This article aims to critically examine Rwanda's security sector reform and disarmament, demobilisation and reintegration (ssr–ddr) process through a theoretical framework outlining four different models of peace processes in order to identify the sort of peace that can emerge from Rwanda's ssr–ddr approach. The author analyses how the Rwandan government has managed to keep the process ‘locally’ owned, while largely financed by external actors, despite strong criticism of its apparent lack of democratisation. The ‘genocide credit’, the Rwandan government's preference for national, rather than international solutions and its recent troop contribution to peacebuilding operations in the region are identified as the main reasons for this development. The paper argues that the peace emanating from the ssr–ddr process may be considered a hybrid form of state formation and state building, because of the local agency's preference for security and stability while simultaneously enjoying financial and technocratic support for its ‘liberal’ peacebuilding actions in the region.  相似文献

Because most cases of alleged sexual assault involve few sources of evidence, the complainant’s testimony is crucial. In line with empirical research findings, the way in which police question sexual assault complainants has evolved to ultimately maximise both the completeness and accuracy of evidence. But has courtroom questioning changed over time? To answer this question, we compared the courtroom questioning of sexual assault complainants in the 1950s to that used in cases from the turn of the twenty-first century. Overall, lawyers in contemporary cases asked complainants more questions and uttered more words than they did historically. Complainants, too, appear to have become more vocal over time. Across the two time periods, the questioning style used by prosecuting lawyers has shifted towards a more open style. In stark contrast, the format of cross-examination questions has remained remarkably consistent over time, with leading questions still making up the bulk of the questions asked. These findings have important implications for future legal reform and legal practice.  相似文献

Should intellectual property (IP) management be considered a required course in Technology Management curricula? If so, what knowledge and skills should be conveyed in a one-semester course? What is the best way to teach this material? This paper presents evidence that intellectual property management should be of central importance to technology management (TM) programs and that professionally vital knowledge can be taught to MBA and Management of Technology (MOT) students without legal backgrounds. IP management can be seen as a curricular locus, bringing together subjects such as entrepreneurship, technology strategy, and technology transfer. At Stevens Institute of Technology, we’ve taken the position that IP Management should be taught as a distinct course in a technology management program on equal footing with more traditional course offerings such as Marketing and Finance. We reflect upon 4 years’ teaching experience and present evidence from former students that the course fulfills its mission to be professionally relevant and pedagogically unifying to technology management programs.  相似文献

The Slovenian Corporate Governance Code for Public Joint‐Stock Companies was adopted in March 2004. We examine how far the implementation of the Code has resulted in the ‘reflexive’ learning processes which the ‘comply‐or‐explain’ approach to corporate governance aims to bring about. We find that compliance strategies are strikingly uniform across firms in terms of the content of deviations as well as in types of disclosure and explanations for deviations. Moreover, the quality of corporate reporting is low, with effective explanations representing only a small minority of disclosures. Thus there is little evidence that the Code has stimulated organizational learning. We consider the implications of our findings for the development of corporate governance in transition systems and for the comply‐or‐explain approach more generally.  相似文献

The rate of violent crimes among girls and women appears to be increasing. One in every five female prisoners has been reported to have antisocial personality disorder. However, it has been quite unclear whether the impulsive, aggressive behaviour among women is affected by the same biological mechanisms as among men. Psychiatric sleep research has attempted to identify diagnostically sensitive and specific sleep patterns associated with particular disorders. Most psychiatric disorders are typically characterized by a severe sleep disturbance associated with decreased amounts of slow wave sleep (SWS), the physiologically significant, refreshing part of sleep. Among men with antisocial behaviour with severe aggression, on the contrary, increased SWS has been reported, reflecting either specific brain pathology or a delay in the normal development of human sleep patterns. In our preliminary study among medication-free, detoxified female homicidal offenders with antisocial personality disorder, the same profound abnormality in sleep architecture was found. From the perspective of sleep research, the biological correlates of severe impulsive aggression seem to share similar features in both sexes.  相似文献

The purpose of this study was to test the hypothesis that suicidal ideation is a common experience in a general population of African American, Hispanic, and White urban high school students residing in low-income neighborhoods. Based upon a developmental framework, it was hypothesized that once attitudes toward suicide were controlled, ideation would not vary significantly by ethnicity, gender, or psychosocial variables usually associated with ideation. The multivariate analysis revealed that ideation did not vary by ethnicity however, females, substance users, and those with greater tolerance toward suicide, higher family coping, and lower self-esteem were more likely to report ideation. A series of ideator profiles, calculated from the probability estimates, showed that an increase in tolerance substantially raises the likelihood of ideation. The results taken together raise the question of whether it is time to reconceptualize the relationship between ideation and normal adolescent development.  相似文献
