While associations with deviant peers are well understood to impact individual development, less is understood about the relationship between friendship quality and delinquency. Two criminological theories-social control theory and self-control theory-are able to offer an explanation for the latter relationship. Social control and self-control theories both premise that delinquents will have largely fractured, weak, and "cold and brittle" friendships. This study investigates how variations in perceptions of friendship quality are related to the delinquency, maternal attachment, school attachment, and self-control levels of both a participant and his/her close friend. To explore these relationships, we use a diverse (14% black; 18% Hispanic; 9% Asian) sample of 2,154 emerging adults within 1,077 friendship pairs (66% female). In each dyad, both members perceived the friendship's quality and reported personal markers of delinquency, social bonds, and self-control. Several series of multilevel models are estimated that regress each participant's friendship quality perception onto the participant's and their friend's delinquency, attachments, self-control, and demographic characteristics. Results show that delinquents have as intense, or more intense, friendships as non-delinquents. However, low levels of both actor and partner attachments and self-control are independently related to low friendship quality, and this is especially true for self-control. Supplemental analyses demonstrate that the effect of self-control on friendship quality may be reduced when individuals in dyads are delinquent. In conclusion, studies that address friendship quality without including characteristics of multiple members of the friendship are only capturing part of one's estimate of friendship quality. 相似文献

South African local government has undergone radical transformation. The reform process included a local government financial management best‐practice technical assistance programme (MFMTAP) targeting financial management and especially budget quality reform. Dollery and Graves (2009) earlier examined the efficacy of the South African National Treasury (NT's) municipal budget funding compliance technique for measuring adherence to the Municipal Finance Management Act's (MFMA) budget funding requirements using a single metropolitan municipality case study. This article further evaluates the robustness and validity of the funding compliance instrument as a reform performance measurement tool by comparing the results of four geographically and demographically different municipalities. Also introduced is a performance ‘trend’ instrument similar to a ‘Likert scale’ for comparing municipal performance. Optimal tax revenue theory is invoked to examine this key revenue variable for producing a compliant budget. The article finds the ‘budget funding’ reform component of the Best‐Practice Technical Assistance (BPTA) programme presently ineffective and unsustainable. The flight of the German Kaiser to the Netherlands at the end of the First World War led to a crisis in Anglo‐Dutch relations. Prime Minister David Lloyd George made the trial of the Kaiser a key issue in the British general election campaign of December 1918. Article 227 of the Treaty of Versailles called for the Kaiser's surrender by the Netherlands government for trial before an international tribunal, a request the Dutch repeatedly refused during the period January to March 1920. Using both British and Dutch sources, this article highlights the internal Dutch debate over the fate of the Kaiser, and the confusion and hypocrisy with which the problem was handled by the British government. 相似文献

This study investigated the ability of individuals with experience in gait analysis to identify people by observing features of gait recorded by closed circuit television cameras (CCTV). Seven experienced analysts each viewed five samples of footage. Each sample showed a “target walker” and five “suspect walkers.” The task of the experienced analysts was to determine which, if any, of the “suspect walkers” was the “target walker.” All of the participant “walkers” wore identical loose fitting clothing to mask anatomical and body contour features, and balaclavas to obscure facial features. The overall results showed that the experienced analysts made a correct decision in 124 of 175 cases (71%), significantly better than would have been expected to have occurred by chance (p < 0.05). A significant variation in correct decisions (p < 0.05) was shown to occur between the various angles from which the footage was recorded, footage recorded in the saggital plane showing the highest number of correct decisions. Significantly more correct decisions (p < 0.05) were also shown to occur when the footage of the “target walker” and that of the “suspect walker” were taken from the same angle. The results suggest that individuals with experience in gait analysis perform well in the comparative identification of suspects from CCTV footage, and therefore do have a role to play as expert witnesses in this field. 相似文献

A key issue for the success of international conventions regulating biodiversity conservation is to understand the different philosophical positions of each party for initially acceding to that convention, and for the measures each party takes to implement that convention. This paper documents policies for wildlife trade regulation in Mexico from the early 1980s to the early 2000s, with emphasis on the process of CITES implementation. Mexico was slow to adopt environmental policies, but when Mexico did recognize wider environmental concerns, the prospect of acceding to CITES was not considered because of existing bans on all wildlife trade in native species. However, Mexico could not control the illegal trade of wild species during the 1980s. Mexico acceded to CITES in 1991 mainly in response to international pressure and to bilateral pressure while seeking to join a free trade agreement. The step of joining CITES was taken without clear analysis about the consequences of being a party to the Convention. Between 1992 and 1996, Mexico had no clear policy about its role within CITES. The period from 1997 to 2001 witnessed an improved legal and administrative structure and a greater internal coordination between the institutions involved with CITES.
