European labour markets are often described as rigid with comparatively high levels of job protection that do not allow for the flexible adjustment of employment to economic fluctuations. This interpretation overlooks important sources of flexibility, however. Research has shown that recent labour market policy reforms have allowed for the creation of two‐tier labour markets consisting of insiders in standard employment relationships and outsiders in non‐standard employment. This outcome has typically been explained by pointing to the representational interests of unions or social‐democratic parties. It has been argued that rather than protecting all labour market participants, unions and social‐democratic parties focus on the interests of their members and their core constituency, respectively, most of whom are in standard employment relationships. In contrast, it is argued here that unions' institutional power resources are the crucial variable explaining this outcome. In difficult economic times, when unions are asked to make concessions, they will assent to labour market reforms, but only to those that do not fundamentally threaten to undermine their organisational interests. In the context of job security legislation, this means that unions defend the protection of permanent contracts while they compromise on the regulation of temporary employment. This ‘second best solution’ allows them to protect their organisational interests, both by retaining their institutional role in the administration of dismissals and by living up to their institutional role as one of the organisations responsible for the direction of labour market policy reform. ABSTRACTCommand systems are widely used to monitor public service provision, but little is known about unintended effects on individual workers’ motivation and work effort. Using insights from motivation crowding theory, we estimate a SEM model that captures how Danish childcare assistants and social/healthcare assistants perceive documentation requirements. We analyze how this perception relates to intrinsic motivation measured in a survey and sickness absence as reported in administrative registers, and find that individuals who perceive documentation requirements as controlling have lower intrinsic motivation and higher sickness absence. The association is statistically significant, but very small in substantive terms. The result is nevertheless consistent with the expectation in motivation crowding theory and contributes to the literature by including a new, reliable behavioral variable—sickness absence—and by drawing attention to possible downsides of command-and-control. Even though command systems can also have positive disciplining effects, knowledge about potential drawbacks is important for public managers. 相似文献
ABSTRACT Appraisals of public employees are important for a host of reasons, and particularly so with the increasing emphasis on pay-for-performance systems and performance-based management in the public sector. However, managerial appraisals of employees can be somewhat subjective and our understanding of the appraisal process in the public sector is largely U.S.-centric. In this study, we explore whether characteristics of managers, like a rater's public service motivation (PSM), affect appraisal outcomes for their subordinates. Using a mixed experimental design, we analyze these dynamics in a non-U.S. context with MBA and MPA students enrolled in one of Korea's top universities. We find that rater PSM moderates the influence of both task and non-task behavior on an employee's performance appraisal. 相似文献
Public managers and researchers devote much attention to the benefits of coproduction, or the mixing of the productive efforts of public employees and citizens in public service design and delivery. One concern, however, is the distributional consequences of coproduction. This article proposes that disadvantaged citizens may be constrained by a lack of knowledge or other resources necessary to contribute to and benefit from the coproduction process. From this assumption, the authors develop the theoretical argument that if coproduction programs were designed to lift constraints on disadvantaged citizens, they might increase both efficiency and equity. This claim is tested using a field experiment on educational services. A coproduction program providing immigrant parents with knowledge and materials useful to their children's early educational development had a substantial positive impact on the educational outcomes of disadvantaged children, thereby diminishing inequity. The European Union’s 2030 climate and energy package introduced fundamental changes compared to its 2020 predecessor. These changes included a stronger focus on the internal market and an increased emphasis on technology-neutral decarbonization while simultaneously de-emphasizing the renewables target. This article investigates whether changes in domestic policy strategies of leading member states in European climate policy preceded the observed changes in EU policy. Disaggregating strategic change into changes in different elements (goals, objectives, instrumental logic), allows us to go beyond analyzing the relative prioritization of different goals, and to analyze how policy requirements for reaching those goals were dynamically redefined over time. To this end, we introduce a new method, which based on insights from social network analysis, enables us to systematically trace those strategic chances. We find that shifts in national strategies of the investigated member states preceded the shift in EU policy. In particular, countries reframed their understanding of supply security, and pushed for the internal electricity market also as a security measure to balance fluctuating renewables. Hence, the increasing focus on markets and market integration in the European 2030 package echoed the increasingly central role of the internal market for electricity supply security in national strategies. These findings also highlight that countries dynamically redefined their goals relative to the different phases of the energy transition.
The suitability of liquid-liquid extraction (LLE) and solid-phase extraction (SPE) for the preparation of impurity extracts intended for gas chromatographic profiling analyses of amphetamine were evaluated. Both techniques were optimised with respect to the extraction of selected target compounds by use of full factorial designs in which the variables affecting the performance were evaluated. Test samples consisted of amphetamine synthesised by the Leuckart reaction, by reductive amination of benzyl methyl ketone and by the nitrostyrene route. The performance of LLE and SPE were comparable in terms of repeatability and recovery of the target compounds. LLE was considered the better choice for the present harmonised amphetamine profiling method due to the lack of information on the long-term stability of SPE columns. 相似文献
A survey was done of 307 alleged victims of sexual violence reported to the police departments in Greater Aarhus, Denmark, in 1999–2004. The legal disposition was ascertained and related to victim and assault characteristics together with the forensic medical and laboratory findings. The police pressed charges in more than half of the cases and 11% turned out to be false allegations. Nineteen percent of all cases ended with sentencing of the defendant. Sperm was detected in 35% of the examined and analysed cases, and in 46% consumption of alcohol prior to the assault was reported. Information in the forensic report regarding injury documentation, intoxication, and detection of sperm and DNA match between victim and alleged assailant did not aid in the prosecution of the case. Severe coercion used by the assailant increased the likelihood of conviction. Intoxication estimation and sperm detection suffered from low sensitivity compared with laboratory analyses. Results suggest the need for new research and optimising the sexual assault examination protocol to strengthen the legal impact of forensic evidence. 相似文献
In recent years, Aboriginal justice projects have gained in popularity in such places as Australia, New Zealand, the United
States, and Canada. However, these programs have remained relatively insulated from external critique, particularly as it
relates to the problem of grafting “traditional” principles onto non-traditional forms of social organization. The purpose
of this paper is to discuss this shortcoming in the context of examining the relationship between newly emerging neo-liberal
discourses about personal responsibility and the function of “community” as a domain of freedom, in Aboriginal restorative
justice programs in Canada.

Based on the idea that overpaid people are in conflict between hedonic principles (i.e., what makes them pleased) and what
they believe to be right, two studies tested the hypothesis that it should be relatively difficult for people to make satisfaction
judgments regarding outcomes in which they are being advantaged. In line with this hypothesis, Study 1 demonstrated that response
latencies of satisfaction judgments were longer when participants were being overpaid, compared to when they were underpaid
or equally paid. Study 2 extended these findings by demonstrating that people required more time to make satisfaction judgments
when they were overpaid in the context of a close relationship (i.e., in which the conflict between hedonic and concerns for
the other’s need should be stronger) than when overpaid in the context of a non-close relationship. Theoretical implications
regarding the social-cognitive processes underlying reactions to overpayment are discussed. 相似文献
