Sexual Assault Policies and Consent Definitions: A Nationally Representative Investigation of U.S. Colleges and Universities

ABSTRACT

Campus sexual assault (SA) policies and sexual consent definitions have not been widely studied. The study team conducted a nationally representative review of college and university websites (n = 995), assessing the prevalence of publicly accessible online policies and definitions and examining associations with school characteristics. A content analysis was performed on a subsample (n = 100) of consent definitions. Most schools (93.0%) had an SA policy and consent definition (87.6%) available online. Schools were more likely to have a policy or consent definition if they were large (≥5,000 students), public, or had a female enrollment of ≥33%. Detail and comprehensiveness of definitions varied. Findings highlight opportunities for schools—especially small schools, private schools, and those with more male students—to increase access to SA policies and consent definitions.     

Networking in practice: The Arid Lands Information Network

As the development agenda becomes more and more led by the preoccupations of Southern non-government organisations (NGOs), it becomes increasingly crucial that good communication flows are encouraged and maintained between development practitioners. Project staff have frequently been the underclass of the development world, often isolated, left to execute decisions made by others, poorly serviced in terms of training and information, and none more so than the women among them. Yet they are the very people on whom the implementation of good development practice rests. The Arid Lands Information Network (ALIN) was established in 1988 specifically to address some of the needs of this group. Using a number of methods, it has sought to encourage and facilitate the sharing of information and ideas among development workers at village/project level and to build confidence and provide a platform for their concerns and views. The ultimate aim is not to increase membership of the ALIN 'club', but rather to foster the desire to communicate and share experience, and to take control of the process of networking.     

Gendered Paths to Legal Citizenship: The Case of Latin‐American Immigrants in Phoenix,Arizona

In this paper we seek to contribute to a greater understanding of legal citizenship by exploring the gendered experiences of Latin‐American‐origin immigrants in the greater Phoenix metropolitan area as they go through the legalization process. To explore this gendered angle we rely on in‐depth interviews conducted from 1998 through 2008 with women and men from Guatemala, El Salvador, Honduras, and Mexico. The data reveal that although immigration policies and procedures are presumably gender neutral, they are in fact inflected with gendered meanings and enacted in gendered social structures. Gender ideologies permeate the processes to differentially affect the legalization, permanent legal residence, and citizenship processes of immigrant women and men. This article points to key gender inequalities in immigration law.     

Who should supervise students during self-report interviews? A controlled experiment on response behavior in online questionnaires

This study tests whether juveniles’ responses on sensitive topics such as self-reported delinquency, victimization, and substance use are comparable when teachers versus external persons supervise students while filling out online questionnaires.     

The European Sourcebook of Crime and Criminal Justice Statistics: A New Tool in Assessing Crime and Policy Issues in Comparative and Empirical Perspective

Theories which suggest a relationship between crime or criminal justice variables on the one hand, and variables related to criminal justice policies on the other hand, cannot be tested without reference to historic or comparative data. Since international comparisons offer the most powerful test of such theories, policy-related research in Europe has suffered, so far, from a lack of valid comparative data. Whether crime data from different countries are comparable, has always been subject to controversies. In the case of the European Sourcebook of Crime and Criminal Justice, a network of specialists was established under the auspices of the Council of Europe in order to assess the validity of the data. Although some problems in cross-country level comparisons could not be settled, the European Sourcebook offers comparative data on 36 Member States of the Council of Europe on a variety of subjects (offences and offenders known to the police; prosecution, convictions, sentences, and corrections; survey data; and indications on manpower and budgets of police forces, prosecutors, and corrections).     

How important are interview methods and questionnaire designs in research on self-reported juvenile delinquency? An experimental comparison of Internet vs paper-and-pencil questionnaires and different definitions of the reference period

There has been relatively little change over recent decades in the methods used in research on self-reported delinquency. Face-to-face interviews and self-administered interviews in the classroom are still the predominant alternatives envisaged. New methods have been brought into the picture by recent computer technology, the Internet, and an increasing availability of computer equipment and Internet access in schools. In the autumn of 2004, a controlled experiment was conducted with 1,203 students in Lausanne (Switzerland), where “paper-and-pencil” questionnaires were compared with computer-assisted interviews through the Internet. The experiment included a test of two different definitions of the (same) reference period. After the introductory question (“Did you ever...”), students were asked how many times they had done it (or experienced it), if ever, “over the last 12 months” or “since the October 2003 vacation”. Few significant differences were found between the results obtained by the two methods and for the two definitions of the reference period, in the answers concerning victimisation, self-reported delinquency, drug use, failure to respond (missing data). Students were found to be more motivated to respond through the Internet, take less time for filling out the questionnaire, and were apparently more confident of privacy, while the school principals were less reluctant to allow classes to be interviewed through the Internet. The Internet method also involves considerable cost reductions, which is a critical advantage if self-reported delinquency surveys are to become a routinely applied method of evaluation, particularly so in countries with limited resources. On balance, the Internet may be instrumental in making research on self-reported delinquency far more feasible in situations where limited resources so far have prevented its implementation.

Rich Country Corruption

Corruption in rich countries is different to corruption in poor countries. There are many analyses and models of corruption in poor countries, and interventions are structured with these in mind. When analyzing corruption in rich countries, borrowing from the experiences in poorer countries does not fit well with public administration practices. Ironically, citizens in rich countries have high levels of perceived corruption, yet they reported very little personal experience with corruption in any form. This article uses data to outline some corruption risks and proposes that any analysis focuses on classifying specific types of corruption in rich countries.     

Justinian's Institutional Classification and the Class of Quasi-Delict

This article examines the records of free-standing proof-of-age hearings from their probable introduction around the mid thirteenth century to their formal consolidation by the beginning of the fourteenth. It traces the gradual establishment of a hybrid legal form, unique to proof hearings, whereby individual jurors were routinely questioned as to the basis of their knowledge of an heir's birth and replied with a statement of plausible personal connection with the birth. It shows in detail how a rationalising legal bureaucracy encountered the expectations and practices of local jurors and recorders and the compromises that resulted in an enduring legal form.     

Stressful Life Experiences and Peer Externalizing Behaviors Mediate the Relation Between Reduced Family Support and Externalizing Symptoms in Low-Income Urban Youth

Family support, urban stressors, and peer behavior were examined in relation to externalizing symptoms in 605 predominantly low-income urban sixth through eighth grade adolescents. Mother and father support were each associated with lower levels of externalizing symptoms in both males and females. For males, father absence was associated with increased peer externalizing behavior and heightened rates of youth externalizing symptoms. Stress (in the form of major life events, daily hassles, and exposure to violence) and peer externalizing behavior were examined as mediators of the relation between parent support and youth externalizing symptoms. Increased stress exposure mediated the relation between weak mother and father support and youth externalizing symptoms. Additionally, for females, peer externalizing behavior mediated the relation between weak mother support and youth externalizing symptoms.
