As administrations increasingly rely on interorganizational networks to organize public service provision, this article inspects the role resourcing plays in the way managers working in networks cope in the face of extreme events. Using comparative analyses of fieldwork in the context of two emergency service networks in two major cities in Germany and the US, we introduce the concept of resource transposition. This concept holds the potential to explain why and how networks might perform well in situations that drain its central participants' resources. We highlight the relevance of four practices: resource (re)production; resource administration through integration; resource administration through centralization; resource support. We derive a set of propositions underlining the usefulness of the concept of resource transposition.  相似文献

With the federal election of 2009, the German party system no longer belongs to the party systems with two-party dominance but to the pluralistic systems. The article develops a typology of party systems, decribes the change of the type of Germany's party system, shows that the development of the German party system is an exception in Western Europe and argues that the change in the structure of the system casts a return to two-party dominance into doubt.  相似文献

This paper develops a test of the satisficing version of the political business cycle. Previous tests have focused on maximizing models of political behavior and are not sufficiently general to test for satisficing behavior. Using annual U.S. data for the period 1905 to 1984, we find evidence supporting the satisficing version of the political business cycle model, but we reject the maximizing version. In accordance with the satisficing hypothesis, we find that increasing inflation or unemployment and decreasing monetary base growth in the third year of a presidential term are followed typically by reversals during the election year.We wish to thank Gordon Tullock and two anonymous referees for valuable comments.  相似文献

In this study two types of synthetic swabs and one commercially available minitape were tested and compared with the currently used cotton swab. The results indicate that there is no major difference in performance between the swabs for recovery of trace samples, and that the minitape is better suitable for recovering from absorbent materials than swabs are. However, no statistical calculations were carried out due to the low number of samples in each category.  相似文献

The paper contributes to the discussion about policy advice, initiated by Falk et al. in PVS 2/2007. Based on a differentiation between output- and input oriented politics, several notions of advice and knowledge are discussed. This leads to the insight that the relevance of studies in political science does rely on the careful consideration of the strategic influence of knowledge in the political process. The fruitfulness of such a perspective is exemplified by a short view on some institutional developments in the field of political advice. A detailed analysis of the newly organised economic policy report “Gemeinschaftsdiagnose” then reveals that the diagnosis of new cooperative modes of governmental acting, as postulated by Falk et al., has to be modified. Particularly with regard to core fields of governmental acting, like economic and social policy, there is an unbroken continuity of hierarchical forms of governing.  相似文献

In the 1990s, the Norwegian hospital sector was characterized by soft budgetary constraints and increasing budget deficits. This was one of the main antecedents of the 2002 hospital reform, where the central state took over ownership of the hospitals from the counties. Arguably, the centralization of ownership, financing and production would harden the budget constraints and increase the budgetary discipline. This analysis shows that this has not been accomplished. Instead, the production has been far above what was planned, and the deficits higher than ever. Two stages of the post-reform budget processes are analyzed: first, the stage where the central state set the budgets and sends signals of budgetary rules (whether the state sends signals of soft or hard budget constraints), and second, how the central state handled deficits in the hospital sector as they emerged (whether the hospitals was bailed out or not). The conclusion is that the central state neither set a hard budget constraint nor managed to stay firm as deficits turned up. It is argued that three mechanisms explain the prevailing problems of managing the hospital sector: uncertainty of the hospitals' financial situation during the transition phase; minority governments; and specific features related to the organization of the budgetary process in parliament.  相似文献
