of ‘structuring’ in which conceptual and instrumental use together help structure the sustainability challenge in such a way that it becomes more manageable for government policy.  相似文献

Editor's Note: The Perspectives featured in this issue of Public Administration Review were adapted from May 2016 commencement addresses: Anna Maria Chavez, the CEO of the Girl Scouts of the USA, spoke on the 12th at Arizona State University's College of Public Service and Community Solutions; Nancy Pelosi, the Democratic Leader in the United States House of Representatives spoke on the 7th at New York University's Wagner School of Public Service; and Tommy Thompson, the former Governor of Wisconsin and Secretary of Health & Human Services, spoke on the 15th at the University of Wisconsin's La Follette School of Public Affairs. These Perspectives reaffirm the highest principles of American public administration: that by and large, government is NOT the problem, and quite often indeed holds the solution; that effective and helpful public policy depends on informed expert opinion and research; and that those who enter public service should do so with a commitment to the notion that America best fulfills its promise when we seek the well‐being of all people, including the least fortunate. We chose these messages from among a wealth of commencement speeches because while they come from leaders with quite different political views, background, and experience, taken together they offer a coherent and inspiring call to public service. Abstract

Puerto Rico's significance for the US state and imperialism has gradually deteriorated. In the context of recent global changes and new developments in the US political economy the logic that justified colonial control cannot be sustained. However, an array of counteracting political and economic forces are conspiring to overcome the altered material and geopolitical conditions that make evident the need for Puerto Rico's decolonization.

Colonialism has given rise to an array of forces that impedes any changes in Puerto Rico's formal political status. Where once the US state, corporate capital and the dominant political forces in Puerto Rico were in relative agreement on sustaining the colonial enterprise, a new constellation of competing forces has emerged. Within Puerto Rico proponents for the status, quo and those who agitate for statehood have reached virtual electoral parity. Monopoly “capital, primarily in Pharmaceuticals, dominates the local economy. However, it is challenged by North American unions and their congressional allies who seek to rescind the lucrative fiscal policies that account for these firms exorbitant profits. Agencies of the US state and congressional committees are at odds on what needs to be done to sustain an unmanageable, increasingly expensive and anachronistic colony.

This essay presents a framework for examining the array of forces and conditions that continue to erode the colonial relation and that explains colonialism's fragility in the current period of global readjustment.  相似文献
