Why are public offices for sale in Kyrgyzstan? To address this question, this article attempts to set out a new logic for understanding the motives, nature, and consequences of corruption in the country. Rather than securing access to a single favor through bribery, officials invest in political and administrative posts in order to obtain access to stream of rents associated with an office. Political and administrative corruption is organically linked in this system, and corruption stems not so much from weak monitoring as from being a franchise-like arrangement, where officials are required to pay continuous “fees” to their bosses. The key is to be the public official influencing the redistribution of rents as well as participating in the informal market where “public” goods are privatized and exchanged for informal payments. Thus, instead of control over the pure economic assets of the state, influence over the state's institutional and organizational framework is the dominant strategy for earning and investing in the country. 相似文献

This article focuses on organization of capital interests comparatively across sectors and does so by developing an explanatory framework linking organizational patterns to incentives for individual strategies. The key argument is that variations in the political organization of capital interests across sectors, and the linkages between state and capital interests, reflect different degrees of embeddedness. Underlying the embeddedness hypothesis is the notion that the organization of capital can be seen as an alternative to governance through market processes. Organization may replace market governance either by constituting an alternative to internal self-regulation or by channelling regulatory functions through cooperation with public authorities. A set of hypotheses are developed concerning the relationship between degree of embeddedness on the one hand, and organization of capital interest organization and the interface between state-industry, on the other. The overall picture is that we find support for the crux of our argument, but there are important modifications. As for functional differentiation of capital interests we find, in accordance with OUT hypothesis, that highly embedded capital is associated with organizations that have a broad set of functions. Transient capital, on the other hand, has comparatively less stable ties to production systems as well as other social relations, and is thus more difficult to control organizationally. Concerning vertical integration, our hypotheses is only partially supported Looking at the interface between state and economic organizations in the primary sectors and non-embedded sectors such as finance and insurance, we find the data quite in accordance with our hypotheses. Various conceptions of 'Environmentalism' and 'New Politics' are surveyed and their logical inconsistencies are identified. It is argued that only a conception of the crisis of industrial society, not the least evident in Eastern Europe, enables a consistent understanding of 'new politics'. From this conception, stressing the limits of man's mastery over nature on the one hand and the limits of the expansion of formal rationality on the other, the ambivalences in 'New Politics' between 'pre-industrial' and 'post-industrial' solutions are identified. The article sketches how the 'post-industrial' position can be developed. Neoliberalism and 'green' politics are identified not only as adversaries but rather as competing responses to the crisis of industrialism and the compatibility of 'green' and social democratic politics is analysed. 相似文献

Elite autonomy is often discussed in relation to oligarchic tendencies within organizations. The article demonstrates how autonomy of elites may have a more stable basis if it rests on inter-elite support. The focus is on the role of autonomous, tightly coupled, and exclusive elite networks characterized by jointly held perceptions and reciprocity – cliques – in a small political system, such as in Norway. The argument is based on a study of the Norwegian Institute of Atomic Energy and its political environment, 1949–79. The formation and survival of autonomous cliques are stimulated by properties of small and tightly knit political systems: (1) transciency, (2) scarcity of qualified personnel, (3) consensus on national goals, and (4) elites' need to protect themselves from judgements based on strong egalitarian norms. The existence of autonomous cliques in a policy area has important implications for: (1) political entrepreneurship, (2) organizational development, and (3) legitimacy in relation to the environment. The management and control via informal clique organization have received little attention. Attempts to identify and explain successful African local governments are made in a special issue of Public Administration and Development (Vol. 12, No. 1, 1992). These attempts are critically assessed, specifically the choice of indicators, the analysis of structures and actors, aggregation, and the role of political factors. It is argued that methodological and conceptual improvements in these areas are needed to advance the comparative study of African local government performance. Ehlers-Danlos Syndrome Type IV is an illness that often leads to premature death due to arterial rupture or dissection and is characterized by very fragile connective tissue. This report documents the death of a 30-year-old man with Ehlers-Danlos Syndrome Type IV from myocardial rupture and cardiac tamponade following a myocardial infarction. We believe that Ehlers-Danlos Syndrome Type IV contributed to the coronary atherosclerosis and myocardial rupture in this young man and that this disease led indirectly to his death by myocardial infarction, an unusual cause of death in this syndrome. 相似文献

This paper describes an effort to develop a clinical tool for the continuous monitoring of risk for violence in forensic mental health clients who have left their institutions and who are dwelling in the community on a conditional release basis. The model is called Structured Outcome Assessment and Community Risk Monitoring (SORM). The SORM consists of 30 dynamic factors and each factor in SORM is assessed in two ways: The current absence, presence or partial och intermittent presence of the factors, which is an actuarial (systematized and 'objective') assessment. Secondly, the risk effect, i.e. whether the presence/absence of factors currently increases, decreases or is perceived as unrelated to violence risk, is a clinical (or impressionistic) assessment. Thus, the factors considered via the SORM can be coded as risk factors or protective factors (or as factors unimportant to risk of violence) depending on circumstances that apply in the individual case. Further, the SORM has a built-in module for gathering idiographical information about risk-affecting contextual factors. The use of the SORM and its potential as a risk monitoring instrument is illustrated via preliminary data and case vignettes from an ongoing multicenter project. In this research project, patients leaving any of the 9 participating forensic hospitals in Sweden is assessed at release on a variety of static background factors, and the SORM is then administered every 30 days for 2 years. 相似文献

The authors' objective was to examine the ability of acute stress disorder (ASD) and other trauma-related factors in a group of physical assault victims in predicting post-traumatic stress disorder (PTSD) 6 months later. Subjects included 214 victims of violence who completed a questionnaire 1 to 2 weeks after the assault, with 128 participating in the follow-up. Measures included the Harvard Trauma Questionnaire, the Trauma Symptom Checklist, and the Crisis Support Scale. Twenty-two percent met the full PTSD diagnosis and 22% a subclinical PTSD diagnosis. Previous lifetime shock due to a traumatic event happening to someone close, threats during the assault, and dissociation explained 56% of PTSD variance. Inability to express feelings, hypervigilance, impairment, and hopelessness explained another 15% of PTSD variance. The dissociative, the reexperiencing, the avoidant, and the arousal criteria of the ASD diagnosis correctly classified 79% of the subsequent PTSD cases. 相似文献
