Application of Technology Transfer principles to managerial responsibilities

During the summer of 1985, LCDR Robert Cox completed a course entitled “Technology Transfer” at the U.S. Naval Postgraduate School, Monterey, California. The objectives of the course were to enhance the capability of course participants to take advantage of innovations, to move appropriate research and development results into use, and to gain insight into the Technology Transfer responsibilities of managers. LCDR Cox' paper was chosen from among several contributions as an example of the application of Technology Transfer principles to a manager's job.     

Pacemaker/defibrillator evaluation at Los Angeles County Department of Coroner*

Pacemakers and implantable cardioverter-defibrillators (ICDs) are implanted medical devices for the treatment of cardiac arrhythmias. These devices are now commonly encountered in the postmortem situation. The Los Angeles County Department of the Coroner uses the services of a cardiac electrophysiology consultant to interrogate pacemakers and ICDs, producing a detailed picture of the cardiac events recorded by the device. We have used this method to evaluate 20 cases where the ICD or pacemaker provided significant information. We report four forensic cases to illustrate the different applications of pacemaker interrogation and its contribution in forensic investigation. This technique was used to establish identification of the decedent, to determine the cause and time of death, and to determine whether device malfunction could have played a role in the death. We conclude that detailed evaluation of the pacemaker or ICD in selected cases may provide essential information to the forensic pathologist.     

Chemical markers from the peracid oxidation of isosafrole

In this work, isomers of 2,4-dimethyl-3,5-bis(3,4-methylenedioxyphenyl)tetrahydrofuran (11) are presented as chemical markers formed during the peracid oxidation of isosafrole. The stereochemical configurations of the major and next most abundant diastereoisomer are presented. Also described is the detection of isomers of (11) in samples from a clandestine laboratory uncovered in South Australia in February 2004.     

Mental health correlates of intimate partner violence in marital relationships in a nationally representative sample of males and females

It is important to understand the epidemiology of intimate partner violence (IPV) experienced by both males and females. Data were drawn from the U.S. National Comorbidity Survey Replication. The relationships between physical IPV and child abuse, mental disorders, and suicidal ideation and attempts among males and females were examined. The results indicate that child sexual abuse was associated with IPV among males, whereas child physical and sexual abuse was associated with IPV among females. IPV was associated with poor mental health outcomes for males and females, although sex differences are noted. The sex differences indicate that females experience a wider range of poor mental health outcomes compared to males. Knowledge about correlates of IPV can be useful in identifying individuals exposed to violence. Further research is required to identify effective methods to reduce exposure to IPV and to adequately address the specific needs of male and female victims of IPV.     

Active citizenship or passive clientelism? Accountability and development in Solomon Islands

Active citizenship and participatory community-development approaches have evolved partly in response to perceived aid-dependency among rural communities. In Solomon Islands these methods have met with mixed success. This article reflects on the frustration often felt by local and international development workers when working with rural communities. It questions some of the assumptions that shape the way in which development workers and programmes understand the types of community which make up Solomon Islands.     

Issues and crisis management in a convergent environment

Increasingly issues and crisis management are occurring in an interactive environment in which activists use online communications and networks to attack organisations and promote campaigns. This paper outlines examples of such developments and suggests that there is a still a need to consider them within the context of the overall social and economic environment as well as from a technological viewpoint. It also argues that technological change accentuates issues and crises rather than creating new forms of crises. Copyright © 2001 Henry Stewart Publications     

Why did We Get the End of the Cold War Wrong?

In many important ways the history of modern international relations (IR) begins at the point when the international order collapses in the late 1980s and early 1990s. Indeed, the withering of communism in Central and Eastern Europe followed by the break–up of the USSR two years later, posed what many in the field saw then (and continue to regard now) as a series of problems to which the hitherto dominant paradigm in IR—realism—had no ready or easy answers. This article neither seeks to defend nor criticize realism. Rather it shifts the debate about the end of the cold war—and why most experts failed to anticipate it—away from the field of IR to the more specific study undertaken in the West of the Soviet system. It goes on to argue that the source of so much academic embarrassment may be better explained not through a rehearsal of realism's supposed flaws as an international theory, but rather through a detailed examination of the different ways that different writers understood, or more precisely failed to understand, the operation of the Soviet system itself. The conclusion reached is that few analysts could have predicted what happened between 1989 and 1991. In fact, as the article seeks to show, their often complicated and diverse theories about the USSR as the living alternative to market capitalism led most of them (with one or two notable exceptions) to the conclusion that whatever problems faced the Soviet Union as a power in the 1980s, the system as such was likely to endure.     

Financial Socialization of First-year College Students: The Roles of Parents,Work, and Education

This cross-sectional study tests a conceptual financial socialization process model, specifying four-levels that connect anticipatory socialization during adolescence to young adults’ current financial learning, to their financial attitudes, and to their financial behavior. A total of 2,098 first-year college students (61.9% females) participated in the survey, representing a diverse ethnic group (32.6% minority participation: Hispanic 14.9%, Asian/Asian American 9%, Black 3.4%, Native American 1.8% and other 3.5%). Structural equation modeling indicated that parents, work, and high school financial education during adolescence predicted young adults’ current financial learning, attitude and behavior, with the role played by parents substantially greater than the role played by work experience and high school financial education combined. Data also supported the proposed hierarchical financial socialization four-level model, indicating that early financial socialization is related to financial learning, which in turn is related to financial attitudes and subsequently to financial behavior. The study presents a discussion of how the theories of consumer socialization and planned behavior were combined effectively to depict the financial development of young adults. Several practical implications are also provided for parents, educators and students.     

ASEAN at 40: Prospects for Community Building in Southeast Asia

In 2007, the Association of Southeast Asian Nations attempted to celebrate its 40^th founding anniversary with a bang as it was about to set another milestone, which is the signing of the ASEAN Charter. However, the celebration was overshadowed by the political crisis in Myanmar following the military's crackdown on protesting monks and their democratic supporters. The inability of ASEAN to influence events in that country became the focus of public attention in the region and the international community. Even the much-vaunted milestone of finally having an ASEAN Charter was a major disappointment for many in Southeast Asia as the final document signed by ASEAN leaders was everything but bold, forward-looking, and transformative. It became an object of criticism mainly by some think tanks and civil society groups in the region because it paled in comparison to the recommendations of the Eminent Persons Group that drafted the blueprint of what the ASEAN Charter should look like.

This article describes the major milestones and turning points of ASEAN's regionalism project over the last forty years. It also attempts to identify the major issues and challenges to ASEAN's community building efforts in the future. The main argument of this article is that ASEAN's continuing relevance to the people of the region can be ensured only if it seriously opens up to greater participatory regionalism. Only then can ASEAN be transformed into a truly people-centered organization.
