This article examines arms-length 'regulation' of UK government – the public-sector analogy to regulation of business firms — and assesses the precepts for public-sector regulation embodied in the Blair Labour government's official vision of public-man-agement reform, its Modernising Government White Paper of 1999. As a background to assessing the recipes for public-sector regulation in Modernising Government, the article shows that such regulation grew markedly both in the two decades up to 1997 and in the plans and activities of the Blair government from 1997 to 1999. Against that background, the design principles for public-sector regulation contained in Modernising Government are assessed. The White Paper was notable for embracing a doctrine of 'enforced self-regulation' for the public sector that involved aspirations to both more and less public-sector regulation in the future. It put its faith in a mixture of oversight and mutuality for 'regulating regulation'. But in spite of the radical-sounding tone of Modernising Government, the measures proposed appeared limited and half-hearted, and two well-known institutional design principles for regulation seemed to be missing altogether from the Blair government's view of administrative 'modernity'.  相似文献

Little is known about risk management in the public sector. This study reports on a survey of senior officers in Australian Commonwealth companies and statutory authorities concerning their practice and attitudes towards the use of derivative instruments for risk management. Using a variety of tests, the most important issue identified by respondents concerning the use of derivatives is for budgeting purposes. Of note, respondents rank commonly cited reasons advanced in the private sector, such as reduced bankruptcy costs and taxation, as being relatively unimportant, which is consistent with arguments advanced in the paper. The results also indicate that there are significant differences in the level of importance in some issues regarding derivatives use across public sector organisations, particularly those differentiated by a documented risk management plan. The study also documents for the first time the extent of derivatives use in the Australian public sector.  相似文献

There is an essential continuity between Islamic political philosophy in the Middle Ages and today. Political philosophers in the Middle Ages explained and justified the use of mythical stories by rulers to motivate the whole of the community to behave in appropriate ways. They argued, basing themselves to a degree on their understanding of Plato, that not everyone is capable of really comprehending the reasons for certain aspects of political necessity, and so they should be led to obedience of civil law by being told stories which represent in more vivid and imaginative form the rewards and penalties which exist with respect to the law. It has often been argued that these philosophers, ranging from al‐Farabi to Ibn Rushd, were dissimulating their genuine heterodox views on the relationship between Islam and the state by arguing for the use of stories and allegories to persuade the masses that they ought to act in particular ways, while the intellectual élite can be provided with rational explanations for political action. It will be argued that contemporary and recent political writers in the Islamic world of the Middle East speak and write in a manner very similar to that of their medieval predecessors, especially when it is a matter of distinguishing between an élite and the common people, and some resemblances between political and social conditions today and in the medieval world of Islam will be drawn to try to account for this similarity and continuity.  相似文献

The misuse of drugs, both illicit and prescribed has increased dramatically in the west of Scotland over the last few decades. Consequently, the number of drug related deaths has risen as a direct result. Since, discrepancies exist between data collected by the Department of Forensic Medicine and Science, University of Glasgow and official statistics, this project, was funded to investigate all known drug related deaths that occurred within the Strathclyde region of Scotland in an effort to improve the accuracy of statistics and the dissemination of information pertaining to them. Changes in medical treatment, legislation and patterns of drug taking were noted and the effects of these on the year-by-year death tolls evaluated.  相似文献

Despite much public speculation, there is little scholarly research on whether or how ideology shapes American consumer behavior. Borrowing from previous studies, we theorize that ideology is associated with different forms of taste and conspicuous consumption: liberals are more drawn to indicators of “cultural capital” while conservatives favor more explicit signs of “economic capital”. These ideas are tested using birth certificate, U.S. Census, and voting records from California in 2004. We find strong differences in birth naming practices related to race, economic status, and ideology. Although higher status mothers of all races favor more popular birth names, higher status, white liberal mothers more often choose uncommon, culturally obscure birth names. White liberals also favor birth names with “softer, feminine” sounds while conservatives favor names with “harder, masculine” phonemes. These findings have significant implications for both studies of consumption and debates about ideology and political fragmentation in the United States.  相似文献

Forensic pathologists are commonly asked to evaluate injuries on the basis of photographs. Members of the National Association of Medical Examiners were asked to participate in an online survey in which they were presented with 68 patterned injuries of the skin and asked to make a diagnosis ranging from very general (e.g., “blunt” vs. “sharp”) to specific (e.g., “baton blow”). This was not the case. Consensus for general diagnosis averaged 0.77 and 0.72 for specific diagnosis. While there was a strong correlation between consensus and confidence in aggregate, individual correlations were poor. Consensus diagnosis was inversely correlated with age, and positively correlated with jurisdictional size, medical degree, and whether or not the respondent was actively performing autopsies as a job function. A subsequent survey is exploring possible reasons for lack of consensus in low‐consensus questions. The high correlation between confidence and consensus at the aggregate level and low correlation at the individual level may have implications for quality assurance protocols.  相似文献

Postcolonial discourse is incredibly diverse and postcolonial art in Australia has numerous critical modes. This paper describes an approach in Contemporary Indigenous art that attempts a critique of the law from within the law rather than outside of it. It takes a radical form of over-proximity, rather than avant-garde distance, and finds the gap and failure in law’s attempt at creating legal subjects of us all. In the work of Gordon Bennett, Danie Mellor and the duo Adam Geczy and Adam Hill, there is a working through the political and legal ramifications of the Indigenous subject in contemporary Australia. The focus on processes of initiation and subjectivization, or what Althusser called “interpellation” and show the effects of this interpellation in the Indigenous subject and offer modes of resistance. The artists are informed by Lacanian notions of subjectivization and utilise this approach to semiotics and power as the starting point for their critique.  相似文献

Our study examines the prior offending of 750 individuals who are known to be responsible for the abduction of a child under the age of 18 years. The first group comprised of 311 offenders (42%) who had abducted a child that was later located alive (found alive, referred to as FA). The second group was comprised of 439 offenders (58%) who had abducted a child that was either found murdered or was still missing and presumed dead (found murdered, referred to as FM). While males perpetrated the majority of the abductions, women perpetrated 31 (10%) of the offenses in the FA group and 10 (2%) of the offenses in the FM group. The average number of prior offenses as reflected in the NCIC criminal history of each offender was seven with these occurring over an average of 12 years. Seventy-five percent of the offenders had prior arrests for an assortment of different crimes while 25% had no known criminal history, a finding that was consistent across both the FA and FM groups. Of those with a criminal history, 41% had been arrested for assault, 40% for larceny, 35% for burglary/breaking and entering, 33% for forcible sex offenses, 25% for drug/narcotic offenses, 21% for weapons law violations, 17% for motor vehicle thefts, 15% for robbery, and 14% for kidnapping. Our findings are congruent with the theme of criminal diversity among child abductors and argue against the specificity in offending that is often assumed with this type of sexual offender. This information is relevant to our understanding of the progression in criminal offending that is manifested by offenders who abduct children and will hopefully be used by law enforcement in helping to direct and focus their investigations.  相似文献

Abstract

A frequently cited recommendation of public service motivation (PSM) research is to use PSM in the context of HR marketing. However, empirical evidence demonstrating the usefulness of addressing PSM in the recruitment process is limited. Moreover, we know little about the relative importance of PSM for public employers’ attractiveness. We address this gap using an experimental research design to investigate whether public service motivated individuals differ from extrinsically motivated individuals in terms of their attraction to organizations that emphasize either “traditional” public or private values in their employer branding. Our findings indicate that public service motivated individuals are attracted neither to public nor to private values in employer branding. Furthermore, individuals with very high levels of extrinsic motivation are more attracted to private values employer branding than to public values employer branding and to the control group.  相似文献
