The Chairman of the Interdepartmental Council on Problems of Price Formation of the Academy of Sciences of the USSR and Goskomtsen discusses prospects for change in the pricing and credit policies of the USSR. Distortions in current price levels, the need and objectives for the restructuring of the system and links between the price and financial reforms are explained. Strategies for change are to include price formation from marginal prices and modification of wholesale prices to encourage high technology. Specific proposals are advanced, in particular those pertaining to stabilization of prices, circulation of money and reorganization of the bank credit system. The Russian government sincerely believes that Assad’s removal from power would trigger the expansion of jihadism and instability in the Caucasus and southern Russia. Moscow is deeply concerned about the rise of Islamists in the Middle East, including Qatar and Saudi Arabia's efforts to support the most radical factions in Syria. At the same time, the obvious absence of the ideological background behind current Russian-Syrian relations makes them a trade item. Thus, official guarantees that the jihadists will not export their revolution elsewhere accompanied by promises to preserve some Russian economic positions in post-Assad Syria will probably create the necessary ground for the emergence of a compromise stance on Syria (including the issue of foreign intervention).  相似文献

This article studies how voters react when foreign powers support a particular political party in a fragile democracy. The article identifies which voters believe the intervention plays a positive role in the electoral process and which voters have the opposite opinion. The article argues that educated and politically sophisticated voters will reject such interventions because of the negative role those play in the democratization process. Specific hypotheses are developed based on this argument and were tested in a randomized framing experiment embedded in a post-election survey of 2500 voters in Lebanon 2009. The survey results confirm the argument above. Furthermore, this study derives implications for the risks and benefits of ‘guiding’ democratic outcomes from abroad.  相似文献

Over the last two decades, government has made essential changes in order to improve public administration functioning. These changes were driven by a new government philosophy. The key concept in this new public policy is to connect information society, and public administration. In this context, the purpose of this study is through analyzing the process of computerization of public administration to determine the specific services provided electronically to the National Revenue Agency (NRA) in Ministry of Finance. Ministry of Finance and NRA are the administrative bodies that are reformed significantly in this field. E-governance is a political concept and philosophy which includes principles and the public administration working mechanism. E-government is electronic services provision platform that uses information and communication technology. The extensive monitoring and analysis lead to conclusions in two key areas--legal and technical organization. The lack of consistency between governments and the total reorganization of some areas of the state causes difficulties in implementing cyber plan in administrative services. There are other essential weaknesses that corrupt the system electronic reforms. It is important to be created a digital broadband market in Bulgaria. This will integrate the network systems of Bulgarian official institutions in a common electronic network.  相似文献

Staging third molar development is commonly used for age estimation in subadults. Automated developmental stage allocation to the mandibular left third molar in panoramic radiographs has been examined in a pilot study. This method used an AlexNet Deep Convolutional Neural Network (CNN) approach to stage lower left third molars, which had been selected by manually drawn bounding boxes around them. This method (bounding box AlexNet = BA) still contained parts of surrounding structures which may have affected the automated stage allocation performance. We hypothesize that segmenting only the third molar could further improve the automated stage allocation performance. Therefore, the current study aimed to determine and validate the effect of lower third molar segmentations on automated tooth development staging. Retrospectively, 400 panoramic radiographs were collected, processed and segmented in three ways: bounding box (BB), rough (RS), and full (FS) tooth segmentation. A DenseNet201 CNN was used for automated stage allocation. Automated staging results were compared with reference stages – allocated by human observers – overall and per stage. FS rendered the best results with a stage allocation accuracy of 0.61, a mean absolute difference of 0.53 stages and a Cohen's linear κ of 0.84. Misallocated stages were mostly neighboring stages, and DenseNet201 rendered better results than AlexNet by increasing the percentage of correctly allocated stages by 3% (BA compared to BB). FS increased the percentage of correctly allocated stages by 7% compared to BB. In conclusion, full tooth segmentation and a DenseNet CNN optimize automated dental stage allocation for age estimation.  相似文献

What do voters think when outside powers become de facto participants in a country’s election? We conceptualize two types of foreign intervention: a partisan stance, where the outsider roots for a particular candidate slate, and a process stance, where outsiders support the democratic process. We theorize that a partisan outside message will polarize partisan actors domestically on the issue of appropriate relations with the outsiders: partisans who are supported will want closer relations with the outside power, and partisans who are opposed will favor more distant relations. A process message, in contrast, will have a moderating effect on voters’ attitudes. We present evidence of partisan polarization along those lines from a survey experiment we conducted in Lebanon in the wake of the 2009 parliamentary elections. We discuss the implications of our findings for future studies of how outsiders can encourage moderate electoral outcomes in democratizing states.  相似文献

When restructuring their operations, companies intend to minimise environmental uncertainty; however, corporate restructuring increases the unintended uncertainty for stakeholders, as constituents often lack the information or understanding on how ongoing reorganisations would affect them. This paper proposes to manage restructuring through reputations, ie send information signals to the constituents. This contribution analyses the problems of reputation, integrating knowledge on information efficiency and information problems, and proposes five tasks of reputation management of restructuring corporations: release more information, release consistent information, simplify information, reach your stakeholders and reach competitors' stakeholder(s). Does foreign aid improve human rights and democracy? We help arbitrate the debate over this question by leveraging a novel source of exogeneity: the rotating presidency of the Council of the European Union. We find that when a country's former colonizer holds the presidency of the Council of the European Union during the budget‐making process, the country is allocated considerably more foreign aid than are countries whose former colonizer does not hold the presidency. Using instrumental variables estimation, we demonstrate that this aid has positive effects on human rights and democracy, although the effects are short‐lived after the shock to aid dissipates. We adduce the timing of events, qualitative evidence, and theoretical insights to argue that the conditionality associated with an increased aid commitment is responsible for the positive effects in the domains of human rights and democracy.  相似文献

This article investigates how hybrid regimes supply governance by examining a series of dilemmas (involving elections, the mass media, and state institutions) that their rulers face. The authors demonstrate how regime responses to these dilemmas – typically efforts to maintain control while avoiding outright repression and societal backlash – have negative outcomes, including a weakening of formal institutions, proliferation of “substitutions” (e.g., substitutes for institutions), and increasing centralization and personalization of control. Efforts by Russian leaders to disengage society from the sphere of decision-making entail a significant risk of systemic breakdown in unexpected ways. More specifically, given significantly weakened institutions for interest representation and negotiated compromise, policy-making in the Russian system often amounts to the leadership's best guess (ad hoc manual policy adjustments) as to precisely what society will accept and what it will not, with a significant possibility of miscalculation. Three case studies of the policy-making process are presented: the 2005 cash-for-benefits reform, plans for the development of the Khimki Forest, and changes leading up to and following major public protests in 2011–2012.  相似文献
