Macroeconomic performance and poverty in Brazil

Drawing on Brazilian time-series data this study finds an inelastic link between poverty and wages over the macroeconomic cycle that is devoid of the asymmetric effects that characterise the phenomenon's response to changes in the rate of unemployment. Deepening of structural reforms in the second half of the 1990s had no effect on the aforementioned relationships, which also varied little by regional level of development. Finally, the connection between poverty and long-term income changes was more elastic, suggesting an association between the economy's recent disappointing performance in alleviating poverty and its lacklustre growth record over the past two decades.     

Risky business: Covering slow‐onset hazards as rapidly developing news

The emerging field of risk communication has yet to thoroughly grapple with how the mass media report risk. Through a content analysis of five newspapers noted for their science reporting, newspaper coverage of four environmental hazards is compared to media coverage of more traditional risky events. In general, these slow‐to‐develop stories are reported in much the same way as more traditional disaster stories. News accounts emphasized an event orientation, framed risks in terms of human activity rather than social and political contexts, described risk in terms of harms and benefits, and relied on traditional sources. The authors then explore how this version of mass‐mediated risk might change current definitions of risk communication and how a mediated construction of risk may influence public perception of the political choices these issues raise.

X-ray mapping technique: a preliminary study in discriminating gunshot residue particles from aggregates of environmental occupational origin

The possibility of detection of lead-antimony-barium aggregates from non-firearm sources is confirmed according to the tests performed on brake pads, and firework and automobile workers. Moreover, information on particles taken from cartridge cases shows the relative feeble importance of the morphology in distinguishing gunshot residues (GSRs). Furthermore, also the presence in the spectrum of other elements (e.g., iron) is not so conclusive. In this panorama, the possibility of discriminating gunshot residue particles from other non-firearm lead-antimony-barium aggregates is investigated: the proposed method is based on X-ray mapping technique--currently applied used in Reparto Carabinieri Investigazioni Scientifiche in Rome, the forensic service of Italian Carabinieri--according to which the spatial distribution of the emission energy of each element of the sample is pictured. Gunshot residues present the same lead-antimony-barium distribution (or at least the same antimony-barium distribution with lead nodules), as some other environmental occupational aggregates do not (different plaques of lead, antimony, and barium). So, X-ray mapping technique can offer a new fundamental evaluation parameter in analysis of gunshot residues with scanning electron microscopy/energy-dispersive (SEM/EDS) spectrometry, and new standards could be considered.     

On the Choice of Remedies

At a time when misuse of the power to zone seems to be increasing—some say rampant—when such misuse is frequently ignored even sanctioned by the courts, e.g.; Belle Terre v. Boraas, Steelhill v. Sanbornton, U.S. v. Black Jack (lower federal court), it is heartening to find a powerful court unite behind an articulate and powerfully worded opinion which strikes down an exercise of the police power (zoning) which legislates local biases and unreasonably excludes low income housing. There is an appropriateness too in that it is Justice Hall, some 12 years after his classic dissent in the Vickers case, who rationalizes a long line of often misunderstood New Jersey cases and the case law of other jurisdictions and concludes: “that every … municipality must, by its land use regulations, … make realistically possible an appropriate variety and choice of housing.” A strong concurring opinion further notes; “the use of the zoning power by municipalities to maintain themselves as enclaves of affluence or of social homogeneity … [is] improper and to be strongly condemned.”
