The 'Change for Children' Programme in England: Towards the 'Preventive-Surveillance State'

Following the Children Act 2004 and the launch of the 'Every Child Matters: Change for Children' programme, England has embarked on the most ambitious changes in children's services for over a generation. While the government presented the changes as a response to the Laming Report into the death of Victoria Climbié, they are much more than this. They build on a number of ideas and policies that had been developed over a number of years, which emphasize the importance of intervening in children's lives at an early stage in order to prevent problems in later life. This paper provides a critical analysis of the assumptions that underpin the changes and argues that the relationships between parents, children, professionals, and the state, and their respective responsibilities, are being reconfigured as a result, and that the priority given to the accumulation, monitoring, and exchange of electronic information has taken on a central significance. What we are witnessing is the emergence of the 'preventive-surveillance' state, where the role of the state is becoming broader, more interventive, and regulatory at the same time.     

Information,issues, and supporters: The application of online persuasion in the 2015 General Election

This paper explores how political parties use their websites to persuade visitors during the 2015 UK General Election campaign. The home pages of 41 party websites were assessed. The findings suggest that parties view visitors as rationally assessing material, not emotionally; thus, the content provides information and seeks to mobilise support and generate resources. However, application of Nielsen's F-pattern finds that these are precisely the areas within a website most likely to be placed beyond where visitors will look. Simple changes in design structure, the use of emotional messages, and shortcuts should make party websites more persuasive.     

LANGUAGE AND CULTURE IN CHILD LAW

In 1989, England and Wales adopted the Children Act, a revolutionary and pioneering statute changing the language of the law in regards to the needs of children. Judge Nigel Fricker, the family court judge in York, formerly in Sheffield, describes this change and some of its effects on the practice of judging, the law, and the behavioral sciences regarding children.     

FAMILY LAW IS DIFFERENT

Family law and adjudication are conceptually different from most other areas of law. This difference, and the sensitive needs of members of all families in dispute, including children and people from differing ethnic cultures, demand particular awareness and skills from family lawyers and judges. These special features of family law and disputes imply that mediation is more benign than lawyer-controlled dispute resolution.
