Sino–Russian relations have swayed considerably in the second millennium. During the Yeltsin era, China–Russia relations were still strong, but this changed abruptly after Putin's accession to the presidency in 2000 and his initial pro-Western adventures. This was, in no small part, due to Russia's involvement in the war on terror, together with Russia's complicity in a US military presence in Central Asia which did not go down well in Beijing. Putin's domestic constituency found his swing into Washington's fold equally awkward, which created no small amount of criticism in Russia. Convinced that things could not get much worse, Putin's acceptance of NATO's expansion into the Baltics, his approval of US withdrawal from the ABM-treaty, and his quiet consent for an American military presence in Georgia raised additional fears in the Duma, within Russian public opinion, and to some extent among the Chinese. This was perceived as a direct surrender to American superiority and aggression, and it would not last for long. 相似文献

With the increased electoral success of anti‐immigration parties, questions regarding what impact the parties actually have naturally follow. Previous research has rarely explored this question. Furthermore, within this body of research, one is given different answers. While some argue that anti‐immigration parties have made an impact on public policy, others find no such evidence. This article shows that some of this inconsistency is a consequence of the methodological strategies that have been employed. Previous studies are either single case studies or comparisons of a small number of countries. Consequently, different parties in different institutional settings are compared, making it difficult to estimate the actual impact of the party of interest. In order to circumvent such methodological problems, this article explores the question of anti‐immigration party impact on a local level and asks if the Sweden Democrats (SD) have managed to influence decisions on refugee reception in Swedish municipalities. The analysis shows mixed results. First, while unable to find an independent effect of the size of the representation of the SD, it appears that the party's impact is conditioned by them holding the balance of power. Second, the SD's impact is not dependent upon whether there is right‐wing or left‐wing rule, although local migration policy is stricter when the main right‐wing party has strong support. 相似文献

For many social scientists, government intervention is linked to low levels of social trust and corruption, while others associate it with high trust and low corruption. We aim to reconcile these contrasting views by distinguishing the opposing effects of trust on two alternative types of government intervention: regulation and redistribution. We argue that distrusting individuals demand more governmental regulation (H1) but less government redistribution (H2), and this could be one of the mechanisms explaining why countries with low levels of trust tend to both overregulate and under-redistribute. And the effects of trust on policy preferences are conditional on the quality of institutions. The higher the level of quality of government in a particular region, the more high-trusting individuals will like government redistribution and dislike government regulation that restricts the operations of free markets (H3). We test these hypotheses with data from the latest round of the European Quality of Government Index (EQI) survey, which covers 77,000 individuals from 185 regions of 21 EU member states. 相似文献

This paper evaluates empirically how, in the course of globalization, partisan politics affected social expenditures in a panel of OECD countries. I introduce an updated indicator of government ideology and investigate its interaction with the KOF index of globalization. Two basic results emerge: First, at times when globalization proceeded at an average pace, partisan politics had no effect on social expenditures, but leftist governments increased social expenditures when globalization was proceeding rapidly. Second, policies differed in the 1980s and 1990s: Leftist governments pursued expansionary policies in the 1980s. This article seeks to explore the implications of Shanghai Cooperation Organization's (SCO) engagement with India, Pakistan and Iran. Not in terms of power-politics or as a counterbalance to the USA as this has been explored elsewhere, but what practical problems such an expanded organization could help solve, what opportunities it could realize, and how SCO's engagement in trade is a function of favourable political and bilateral developments in the region. It is argued here that the trade, infrastructure and energy sectors are of particular importance and that substantial potential gains could be realized if coordination is improved. Nevertheless, it is also recognized that China, Russia, Pakistan, India and Iran may have lower standards of democratic development and economic transparency than the West. What is the motivation behind the SCO's engagement with India, Pakistan and Iran? Should this engagement be conceived only in terms of balancing US unipolarity or are there legitimate concerns of increasing regional cooperation in Eurasia? 相似文献

In the Swedish parliamentary election of 7 September 2018, the biggest parties, the Social Democrats and the Moderates, both lost votes compared to their scores in the previous election, but not as many as they had feared. Commensurately, the radical-right challenger party, the Sweden Democrats (SD), which had seemed certain to profit from Sweden's dramatic experience of the European migration crisis, did well, but not as well as it had hoped. The result left the array of parliamentary forces fragmented and finely balanced. Only after months of negotiations could a government be formed. Eventually, the incumbent coalition received a renewed parliamentary mandate. At the same time, the party system was transformed. 相似文献

We examine how electoral motives influence active labor market policies that promote (short term) job-creation. Such policies reduce measures of unemployment.
