The Political Economy of Russian Gubernatorial Election and Appointment

Political and economic outcomes depend, in part, on the quality of the officials making policy. Some argue that free elections are the best method for selecting competent officials. Others argue that elections lead to the selection of amateurs and demagogues. We use original data on the biographies of Russian regional governors to examine the backgrounds of elected and appointed governors. Elected governors are more likely to be locals. Appointed governors are more likely to be federal bureaucrats or hold a graduate degree. We conclude the paper by speculating on other possible explanations for variation in governor background.     

CustomNegotiations.org: A Free Resource for Creating Custom Negotiation Simulations

Negotiation role‐playing simulations are among the most effective and widely used methods for teaching and conducting research on negotiations. Teachers and researchers can either license a published, “off‐the‐shelf” simulation or write their own custom “bespoke” simulation. Off‐the‐shelf simulations are usually high‐quality, include teaching materials, and are typically priced affordably, whereas bespoke simulations are fully customizable and ensure that participants will face a novel challenge. In this article, I introduce a third option: CustomNegotiations.org, a free resource for creating custom negotiation simulations that have the benefits of both off‐the‐shelf and bespoke simulations. I describe this resource and preview how negotiation instructors can use it to customize simulations for their own classes. I also discuss possible future directions for this kind of platform.     

Neopatrimonialism and beyond: reassessing the formal and informal in the study of Central Asian politics

Neopatrimonialism has emerged as the central conceptual label applied by scholars to understand the politics of the Central Asian republics. Like the use of neopatrimonialism in other regional settings, this article argues that the concept has become susceptible to concept misinformation and stretching. Adopting a critical perspective, this article highlights three significant problems with the application of neopatrimonialism in the study of Central Asian politics: its appropriateness and operationalisation; the difficulty in ontologically and empirically untangling the formal and informal; and an inherent normativty in its application. While not advocating an abandonment of the concept, the article considers instead how it can be used better in conjunction with additional analytical approaches and/or concepts. The article proffers that a focus on either formal-institutional structures; discourses of power; and the concept of ‘multiple modernities’ would aid comprehension of the region and resolve the three issues highlighted in this work.     

INCORPORATING ATTACHMENT ASSESSMENT INTO CUSTODY EVALUATIONS: THE CASE OF A 2‐YEAR‐OLD AND HER PARENTS

Attachment with parents is central to a child's development. It is well established that the quality of this attachment in early childhood is a strong predictor of developmental and psychological functioning throughout the life span. One of the primary issues in custody evaluations is assessing the quality of the child's attachment to each parent and the parents' capacity to foster security and to consider what this might mean for short‐ and medium‐term decisions about their care. The nature of attachment measures is summarized, and the combined use of three attachment‐caregiving instruments in a custody evaluation is illustrated through the case of a toddler whose parents were engaged in a high‐conflict divorce. The case study demonstrates how, in addition to standard clinical observations, including a set of attachment‐based instruments with a standardized psychological test battery provided information critical to a recommendation for custody and parent visitation.
